Central Cariboo/Chilcotin Cariboo RD Budget Mtg

With CRD Directors Joan Sorley (Area 'F'), Byron Kemp (Area 'E'), Deb Bischoff (Area 'D'), Roger William (Area 'J'), City of Williams Lake Mayor (and CRD Director for Williams Lake) Kerry Cook, Councillor Ivan Bonnell and a handful of area residents which also included former CRD Area 'F' Director and current BC NDP Cariboo-North candidate Duncan Barnett - the Cariboo Regional District presented the 2013 Budget.  See below for the presentation/handout:





During the presentation and after which was led by CRD Administrator Janis Bell and CRD Chief Financial Officer Scott Reid - a question and answer period ensued with questions being asked like:

a) Capital Projects by the CCRHD (Local Hospital Board)
b) Determination of Spending Priorities by the Cariboo RD
c) Is the 2013 Tax Rate for Central Cariboo Recreation sufficient to deal with the Sam Ketchum Pool upgrade, especially if the proposed referendum for $11 million is defeated (when it occurs)

An interesting point during the meeting was when former CRD Area 'D' Alternate Director John Andrews led a 3-5 minute recital of his issues with the CRD Budget and especially when he and former CCACS (Central Cariboo Arts/Culture Society) President Graham Kelsey debated the issue of overall benefit provided by the Central Cariboo Arts/Culture Function

In talking with CRD Area 'E' Director Byron Kemp -- he advises that Ottawa is still mulling over a grant for Mountview Water.  After 13 years of discussing this important issue -- it is appalling that BC and Ottawa is still dragging this out when the issue of funding to provide water (and maybe even sewer) services to Mountview residents' should be a no-brainer

The next steps include the Board receiving the public input (surveys) from the 3 Budget meetings in Quesnel, Williams Lake, and 100 Mile House and incorporating those into the final budget which will be adopted by the CRD Board at its' March 22nd meeting, although they legally have until March 31st to adopt an Annual Budget/5 Year Financial Plan
