WL Council Highlights - Nov 7th, 2017

Present: Mayor W. Cobb; Councillors I. Bonnell, S. Nelson, J. Ryll, C. Smith, L. Walters and S. Zacharias

Meeting called to order at 6pm

Meeting Agenda adopted/Mins of the Oct 17th WL City Council meeting received/adopted

Presentation:

PWABC (Public Works Association of BC) President Elect Greg Wightman presented the City of WL Director of Municipal Services, Gary Muraca, with the PWABC Manager of the Year Award

Delegations:

1) Ms. Stefanie Hendrickson, Interim Executive Director - Downtown Williams Lake Business Improvement Association (DWLBIA) appeared before Council in regards to their Downtown Banner Project

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked Ms. Hendrickson for her time/information

Resolved -- Council referred the request of the DWLBIA downtown banner program to the Public Works Committee for review

2) Mr. Dwayne Davis appeared before Council to discuss a Williams Lake Hockey History Mural Proposal

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked Mr. Davis for his time/information

Resolved -- Council approved the proposed Hockey History Mural by Dwayne Davis at a budgeted amount of $5,000 and directed Staff to coordinate this project with the artist and bring forward a report to the Central Cariboo Joint Committee requesting permission for the mural panels to be housed at the Cariboo Memorial Recreation Complex when not in circulation for educational programs

Business:

1) Council received for information the accounts payable computer cheque listings dated October 19, 26 and November 2, 2017

2) Council agreed to give 1st, 2nd and 3rd Readings to Fee Amendment Bylaw No. 2267, 2017 [New Fee Schedule for police records to BC Ministry of Children/Family Development]

3) Council accepted the Traffic Impact Study issued by Creative Transportation Solutions (CTS) for 850 Oliver Street and give second reading to Zoning Amendment Bylaw No. 2259 (ICE Developments Ltd. (Janda Group Holdings) and directed a Public Hearing be scheduled for December 5, 2017 at 7:00 PM in WL Council Chambers

4) Council endorsed two Committee of the Whole recommendations, as follows:

a) That pursuant to Committee of Whole Council Report #29-2017, the report of the Director of Protective Services dated October 19, 2017 regarding a new display case for the old fire truck be received and the donation from Chemo RV of $19,100 to the Williams Lake Fire Department be transferred to the Williams Lake Fire Department Association for use at the new fire hall site in the construction of a display case for the old 1947 Maple Leaf fire truck

b) That pursuant to Committee of Whole Council Report #30-2017, staff be directed to bring forward a report on the estimated cost to build a single wide gravelled/graded trail around the end of the lake (RC Cotton Site) within the edge of the riparian zone, and the Williams Lake Indian Band be consulted on the project

5) Council received a letter from the Williams Lake Hospice Society and gave approval for the 2017 Annual Memory Tree Celebration on Sunday, December 3, 2017 from 3:00 PM to 4:30 PM at City Hall

6) Council received a letter from the BC Museums Association regarding the temporary relocation of the Museum of the Cariboo Chilcotin to the Tourism Discovery Centre and directed the Mayor to respond to the letter on behalf of Council

7) Council received a request from the Williams Lake Community Band to waive the janitorial service fee for their use of the Council Chambers on the evening of Friday, December 8, 2017 for their annual Christmas concert and that the request be approved

8) Late Item - Council proclaimed the week of November 12-18, 2017 as "Nurse Practitioner Week" in the City of Williams Lake

9) Council received the 'Council Information Package' as of November 7th, 2017:

October 2017 - Canadian Red Cross 'BC Fires 3 Month Donor Update';
October 19, 2017 - Canadian Red Cross re Thank You to Mayor & Council for thinking of Red Cross personnel;
October 20, 2017 - Cariboo Regional District Board Highlights;
October 27, 2017 - The Salish Sea re 'A Day For Our Common Future' and UNESCO World Heritage Site Canadian applications.
