WL Council Highlights - Oct 3rd mtg

Meeting called to order at 6pm

Meeting Agenda approved/Mins of the Sept 12th meeting of WL City Council adopted

Delegation:

Laura Klassen & Linda Evans from Community Living BC appeared before Council to request a proclamation for "Community Living Month" (Oct 2017) in the City of Williams Lake

A Question/Answer period ensued thereon

Acting Mayor/Councillor C. Smith, on behalf of Council, thanked the delegation for their time/information

Resolved -- That pursuant to the request of Community Living BC, the month of October 2017 be proclaimed as "Community Living Month" in the City of Williams Lake, pursuant to City policy

Business:

1) Council received for information the accounts payable computer cheque listings dated September 14, 21 and 27, 2017

2) Council approved a request to the Minister of Municipal Affairs & Housing for the powers, pursuant to Section 781 of the Local Government Act, for the disposition (write-off) of property taxes receivable, including penalty and interest amounts, on the manufactured home properties, identified as:

a) Folio #70170041, manufactured home registry #058377, civic address: 4-1700 South Broadway Avenue, Williams Lake BC V2G 2W5, owner: Gray, Lawrence O.

b) Folio #70170371, manufactured home registry #004274, civic address: 37-1700 South Broadway Avenue, Williams Lake BC V2G 3W5, owner: Scott, Clarence Edward.

c) Folio #70490101, manufactured home registry #021603, civic address: 10-1406 South Broadway Avenue, Williams Lake BC V2G 0A1, owner: Rosette, Cynthia M.

3) Council ratified email polls to authorize the following:

a) submission of an application for funding by the Fraser Basin Council on behalf of the City of Williams Lake to the Strategic Wildfire Prevention Initiative before October 6, 2017, with the City contributing a maximum of 20% in cash or in kind and City staff providing the overall management of the funding

b) submission of an application for funding by the Williams Lake Community Forest on behalf of the City of Williams Lake to the Strategic Wildfire Prevention Initiative before October 6, 2017, with the City contributing a maximum of 20% in cash or in kind and City staff providing the overall management of the funding

c) change the Public Hearing date for Zoning Amendment Bylaw No. 2249 to October 3, 2017, from October 17, 2017

d) increase in the 2017 pavement rehabilitation budget by $567,000, and directing Staff to amend the 2017 Road Rehabilitation Program to include Fox Mountain Road, Westridge Drive and Woodland Drive upon approval of a contract within this budget

4) Council accepted an application to permanently close and remove part of the laneway dedication for the lane dedicated on Plan 1553, abutting lots 7, 8, 11, 12, 13, 14, 15 AND 16, all in Block 4, District Lot 71, Cariboo District; and further, "Williams Lake Laneway Closure and Removal of Laneway Dedication Bylaw No. 2267, 2017" was given 1st, 2nd and 3rd Readings, and Staff was directed to issue notice of the proposed laneway closure to adjacent property owners and tenants (Rona Building Supplies - Proctor St)

5) Council awarded the contract for the supply of dried bulk highway salt for the 2017/18 winter season to Lafarge Asphalt Technologies for the tendered price of $131.00 per metric tonne, excluding applicable taxes

6) Council approved the annual Halloween Fireworks Show & Bonfire on Tuesday, October 31, 2017 at 7:15 PM at the Williams Lake Stampede Grounds

7) Council received a report of the Recreation Coordinator in regards to the 3rd Annual Fall Harvest Run and Event on Sunday, Oct 15th

8)  Council authorized the following, in respect of 2017 Remembrance Day activities:

a) Poppy Campaign sale days from October 27 to November 11, 2017
b) Parade Route on November 11, 2017 as indicated, and City Staff coordinate the placement of barricades as requested
c) approve the use of the City Hall lobby for accumulation of wreaths and crosses before and after the service parade
d) approve the Legion Flag to be displayed on the City's flag pole for the week of November 4 through 11, 2017

9) Late Item Council agreed to rescind Third Reading of Zoning Amendment Bylaw No. 2260 (1704 Broadway Ave South) as given on April 25, 2017 by Council Resolution No. 157/17; and Staff was directed to issue notice of the application to surrounding property owners and tenants within a 100 metre radius of the subject property and a new Public Hearing be scheduled for November 7, 2017 at 7:00 PM in Council Chambers

10) Council received the 'Council Information Package' as of October 3rd, 2017, as follows:

Members of Council provided oral reports on their recent activities
The CAO (M. MacDonald) provided an oral report on his recent activities

Media Question Period -- Sept 28th Museum Society Meeting (item to come forward at Oct 10th Committee of the Whole meeting)

Meeting resumed at 7:03pm

11) After a public hearing, Council gave 3rd Reading to Zoning Amendment Bylaw No. 2249 - Leif & Sarah Dressler (101 Mason Rd). The bylaw will now need approval of the Minister of Transportation/Infrastructure as the subject property is with 800 metres of a controlled highway, namely Highway 97 North
