July 31st, 2023 BC Fire Risk Map & Daily Update from the Cariboo Fire Centre:

1) Weather Update

Isolated afternoon showers and thundershower activity are expected throughout most of the Cariboo Fire Centre. Winds are expected to remain light with some gusts picking up in the afternoon. Tuesday's forecast is expected to be similar.

2) General Update from the Cariboo Fire Centre

As of July 14, 2023 the four fires that comprised the Gillies Complex are being managed by a dedicated Incident Management Team (IMT), the IMT will transition control of these four fires back to the Quesnel Zone on Tuesday, August 1, 2023.

As of July 14, 2023 the 10 wildfires that comprised the Kappan Complex are being managed by a dedicated Incident Management Team (IMT).

Today will be the last daily wildfire update for the Cariboo Fire Centre due to sustained positive progress on fires. There are 8 active fires in the Central Cariboo Zone. Of these fires, five are Out of Control, three are Being Held

Fires C31143, C31349, C31442, C31684 and C32266 are located in the Horsefly Lake-Quesnel Lake area, are classified as Out of Control, and are being handled with a modified response.

C30399, C30572, and C30446 are located in the Horsefly Lake-Quesnel Lake area, are classified as Being Held, and are being handled with a modified response.

b) Quesnel Zone (Quesnel/Wells; Cariboo RD Areas A,B,C,I)

There are 9 active fires in the Quesnel Zone. Of these fires, four are Out of Control, one is Being Held, and four are Under Control.

Operational Objectives

This fire is highly visible to surrounding communities and commuters on Highway 97. Crews continue patrol and mop up on the South, East and West flanks.

Operational Objectives
Persisting favorable fire weather conditions and rainfall have led to benign activity around the fire perimeter. Heavy equipment guards are now completed, with remaining inaccessible areas to be targeted by firefighters to tie into natural features. All guards continue to hold and are being actively monitored by firefighters and aircraft.
Ground crews have utilized planned ignitions to bring the fire to the guard. Extinguishing hotspots remains a priority, infrared drone scans are being used to detect heat within the fire perimeter and allow ground crews to pinpoint heat sources within the fire perimeter.

Operational Objectives

Persisting favorable fire weather conditions and rainfall have led to benign activity around the fire perimeter. Where accessible, heavy equipment has completed machine guards. Ground crews continue to tie remaining guards into natural features.
Infrared drone scans are being used to detect heat within the fire perimeter and allow ground crews to pinpoint and action remaining hot spots. Extinguishing hotspots will be a priority over the coming days and if conditions are favorable, ground crews may utilize planned ignitions to bring the fire to the guard.

Teepee Lake Area Evacuation Order downgraded to ALERT

Pursuant to the BC Emergency Program Act, the evacuation order issued on July 12, 2023, at 12:45 pm for the Teepee Lake Area is being rescinded and replaced with the following area alert by the Cariboo Regional District's Emergency Operations Centre (EOC).

Effective immediately residents are allowed to return to the area. In an alert area, you must remain prepared to evacuate your premises or property should it be required. Residents will be given as much advance notice as possible prior to evacuation; however, you may receive limited notice due to changing conditions.

Please watch for livestock and wildlife on roads.

Residents should be aware that there may be danger trees in wildfire affected areas. Danger trees on Crown Land will be dealt with by the BC Wildfire Service danger tree fallers. Home owners and private land owners are recommended to work with an insurance agency to have an assessment done by a qualified arborist.

Wildfires remain active and firefighting activities continue in the area. It is important for residents to stay out of active wildfire areas. Interfering in an active fire area will result in crews ceasing ground and air operations potentially endangering nearby properties.

Residents must be prepared in the event that the area receives a future evacuation order or alert on short notice. Local governments may not have time to go door to door should a new evacuation order be issued.

It is also important to note that air quality may remain poor as a result of smoke from nearby fire activity. Those with respiratory issues, small children and the elderly should consider this before they choose to return to the area.

1) Weather Update

An upper low continues to slowly approach the Fire Centre today. This will bring scattered shower and thundershower activity mainly to eastern zones while a weak southwesterly flow will bring stability to the lee of the Coastal Mountains. Some of these storms today will be capable of producing strong outflow winds and a risk of hail. Little change is expected on Monday as the upper low continues to affect the region. The most unstable conditions will shift northward to the northern 1/3 of the Fire Centre. Winds remain light westerly with moderate humidity values forecast. Stronger outflow winds possible in thundershower activity.

1) Weather Update

Isolated showers and afternoon thundershowers can be expected in the region today. Winds are expected to be light and variable and tend towards a northeasterly direction. On Saturday, scattered showers and isolated afternoon thundershowers are expected over the Chilcotin while isolated afternoon showers or thundershowers are forecast elsewhere. Some Buildup Index values in the Chilcotin are expected to trend lower as a result of this. High initial spread conditions are expected tomorrow afternoon in the 100 Mile House zone, as gusty southwesterly winds and humidity values in the low 20’s are forecast.

City of Williams Lake Hires Indigenous Relations and Climate Action/Active Transportation Coordinator

The City of Williams Lake is pleased to announce it has hired Natalie Swift as its new Indigenous Relations and Climate Action/Active Transportation Coordinator (IRCAATC). The newly formed IRCAATC position focuses on active transportation, climate change and Indigenous relations.

The position was created at the direction of Council, who identified all three components of the position in its 2022-2026 Strategic Plan as part of the City’s ongoing reconciliation efforts and commitment to climate action and active transportation initiatives.

“This Council has made a firm commitment to building strong, collaborative partnerships with Indigenous neighbours as we continue to focus on meaningful reconciliation,” said Williams Lake Mayor Surinderpal Rathor. “In addition, mitigating the impacts of climate change through education and best practices, including reducing our carbon footprint through active transportation initiatives are extremely important now and in the future.”

Swift, who has been working as the City’s Recovery Coordinator addressing the River Valley flood recovery efforts for the past two years, will begin her new role on August 8th. Swift has a background in environmental management, experience working with Indigenous communities and a dedication to climate action.

As the IRCAATC Coordinator, Swift will work to advance and maintain the City’s relationships with local Indigenous communities, as well as implement initiatives to increase the City’s capacity to reduce its climate impact and to provide opportunities for the community to adapt to climate change, as well as support and promote active transportation initiatives in Williams Lake.

“We are looking forward to seeing this position in action,” continued Mayor Rathor. “Our community will be well served having someone with Natalie’s background and dedication in this important role.”

 Cloudier conditions are expected today, with northern areas already cloudy and increasing cloudiness expected through the south. Temperatures remain steady to a bit warmer than yesterday, with driest conditions expected to be found toward 100 Mile. Winds remain light.  Isolated thundershowers will develop today in the Coast range from west to southwestern areas of the Fire Centre, with a few strikes likely hitting the northeastern corner of the Fire Centre as well. Tomorrow, isolated storms should spread to all areas, with the potential for pockets of scattered showers to develop through central to northeastern regions. Rainfall amounts look light and go up to approximately 5mm. However, locally heavy downpours are possible and some strikes, particularly tomorrow, are possible with little to no precipitation

2)      General Update from the Cariboo Fire Centre

B.C. investments in the BC Land Matching Program
  • The B.C. government is investing $480,000 in the BC Land Matching Program for 2023-2024, for a total of $2.2 million since 2018.
  • The total number of matches (284) made on approximately 4,572 hectares (11,300 acres) in regions throughout B.C. include:
    • Metro Vancouver/Fraser Valley: 72 matches on 90 hectares (224 acres)
    • Vancouver Island and Gulf Islands: 86 matches on 139 hectares (345 acres)
    • Thompson-Okanagan: 67 matches on 1800 hectares (4,608 acres)
    • Columbia Basin: 33 matches on 67 hectares (166 acres)
    • Central and northern B.C.: 26 matches on 2,400 hectares (6,025 acres)
  • Matches range in size from less than 0.4 hectares to thousands of hectares of farmland.
  • The BCLMP is part of the Province’s New Entrant Strategy, which looks to increase the number of new and young farmers working in B.C.’s agriculture sector.
  • New farmers typically start out on fewer than four hectares (10 acres), and many of these farms contribute directly to B.C.’s local and regional food supply with an emphasis on direct-to-consumer sales or through farmers markets and restaurants.
  • New and small farms are essential to a sustainable and resilient B.C. food system and localized food supply, with 90% of new farmers selling food directly to consumers.

New funding will help businesses with vandalism costs

Small businesses throughout British Columbia will soon have access to new funding to support increased costs due to crime and vandalism, and to prevent further crime.

 “Small businesses are the backbone of our province and it’s vital we work together to keep our economy strong,” said the Hon. Brenda Bailey, BC's Minister of Jobs, Economic Development and Innovation. “We understand the frustration of business owners taking on the cost of vandalism on their own. We are taking action to support businesses with new funding to provide relief to cover these costs, and make sure we have a thriving business community.”

Starting in fall 2023, the Province will support small businesses in recovering expenses incurred after experiencing property damage due to crime and vandalism, and to recoup expenses after taking measures to prevent vandalism.

The new $10.5-million Securing Small Business Rebate Program will be available on an application basis and retroactive to Jan. 1, 2023. Businesses will be able to apply for as much as $2,000 per business for the cost of repairs due to vandalism, and up to $1,000 for vandalism prevention.

“As a business owner, I understand that the issues that face downtowns in Vancouver and in the rest of our province are complex,” said Carol Lee, owner, Chinatown BBQ. “We know there is work being done to address the root causes of crime, but providing new funding to help cover the costs of vandalism will go a long way for businesses like mine so we can keep serving our communities.”

Prevention measures eligible for funding could include security cameras or gates. The costs of broken glass and graffiti cleaning are eligible under the vandalism repairs criteria.

Information about how businesses can apply for funding is expected to be made available in the fall and communicated through local chambers of commerce, boards of trade and business improvement areas to ensure business owners can get funding as soon as possible.

“Recently, businesses of all types have seen an increase in costs to repair damage caused by vandalism, much of it due to the complex issues that communities across the province are facing,” said Fiona Famulak, president and CEO, BC Chamber of Commerce. “Many business owners have invested in preventative measures to protect their assets and maintain a safe environment for staff and customers. The BC Chamber of Commerce welcomes today’s announcement to establish a program to help offset the costs businesses face as a result of property crime.”  

The Securing Small Business rebate program builds on the work the Province is doing to build safe and healthy communities through the Safer Communities Action Plan by strengthening enforcement and leveraging mental-health and addiction services. 

Support for businesses is part of StrongerBC Economic Plan, which is moving British Columbia forward by tackling the challenges of today, while growing an innovative economy that works for everyone.

Cariboo RD Area "K" Evacuation Alert Lifted - Bull Canyon Park Area

Variable conditions continue for the next few days through the Fire Centre with patchy instability. Temperatures will rise by a few degrees today, then remain near seasonal averages. Drier conditions continue through southeastern areas, and parts of the Chilcotin. Light winds are expected with only occasional gustiness developing.  There is a risk of thundershowers today from southwestern to northeastern areas, with the isolated activity developing tomorrow through the southwestern areas of the Fire Centre expected to linger into the evening hours.

There are 16 active fires in the Quesnel Zone.  Of these fires, eight are Out of Control, three are Being Held, and five are Under Control.

An Evacuation Alert has been issued by the Cariboo Regional District's Emergency Operations Centre (EOC) for 30 parcels in the Anahim Peak Area. This alert covers 32,295 hectares.

An Evacuation Alert has been issued to prepare you to evacuate your premises or property should it be required.

Residents will be given as much advance notice as possible prior to evacuation; however you may receive limited notice due to changing conditions.

WHAT YOU SHOULD DO WHEN AN ALERT IS IN EFFECT
Upon notification of an ALERT, you should be prepared for the evacuation order:

  • Have a plan to transport all family members or co-workers outside of the area, should the area be brought under evacuation order.
  • Keep essential items readily available for a quick departure; including medications, eyeglasses, valuable papers (i.e. insurance), immediate care needs for dependents and, if you choose, keepsakes (photographs, etc).
  • Ensure that any dependents or pets are prepared for departure.
  • Move pets and livestock to a safe area.
  • Ensure that you have accommodation options for your family, if possible. A Reception Centre will be made available if required.
  • In the event of an evacuation alert, do not turn off your natural gas. Visit FortisBC for information on being prepared in an emergency related to your natural gas connection.
