WL Council Highlights - July 18th, 2023

Present: Mayor SPS Rathor; Councillors Boehm, Flaspohler, Lyons, Moses and Nelson 

Meeting called to order at 6:00pm

Mayor Rathor recognized that the meeting was taking place on the traditional, unceded territory of the Williams Lake First Nation within Secwepemculecw

Meeting agenda approved 
Minutes of the previous City Council meeting were received/adopted

Delegations/Presentations:

1) Presentation from Mayor Rathor to Karena Sokolan, Outgoing Williams Lake Stampede Queen

2) Willie Dye, Stampede Parade Committee appeared before Council provide an update on 2023 Williams Lake Stampede Parade

Following the presentations -- a Question/Answer period ensued ... 

Mayor Rathor, on behalf of Council, thanked the delegations for their time/information... 

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated July 6 and 13, 2023

2) Council accepted the application from Mark Sin, on behalf of the Cariboo Park Home Society (Glen Arbor), requesting to amend the City of Williams Lake Zoning Bylaw No. 1825, 2002 by amending Section 326P.1 ‘Permitted Land Uses’ under the Comprehensive Development Zone 16 (CD-16) zone to increase the density of the subject property located at 564 Oliver Street, legally described as Block A, District Lot 71, Cariboo District, Plan B3594, Except Plan PGP35314, to a 70-unit senior apartment complex, and by amending Section 326P.3 ‘Off-street Parking and Loading’ to allow a minimum parking/loading requirement of 42 parking spaces and 2 accessible spaces for the seniors housing use on the subject property only and gave first and second readings to Zoning Bylaw No. 2386, 2023 and directed that a Public Hearing be held on August 15, 2023 at 6:00 PM in Williams Lake Council Chambers

3) Council received a report of the Deputy Corporate Officer concerning City of Williams Lake Accessibility Plan Development - Draft Framework and provided feedback to staff for inclusion while developing the City of Williams Lake Accessibility Plan

4) Council adopted 2 Recommendations from a previous Committee of the Whole meeting, as follows:

a)  That pursuant to Committee of Whole Council Report #29-2023 and the report of the Planner dated June 14, 2023, Council direct staff to proceed with the processes required to create a legal parcel for the McKinnon lot and prepare a road closure bylaw for Council’s consideration

b)  That pursuant to Committee of Whole Council Report #30-2023, the report of the Chief Financial Officer dated July 5, 2023 regarding a second quarter 2023 budget status update be received for information.

5) Council approved the temporary street closure of the alley connecting Third Avenue South and Fourth Avenue South (1/2 of the alleyway that borders BGC property only) and a small portion of Fourth Avenue South for the BGC (Boys' and Girls Club) Williams Lake Club's 21st Annual Family Street Party taking place on Wednesday, August 30, 2023 from 4:00 PM to 9:00 PM

6) Council proclaimed the following -- 

a) "National Drowning Prevention Week" -- July 16 to 22, 2023
b) "Wrongful Conviction Day" -- October 2, 2023

7) Council received the "Council Information Package" dated July 18th, 2023

Members of Council reported on their recent activities ... 

At 6:46pm -- Council agreed to the following Resolution:

Council resolve into a Closed Meeting, following adjournment of the Open Meeting, according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) of the Community Charter, as follows:

(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality, (c) labour relations or other employee relations, and (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interest of the municipality if they were held in public.
