WL Council Highlights - July 4th mtg

Present: Mayor SPS Rathor; Councillors Boehm, Flaspohler (via Zoom), Lyons, Moses and Nelson 

Meeting called to order at 6:00pm

Mayor Rathor recognized that the meeting was taking place on the traditional, unceded territory of the Williams Lake First Nation within Secwepemculecw

Meeting agenda approved 
Minutes of the previous City Council meeting were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated June 15, 16, 22 and 29, 2023

2) Council approved the proposed Airport Lease Agreement #CWL4600 with Roger and Allison Patenaude for a term of 20 years, effective September 1, 2023, at a lease rate of $1,987.62, excluding applicable taxes, in the first year with annual increases based on the BC Consumer Price Index (CPI)

3) Council awarded the request for proposal for the purchase of a 2023 half-ton four door 4x4 pick-up truck to Transcan Leasing Corp. for the purchase price of $72,426.31 including all applicable taxes.

4) Council awarded the request for quote for the contract of Street Lighting Upgrades to Cosa Electric for the contracted price of $114,568.31 including all applicable taxes, and further that the remaining $35,431.69 from the approved budget be used to upgrade the existing parking lot lighting to LED lighting.

5) Council awarded the Contract for CCTV camera inspection and cleaning to Northern Lights Technology Ltd. for the bid price of $153,216.00 including applicable taxes

6) Council awarded the request for proposal for the purchase of a 2023 Ride-On Asphalt Roller/Compactor to Finning Canada for the purchase price of $92,400.00 including all applicable taxes

7) Council awarded the Jackpine and Lagoons South Channel Armouring contract to Quality Excavating and Construction for a total construction tender amount of $1,122,365.00excluding GST, for a total project value of $1,621,101.50with contingency and engineering, and directed City Staff to revise quantities after award as outlined in this report to meet the project budget

8) Council received for information a report of the Director of Community Services dated June 26, 2023 regarding the solar panel project at the Cariboo Memorial Recreation Complex which is 100% funded by the Cariboo Regional District via their Community Works Fund

9) Following a presentation from the City's Building Official -- Council received for information a letter dated June 20, 2023 from Lois Anderson regarding 911 Proctor Street

10) Council authorized the lights of City Hall be changed to blue to show support for Prostate Cancer Awareness Month from September 1 to 22, 2023

Councillor J. Flaspohler entered the meeting electronically via Zoom at 6:13pm

11) Council received the "Council Information Package" as of July 4th, 2023

At 6:33pm -- Council agreed to the following Resolution:

THAT Council now resolve into a Closed Meeting (In-Camera), following adjournment of the Open Session, according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1b) of the Community Charter [personal information about an identifiable individual who is being considered for a municipal award or honour, or who has offered to provide a gift to the municipality on condition of anonymity]
