Quesnel Council Highlights - Nov 21st mtg

Delegation - North Cariboo Seniors' Council

The North Cariboo Seniors' Council, together with their host organization United Way Better at home provide services to approximately 400 seniors in the City of Quesnel and Cariboo Regional District.

The services include a meal program, snow removal, yard work, income tax referral and transportation.

As a non-profit Society, NCSC relies on grant funding, sponsorships/donations from local businesses and organizations.

Council referred the Society's request for an annual contribution of $30,000 to cover base operating costs to the Financial Sustainability & Audit Committee for review and consideration.

Comprehensive Fees & Charges

Council approved the first three readings of Bylaw 1952 - City of Quesnel Comprehensive Fees and Charges Amendment Bylaw, which will see the following fee increases effective January 1, 2024:

  • Building – Increase to base fee of $80 – up to $100.
  • B-1 Water Utility Fees - 10% increase (single family dwelling $26.08)
  • B-2 Sewer Utility Fees - 5% increase (single family dwelling $14.64)
  • C-1 Garbage Fees - 15% increase 
  • C-2 Landfill Fees – Spring review of landfill fees
  • D-1 Museum Fees – Change to Outreach Booking Fee.
  • D-2 Corporate Services – Increase to Tax/Utility certificates; review ChargePoint EV Charging Station located at the Visitor Centre usage and costs 
  • D-4 Cemetery Rates – 4% increase on service rates, 10-15% increase on plot rates 
  • D-5 Airport Fees – 10% increase
  • D-6 Dog Licence Fees – Increase of $5 per licence. 

 

SPCA

Council approved the 2024 contract with the BC Society for Prevention of Cruelty to Animals.

Municipal Finance Authority 2023 Equipment Financing

In the 2023 Capital Plan, Council approved the purchase of $860,000 of mobile equipment as required by the City’s Fleet Replacement Plan. $630,000 will be funded using the MFA Equipment Financing Program at 5.62% interest, to be paid back within 5 years.

  • 1 plow truck - $350,000
  • 1 pick-up truck - $50,000
  • 2 heavy duty pick-up - $150,000
  • 1 vac truck - $260,000
  • 1 Bylaw vehicle - $50,000

         Total Budget $860,000

 

Development Services:

  • Wendy's: Council approved a development permit for the proposed construction of a Wendy's drive-through restaurant on Newman Road and Balsam Avenue East, subject to bonding, a servicing agreement and design approval.
  • Vape Shops: Council directed staff to amend the City of Quesnel Zoning Bylaw No.1880, 2019 to create a new principal use for vapour retail sales and permit on a spot zone basis, to meet the new legislative requirements and align with Northern Health regulations.

Request for Proposal for a New Fire Truck

Successful bid:  Fort Garry Fire Trucks - Fire Apparatus Manufacturer

Fort Garry meets and exceeds all RFP requirements, is consistent with current fleet layout and design, while still maintaining best value. They provide the shortest delivery date and have designated Emergency Vehicle Technicians located in British Columbia for all warranty work.

 

Promotion & Advertising During 2024 Winter Games

The Lhtako Quesnel 2024 BC Winter Games will be held February 22 – 25, 2023. The Lhtako Quesnel 2024 BC Winter Games Society is responsible for organizing the event. Council approved a request for up to $10,000 from the 2023 Council Initiatives fund to support marketing that will maximize the economic impact of the Games. Tactics are aimed at making a lasting impression on visitors, maximizing visitor spending during the Games and encouraging visitors to return to our naturally vibrant community - Tourism Quesnel.

Housing Solutions Table

Housing has been a key strategic initiative for Council for several years. Although there has been success in stimulating some housing developments more work is needed to increase the supply of housing in the community.

Council approved the formation of a new Housing Solutions Table as a “Select Committee” and appointed Councillor Elliott as the Chair and Councillor Roodenburg as Alternate Chair. 

 

Quesnel Lawn Bowling Association

After decades, the Quesnel Lawn Bowling Association advised Council by letter that they will be dissolving the organization and turning their clubhouse at West Fraser Timber Park over to the City.

Tŝilhqot’in National Government announces new brand

The Tŝilhqot’in National Government (TNG) has enhanced its’ brand to further represent the Nation’s history and identity. Working with design company Roodenburg Design Consultants (RDC), the brand was co-created with the engagement of Tŝilhqot’in deni (people), TNG employees and Tŝilhqot’in Nits’ilʔin-Qi (Chiefs).

The brand represents unity, strength, pride, vision, and confidence. The brand colour palette was inspired by the natural colours of the Tŝilhqot’in landscape while other graphics were drawn from motifs found on Tŝilhqot’in baskets, known as quatŝ’ay.

The Tŝilhqot’in National Government is the governing body for the Tŝilhqot’in people. The Tŝilhqot’in Nation is comprised of six communities located throughout the Tŝilhqot’in (Chilcotin) territory and is the only Nation in Canada with a court declaration of Aboriginal title (Tsilhqot’in Nation v. British Columbia).

Nits’ilʔin (Chief) Joe Alphonse, O.B.C, LL.D. (hon.). Tribal Chair, Tŝilhqot’in National Government stated:

“Rebranding is part of the evolution of the Tŝilhqot’in Nation – it’s an attempt to move into a new era.  Throughout history we have had to adjust and adapt. Nations that do this are often able to flourish. This was an opportunity to take a look at ourselves and see if there were other adaptations we could make. Paul Grinder, a member of Tl’etinqox, is the designer of the original logo and was heavily involved in the redesign of the new one. The new logo stays true to the older version but allows us to use the brand and tell the story of the Nation in more ways.”

7) Council received a report of Councillor Flaspohler regarding proposed improvements to Highway 20 for safe active transportation and Clean BC 2030 initiatives and that a letter be written to BC's Minister of Environment and Climate Change Strategy and BC Ministry of Transportation and Infrastructure urging them to work together to make improvements to local Highway 20 infrastructure that align with safe active transportation and Clean BC 2030 initiatives and finally - that other Cariboo-Chilcotin Local Governments/Indigenous Communities be requested to support this initiative 

8) Council adopted “Williams Lake Downtown Business Improvement Area Bylaw No. 2397, 2023” 

9) Council received 2 Letters, as follows:

a) City of West Kelowna dated November 1, 2023 thanking the City and Williams Lake Fire Department for support during the Summer 2023 wildfires

b) BC's Minister of Housing (Hon. Ravi Kahlon) dated November 9, 2023 regarding new provincial legislation, Bill 44, to support local government housing initiatives

10) Council received the Council Information Package as of November 22nd, 2023

CCSAR receives WL Community Forest Grant

A $7,000 grant from the Williams Lake Community Forest has funded training and new tools and equipment for Central Cariboo Search and Rescue (“CCSAR”). This has helped the organization maintain its critical public safety programs and maintain a high state of readiness.

The funds helped replace a variety of rescue equipment which was stolen during a vehicle theft in April 2022. This equipment included stretchers, rescue rope and harnesses, and life jackets. Two members of CCSAR also had the opportunity to obtain their certification in Technical Rope Rescue, a crucial component of CCSAR’s training for steep-slope rescues. Together, these investments will allow CCSAR to continue its crucial search and rescue and motor vehicle rescue operations.

The Williams Lake Community Forest is a 50/50 partnership established in 2014 between the Williams Lake First Nation and City of Williams Lake. Each year, the Community Forest provides grants to community organizations and schools to support services and programs benefitting communities in and around Williams Lake. For 2023, 18 different organizations submitted applications, all of which were eligible for consideration.  These 18 projects were valued at over $240,000, with a combined total request of $91,285. The Standing Committee approved $68,067 in funding to 15 groups.

The City of Quesnel is currently preparing its operating and capital budgets.

We want to hear your priorities for the City of Quesnel 2024 budget! Budgets are a balancing act. The City must provide quality services and maintain ageing infrastructure with limited tax dollars. Each year, the City develops a detailed budget to determine how tax dollars are to be spent and looks for input from its citizens on developing priorities.

6) Council approved the proposed new 5-year Agreement for the Landfill Site Lease with the Cariboo Regional District for the lands legally described as Lot 1, District Lot 8844, Cariboo District, Plan 43640 and that the matter to Council on December 5, 2023 for formal consideration, once the statutory advertising is complete 

7) Council agreed to a request from Christian and Missionary Alliance – Canadian Pacific District, Inc. No. S15034 (Alliance Church) to enter into an encroachment agreement for the proposed façade entrance encroaching into the dedicated City boulevard on Third Avenue South and that a 20-year agreement for a one-time contribution of $1,000 be entered into, with all costs associated with the execution of the agreement being the responsibility of the property owner.

8) Council concurred with a Central Cariboo Joint Committee recommendation, regarding the 2024 Meeting Schedule of the Joint Committee 

9) Council received for information the report of the Director of Community Services dated October 30, 2023 regarding the Expression of Interest to the community for a Snow Angel Program

10) Council received the Minutes of the Central Cariboo Joint Committee Meeting held October 25, 2023

11) Council agreed to a request of the Cariboo-Chilcotin Metis Association regarding the raising of the national Metis flag in honour of Louis Riel on November 16, 2023 on the City's flag pole

12) Council received for public information an In-Camera Resolution, as follows:

“That pursuant to Accessibility Advisory Committee Report #04-2023, Council appoint Amanda Schulz as a member of the Accessibility Advisory Committee; and further, that this item be brought forward as a matter of public record once the applicant has been notified of the appointment.” 

13) Late Items 

a) Council agreed to uphold the existing Remedial Action Requirement for the property located at 84 Oliver Street, as passed by Council on September 12, 2023 by Council Resolution No. 356/23

b) Council received the letter from Interior Health dated October 25, 2023, in response to Williams Lake City Council's letter dated October 5, 2023, regarding concerns around the closure sign posted in the Cariboo Memorial Hospital Emergency Department on October 2nd and that the Mayor verbally invite IH CEO Susan Brown to meet with Williams Lake City Council to discuss this issue

c) Council agreed to endorse an application by the Accessibility Advisory Committee (AAC) on behalf of the City of Williams Lake to SPARC BC’s Accessible Parking Awareness Month Grant program, funded through the federal Accessible Canada Social Development Partnership Program and the Provincial Accessibility Secretariat, for $500 toward hosting an event to celebrate the different ways that communities have been successful in advocating for accessible parking or taking steps towards an accessible community.

Cariboo-Chilcotin companies receiving financial help for Value-Added Manufacturing

More sustainable jobs are being created and protected for people in B.C. through value-added manufacturing as the Province supports projects in northern B.C.

“By empowering innovative ideas and investing in companies that value a clean, sustainable future, we are setting the stage for local economies to flourish,” said the Hon. Brenda Bailey, BC's Minister of Jobs, Economic Development and Innovation. “The projects we’re supporting through the BC Manufacturing Jobs Fund will create stability for workers and their families throughout the province by keeping good-paying jobs in the communities they call home.”

The Government of B.C. is investing more than $1.2 million in a variety of expansion projects to help manufacturing companies grow and create well-paying, sustainable jobs across northern B.C. as follows:



  • 150 Mile House - OT Timber Frames Ltd. will receive as much as $235,000 to scale up the production of pre-fabricated homes and expand product offerings to include insulation components, with expansion of the production facility and addition of two CNC machines. The funds will help create five new positions and maintain year-round employment for current staff;
  • 100 Mile House - New Wave Docks Ltd. will receive as much as $300,000 to double manufacturing capacity and provide space to diversify production. This entails the construction of a new 14,000-square-foot steel-engineered building to house a large-scale roto-oven and aluminum fabrication shop in the same facility, and will create as many as 15 new jobs;

The BC Manufacturing Jobs Fund (BCMJF) supports for-profit organizations to plan and launch shovel-ready, high-value industrial and manufacturing projects that bring direct benefits and stable, family-supporting jobs to communities, while driving clean and inclusive growth throughout the province.

“Manufacturing facilities and workers are often the backbones of their communities, especially in rural and remote areas,” said the Hon. Bruce Ralston, BC's Minister of Forests. “Investing in the growth of a wood-manufacturing company means investing in a community and its people. These five projects from the BC Jobs Manufacturing Fund support the growth of these wood-manufacturing companies making more local high-quality wood products and creating the next generation of forestry jobs.”

Funding through the BCMJF is part of a series of programs the Province has introduced to support the growth of value-added manufacturing in B.C. In January 2023, the Ministry of Forests introduced a new value-added manufacturing program to establish a dedicated fibre supply for small and medium-sized manufacturers. The Province is working with the value-added manufacturing sector to increase the flow of fibre and find ways to expand local production of high-value wood products. A strong value-added manufacturing industry diversifies the forestry sector, buffering against global market challenges.

Building resilient economies through the BCMJF is part of the Province’s work through the StrongerBC Economic Plan to build a strong and sustainable economy through clean and inclusive growth. Supporting B.C.’s manufacturing sector helps bring the government closer to its goal of building a more innovative economy for people, businesses and communities in B.C.

Fire Truck Referendums successful in Miocene/Interlakes

The votes have been counted, and ten-year loans will be taken out to buy new fire trucks in Miocene and Interlakes. In Miocene, the vote tally was 97 to 26 in favour, while in Interlakes the tally was 195 to 34 in favour.

The CRD’s Miocene Volunteer Fire Department will see its new pumper truck in 2024, replacing the current 2003 model which is aging out this year. Property taxes will increase by up to 18%, equal to $22.15 per $100,000 of property value. This will finance a loan of up to $800,000 and be paid off in 2033. The current 2023 residential tax rate for the Miocene Fire Protection Area is $120.47 per $100,000.

“I’d like to thank everyone who participated in the referendum to let us know their wishes on how to pay for this critical purchase,” said Maureen LeBourdais, Director for Electoral Area F (150 Mile-Horsefly-Likely). “This new purchase will allow the Miocene Volunteer Fire Department to maintain its community fire protection capabilities.”

The CRD’s Interlakes Volunteer Fire Department, on the other hand, will see three new water tender trucks arriving over the next five years, beginning in 2024. The CRD will borrow up to $1.9 million through three separate ten-year long loans to make this purchase. Taxes will increase as new trucks are purchased – by 16.52 per $100,000 in 2024, $34.57 in 2026, and $54.27 per $100,000 in 2028. Similarly, there will be a decline in the tax rate as loans are paid off, starting in 2034. The final loan will be paid of in 2038.

“I’m glad to see that voters have approved the ten-year borrowing option, which will significantly reduce the taxation impact to replace fire trucks for Interlake Volunteer Fire Department,” said Eric de Vries, Director of Electoral Area L (Interlakes).

The results of each vote will be reflected in in the requisition for the 2024-2028 financial plan which will be reviewed by the Board on November 8. Estimated tax rates provided are also subject to change depending on changes to property assessments in 2024.
