1) Letter from the Ministry of Municipal Affairs re Bill 26 Proposed Legislative Amendments

The letter from the Ministry was presented to the Committee
Discussion ensued thereon.. 

Resolved: That the letter from the Ministry of Municipal Affairs dated October 26, 2021 regarding an overview of Bill 26 and the proposed legislative amendments to various provincial acts, including the Community Charter and the Local Government Act, be received for information

2) Cold Weather Response Working Group Temporary Warming Shelter Plan

A report from the Well-being and Safety Plan Coordinator was presented to the Committee
Discussion ensued thereon

Resolved - That it be recommend to Council:

"That pursuant to the report of the Well-being and Safety Plan Coordinator dated November 25, 2021, a letter be provided to BC Housing endorsing the Emergency Cold Weather Action Plan, submitted by Canadian Mental Health Association, which establishes the temporary opening of a warming shelter from December 2021 to March 31, 2022, located at the Hamilton Hotel; and that Council allocate $20,000 from the City’s UBCM Strengthening Communities Fund allotment to support this project.

November 30th, 2021 BC #COVID-19 Pandemic Update

As of Tuesday, Nov. 30, 2021, 84.8% (4,225,218) of eligible people five and older in B.C. have received their first dose of COVID-19 vaccine and 81.7% (4,069,988) have received their second dose.

In addition, 91.1% (4,224,201) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine, 87.8% (4,069,967) received their second dose, and 10% (418,428) have received a third dose.

Also, 91.5% (3,958,775) of all eligible adults in B.C. have received their first dose, and 88.3% (3,820,698) have received their second dose.

B.C. is reporting 358 new cases of COVID-19, including three epi-linked case, for a total of 218,426 cases in the province.

There are 2,889 active cases of COVID-19 in the province, and 213,053 people who tested positive have recovered. Of the active cases, 300 individuals are in hospital and 104 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 107 new cases in Fraser Health
    • Total active cases: 1,018
  • 53 new cases in Vancouver Coastal Health
    • Total active cases: 443
  • 85 new cases in Interior Health
    • Total active cases: 552
  • 56 new cases in Northern Health
    • Total active cases: 337
  • 57 new cases in Island Health
    • Total active cases: 539
  • no new cases of people who reside outside of Canada
    • Total active cases: zero

In the past 24 hours, no new deaths have been reported, for an overall total of 2,333.

There have been no new health-care facility outbreaks. The outbreak at Abbotsford Regional Hospital (Fraser Health) has been declared over, for a total of five facilities with ongoing outbreaks, including:

  • long-term care:
    • George Derby Centre (Fraser Health); and
    • Peace Villa (Northern Health).
  • acute care:
    • Ridge Meadows Hospital (Fraser Health); and
    • St. Paul's Hospital (Vancouver Coastal Health).
  • assisted or independent living:
    • Laurier Manor (Northern Health).

From Nov. 22-28, people not fully vaccinated accounted for 58.2% of cases.

From Nov. 15-28, they accounted for 65.9% of hospitalizations.

Past week cases (Nov. 22-28) – Total 2,342

  • Not vaccinated: 1,269 (54.2%)
  • Partially vaccinated: 93 (4.0%)
  • Fully vaccinated: 980 (41.8%)

November 29th, 2021 BC #COVID-19 Pandemic Update

As of Monday, Nov. 29, 2021, 91.1% (4,223,237) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 87.8% (4,067,778) received their second dose.

In addition, 91.5% (3,957,892) of all eligible adults in B.C. have received their first dose and 88.3% (3,818,730) received their second dose.

Over a three-day period, B.C. is reporting 970 new cases of COVID-19, including two epi-linked cases, for a total of 218,068 cases in the province:

  • Nov. 26-27: 389 new cases
  • Nov. 27-28: 309 new cases
  • Nov. 28-29: 272 new cases

There are currently 2,882 active cases of COVID-19 in the province, and 212,704 people who tested positive have recovered. Of the active cases, 303 individuals are currently in hospital and 115 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 306 new cases in Fraser Health
    • Total active cases: 1,015
  • 103 new cases in Vancouver Coastal Health
    • Total active cases: 396
  • 189 new cases in Interior Health
    • Total active cases: 534
  • 134 new cases in Northern Health
    • Total active cases: 398
  • 238 new cases in Island Health
    • Total active cases: 539
  • no new cases of people who reside outside of Canada
    • Total active cases: zero

In the past 72 hours, 11 new deaths have been reported, for a total of 2,333.

The new deaths include:

  • Fraser Health: four
  • Interior Health: four
  • Northern Health: three

There have been no new health-care facility outbreaks. The outbreaks at Tabor Home and Maplewood House (Fraser Health) have been declared over for a total of six facilities with ongoing outbreaks, including:

  • long-term care:
    • George Derby Centre (Fraser Health); and
    • Peace Villa (Northern Health)
  • acute care:
    • Abbotsford Regional Hospital, Ridge Meadows Hospital (Fraser Health); and
    • St. Paul's Hospital (Vancouver Coastal Health)

From Nov. 19-25, people not fully vaccinated accounted for 59% of cases.

From Nov. 12-25 they accounted for 67.2% of hospitalizations.

  • Partially vaccinated: 87 (3.5%)
  • Fully vaccinated: 1,010 (41.0%)

Past two weeks cases hospitalized (Nov. 12-25) – Total 284

  • Not vaccinated: 175 (61.6%)
  • Partially vaccinated: 16 (5.6%)
  • Fully vaccinated: 93 (32.7%)

Past week, cases per 100,000 population after adjusting for age (Nov. 19-25)

  • Fully vaccinated: 22.6

As of Friday, Nov. 26, 2021, 91.0% (4,219,790) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 87.6% (4,060,193) have received their second dose.

In addition, 91.4% (3,954,871) of all eligible adults in B.C. have received their first dose and 88.1% (3,812,040) have received their second dose.

B.C. is reporting 341 new cases of COVID-19, including four epi-linked cases, for a total of 217,099 cases in the province.

There are 3,035 active cases of COVID-19 in the province, and 211,577 people who tested positive have recovered. Of the active cases, 291 individuals are in hospital and 115 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 100 new cases in Fraser Health
    • Total active cases: 1,071
  • 65 new cases in Vancouver Coastal Health
    • Total active cases: 536
  • 77 new cases in Interior Health
    • Total active cases: 593
  • 31 new cases in Northern Health
    • Total active cases: 381
  • 68 new cases in Island Health
    • Total active cases: 448
  • no new cases of people who reside outside of Canada
    • Total active cases: six

Proposed Business License Amendments - Public Consultation

No businesses came forward to provide comment on the City of Quesnel Business Regulation and Licensing Amendment Bylaw No. 1910 of 2021.

Kandola Forest Products - Delegation

President and CEO Neal Kandola updated Council on the company's operations, noting that they are currently focusing on a line of re-manufactured wood products that includes a wide variety of products.  KFP's product line is customizable and available in major retail, wholesale and distribution networks throughout Canada, USA and Japan.  

KFP is a value added mill with a value added approach to the market; emphasizing on a premium product.

Strengthening Communities Program - Delegation

Through grant funding, the City secured the services of a Community Social Coordinator, Kelsi Andreychuk.  Kelsi attended as a delegation to describe her work to date.

This position works collaboratively with our community partners and our vulnerable population, to increase public education, decrease stigma and discrimination and establish services that benefit the unsheltered homeless and the community as a whole. 

The Clean Team and Day Labour Program are two initiatives that consist of peer workers providing clean-up services to the community.  In addition to cleaner streets and sidewalks, relationships between local businesses and peers are formed - empowering and healthy connections.

Provincial Minister Meetings - Mayor's Update

Mayor Simpson traveled to Victoria the first week of November to meet with Provincial Ministers, Staff, Opposition Leaders and organizations relevant to the business of Quesnel and area. A key message from the Mayor was that the Province's Build Back Better initiative should take into consideration the different states of economy throughout the province, as Quesnel's new growth phase requires different supports than other areas.

First Nations Chiefs Meeting - Mayor's Update

The City is hosting a bi-monthly meeting amongst the City of Quesnel and the Chiefs of our four local First Nations - Lhtako Dene Nation, Nazko First Nation, Lhoosk’uz Dene Nation and ?Esdilagh First Nation, with an open invitation to Ulkatcho First Nation.

The November 16th meeting included guests from Northern Health, BC Housing, College of New Caledonia and contractors involved in partnership projects.

Salvation Army - Warrior's Song Cafe Closure - Mayor's Update

On November 12th, the Salvation Army closed the Warrior Song Cafe.  The City of Quesnel and various community organizations are collaborating to see if this service gap can be filled.

Development Services Update

Development Permit Update – Riverfront Walks - Dyke Road

Council approved - a proposal by ICON Homes to construct seven new single detached dwellings within the floodplain and sensitive ecosystem development permit area subject to elevation and setback conditions.

Zoning Amendment – 668 Doherty Drive

Council approved first reading of amendments to the Official Community Plan and Zoning Bylaw to convert 668 Doherty Drive from office space to a 15 unit apartment. Concerns around tenant storage space and bicycle parking need to be address prior to final Council consideration.

Grant Update

Council approved the City cancelling the $1,359,875 contract for the Child Care Capital Funding Program Childcare BC New Spaces Fund, and re-applying with an application that will provide an increase to 57 child care spaces within a new facility, as follows:
