WL Council Highlights - Nov 23rd mtg

Present: Mayor W. Cobb; Councillors Boehm, Bonnell, Brenner, Nelson, Ryll, Smith

Meeting called to order -- 6pm

Mayor Cobb recognized that the meeting was being held on traditional Shuswap territory

Meeting agenda adopted

Minutes of meetings of City Council held on November 2nd (Special Closed and Regular) and November 16th (Special Open) were all received/adopted

Delegations:

1) Irene Willsie, Executive Director, Women's Contact Society appeared before Council to discuss the Annual 'Purple Ribbon Campaign' for Action Against Gender Based Violence

A Question/Answer ensued, following the delegation's presentation

Mayor Cobb thanked Ms. Willsie for her time/information

Resolved -- That the presentation of Irene Willsie, Executive Director, Women's Contact Society regarding the 2021 Purple Ribbon Campaign to raise awareness of gender based violence be received and Council proclaim December 1 to 10, 2021 as the "Purple Ribbon Campaign" in the City of Williams Lake, pursuant to City policy.

2) Ashley Coleman appeared before Council to discuss the recent evacuation from her home in Green Acres Mobile Home Park and Request for Continued Support

A Question/Answer ensued, following the delegation's presentation

Mayor Cobb thanked Ms. Coleman for her time/information

Resolved -- That the presentation by Ashley Coleman, resident of the Green Acres Mobile Home Park, be received and that the CAO/Mayor works with Ms. Coleman to help get her back into her home... 

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated November 4, 5 and 10, 2021

2) Council approved registration, meals, travel, accommodation, Council compensation and other associated expenses for any member of Council to attend the Local Government Leadership Academy (LGLA) Forum in Richmond, BC from February 9 to 11, 2022

3) Council received for information the report of the Public Hearing for Zoning Amendment Bylaw No. 2355 held November 2, 2021

4) Council ratified an email poll authorizing Special Occasion Liquor Licenses on November 13 and 27, 2021 and January 8, 9, 23 and February 5, 2022 for the Stampeders home games at the Cariboo Memorial Recreation Complex, pursuant to City Policy and subject to RCMP approval

5) Council endorsed the proposed new GPS (Global Positioning System) Policy No. 224

6) Council received a report of the Chief Building Official / Acting Manager of Development Services dated November 19, 2021, together with the draft business license amendment bylaw regarding 'Cannabis Retail' fees and gave 1st, 2nd, 3rd Reading to Business License Amendment Bylaw No. 2356 and the required Public Notice be published by Staff.  Council divided - Approved by the following vote:

Affirmative - Mayor Cobb and Councillors Bonnell, Boehm, Brenner and Nelson (5)
Opposed - Councillors J. Ryll and C. Smith (2)

7) Council received the report of the report of the Planning Analyst dated November 18, 2021 and the Kinsmen Park neighborhood consultation survey summary and directed Staff bring forward a report outlining next steps, based on Council discussions' and that $10,000 be allocated from the Economic Development budget for the purposes of the report

Council recessed at 8:26pm
Council resumed at 8:31pm

8) Council received for information the report of the Manager of Recreation & Leisure Services and the Director of Community Services dated November 12, 2021 regarding an overview of the 2021 summer daycamp and adventure programs

9) Council approved in principle Airport Lease #CWL6000 Renewal - Seibert Investments Ltd. and directed the required Notice of Disposition be published in accordance with Section 26 (3) of the Community Charter; and further consideration of approval of the Lease Agreement be referred to a future Council Meeting 

10) Council authorized the following in regards to the 2021 Annual "Memory Tree" Celebration:

a. the placement of the 'In Memory' name cards and donation box to be located at the City Hall reception counter beginning the week of November 15th; 

b. the use of the City Hall lobby and tree for displaying of the name ornaments from December 6th through to Christmas;

c.  the lighting of the 'Memory Tree' outside City Hall, to be recorded and posted by the Hospice Society for public viewing online and that the event be coordinated with City Staff and the Williams Lake Fire Department

11) Late Item -- Council received a request of Councillor Bonnell regarding Mayor/Councillor Conduct and directed Staff to bring back a report outlining options for how Council can hold its members accountable

12) Council received the "Council Information Package" as of November 23rd, 2021

Council received updates as follows:

* Emergency Operations Centre 
* COVID-19

Members of Council then provided verbal reports of their recent activities

Notice of Motion from Councillor S. Nelson:

"That a meeting be held between Williams Lake City Council, Board of Education for School District #27 (Cariboo-Chilcotin) and Williams Lake First Nation regarding the former Poplar Glade Elementary school site

Council agreed to adjourn at 8:59pm
