Committee Reports

Through Financial Sustainability & Audit Committee recommendations, Council approved amendments to Budget Monitoring Policy – CF-6 and, re-approved the current Living Wage Policy – CF-10.

 

Comprehensive Fees Amendment Bylaw

The Financial Sustainability & Audit Committee recommended to Council, fee increases to cover the costs of inflation, to ensure enough funds are available for capital replacement programs and to ensure service sustainability, effective January 1, 2022.

  • There has been one new fee added. This fee goes with the changes to the Business Licencing Bylaw – introducing a rate for Commercial Landlords.
  • Water utility rates are increasing 5% and sewer utility rates are increasing 2%. The increase for a residential home will be $16.76, $11.28 for water and $5.48 for sewer before the early payment discount.
  • There are no changes to landfill rates this year. Airport and Cemetery fees are increasing 2%.

Council provided the first three readings of the City of Quesnel Comprehensive Fees and Charges Amendment Bylaw No. 1911 of 2021 and approved waiving the business licence application fee for Commercial Landlords for the first year – 2022. The annual business licence fee would still apply.

Grant Applications

Council approved the following applications to Northern Development Initiative Trust:

  • Love Northern B.C. Program - Love Quesnel
  • Business Facade Improvement Program

 

Municipal Finance Authority Equipment Financing - 2021

As part of the 2021 Capital Plan, Council approved the purchase of $1,080,000 of mobile equipment required by the City’s Fleet Replacement Plan, with $750,000 funded using the Municipal Finance Authority (MFA) Equipment Financing Program.

Due to lower interest rates and delays in equipment coming, only $500,000 is required.

Council approved up to $500,000 borrowing, under Section 175 of the Community Charter, from the Municipal Finance Authority, for purchasing mobile equipment in 2021, to be repaid within five (5) years
