WL Council Highlights - November 21st mtg

Present: Mayor Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons, Moses (via Zoom) and Nelson (via Zoom)

Meeting called to order at 6:00pm

Mayor Rathor recognized that the Council Meeting was being held on the traditional unceded territory of the Williams Lake First Nation within Secwepemculecw

Resolved -- That Councillors' Moses/Nelson be permitted to attend the meeting electronically 

Meeting agenda adopted 

Minutes of the Regular Meeting of Council held November 7, 2023 and the Special Meeting of Council held November 14, 2023 were both received and adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated November 2, 6, 9 and 16, 2023

2) Council adopted a recommendation from the General Governance Committee, as follows:

 That pursuant to General Governance Committee Report #03-2023, the report of the Chief Financial Officer dated August 11, 2023 be received; and further, that Council consider a Asset Management program for the municipality during 2024 budget discussions'

3) Council agreed to refer consideration to allocate $50,000 annually from Community Forest dividends as an investment into the Williams Lake Endowment Fund - to the November 28th Budget Discussions'  meeting

4) Council agreed to endorse the proposed letter of support regarding the Cariboo Regional District's Solid Waste Management Plan (SWMP) for the period of 2023-2033

5) Council approved the new Temporary Street Closures for Community Events Policy No. 229

6) Council agreed to amend Resolution #425/23 regarding the award of the Water Treatment Plant Design & Consulting Services RFP, to clarify the inclusion of a contingency value of $285,000 for a total project value of $3,200,168.00 including contingency and excluding GST

Resolved - That Council permit a delegation in regards to Councillor Flaspohler's report on active transportation along Highway 20

Delegation:

Elke Reiner appeared before Council to address Councillor Flaspohler's report on active transportation along Highway 20

Following her presentation -- A Question/Answer period ensued

Mayor Rathor thanked Ms. Reiner for her time/information

Business, cont:

7) Council received a report of Councillor Flaspohler regarding proposed improvements to Highway 20 for safe active transportation and Clean BC 2030 initiatives and that a letter be written to BC's Minister of Environment and Climate Change Strategy and BC Ministry of Transportation and Infrastructure urging them to work together to make improvements to local Highway 20 infrastructure that align with safe active transportation and Clean BC 2030 initiatives and finally - that other Cariboo-Chilcotin Local Governments/Indigenous Communities be requested to support this initiative 

8) Council adopted “Williams Lake Downtown Business Improvement Area Bylaw No. 2397, 2023” 

9) Council received 2 Letters, as follows:

a) City of West Kelowna dated November 1, 2023 thanking the City and Williams Lake Fire Department for support during the Summer 2023 wildfires

b) BC's Minister of Housing (Hon. Ravi Kahlon) dated November 9, 2023 regarding new provincial legislation, Bill 44, to support local government housing initiatives

10) Council received the Council Information Package as of November 22nd, 2023

In-Camera Session:

Council agreed to resolve into a Closed Meeting, following adjournment of the Open Meeting of Council -- according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (1) (e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interest of the municipality; (g) litigation or potential litigation affecting the municipality; (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; and 90 (2) (b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party of the Community Charter
