Hell Raving Creek Area Evacuation ORDER DOWNGRADE

Pursuant to the BC Emergency Program Act, the evacuation order issued on September 15, 2023 at 1:30 p.m. for the Hell Raving Creek Area is being downgrade to an Evacuation Alert by the Cariboo Regional District at the Emergency Operations Centre (EOC).

Effective immediately residents are allowed to return to the area.

Please watch for livestock and wildlife on roads.

Residents should be aware that there may be danger trees in wildfire affected areas. Danger trees on Crown Land will be dealt with by the BC Wildfire Service danger tree fallers. Home owners and private land owners are recommended to work with an insurance agency to have an assessment done by a qualified arborist.

Wildfires remain active and firefighting activities continue in the area. It is important for residents to stay out of active wildfire areas. Interfering in an active fire area will result in crews ceasing ground and air operations potentially endangering nearby properties.

Since these areas remain on evacuation alert, residents must be prepared in case the area receives a future evacuation order on short notice. Local governments may not have time to go door-to-door should a new evacuation order be issued. Residents under an evacuation alert should:

• Fill the fuel tank of personal vehicles before returning to the area.
• Bring a minimum of three days of food and essential supplies (e.g. medications, pet supplies) with you as local grocery stores may not yet have adequate stock.
• Have a plan to transport all family members should the area be brought under evacuation order.
• Keep the fuel tanks of personal vehicles full in case a new order is issued.

• Keep essential items readily available for a quick departure, including medications, eyeglasses, valuable papers (i.e. insurance), immediate care needs for dependents and, if you choose, keepsakes (photographs, etc).
• Ensure that any dependents or pets are prepared for departure.
• Prepare to move pets and livestock to a safe area.
• Ensure that you have accommodation options for your family, if possible. A Reception Centre will be made available again if required.
• Check with your insurer to determine what may be available to you if you are evacuated – homeowner or tenant insurance may provide greater support than the Emergency Support Services program.
• Self-register for Emergency Support Services on the Evacuee Registration & Assistance (ERA) tool at https://ess.gov.bc.ca/
• Monitor reliable news sources for evacuation order information and the CRD’s channels on Facebook and cariboord.ca. Further information will be issued as it becomes available.

Air quality may remain poor as a result of smoke from nearby fire activity. Those with respiratory issues, small children, and the elderly should consider this before they choose to return to the area. The BC Centre for Disease Control and regional health authorities have further information on their websites about the health impacts of wildfire smoke.

Residents returning to the area are encouraged to register for the Cariboo Chilcotin Emergency Notification System to receive a text, call or email regarding Evacuation Alerts and Orders impacting them.

Cariboo Fire Centre Update - August 31st, 2023

From the Cariboo Fire Centre:

1) Weather Update

Shower activity across the southern portions of the Fire Centre this morning will slowly decrease during the day as the upper low drifts south. At the same time, more sunny breaks and drier conditions will begin to appear in the north. Winds will remain light northwesterly today with some afternoon gusts in the 25 to 35 km/h range. Tonight, a clearing trend is expected in the Fire Centre. Cooling will take place tonight, with lows of 2 to 8 C and frost likely over the Northern Chilcotin and western portions of the Quesnel zone. On Friday the ridge will continue to strengthen and will lie directly over the Fire Centre during the afternoon, bringing sunny, warm, dry conditions and light northwestern winds

2) Region Overview

The Cariboo Fire Centre has 8 new fires as of last week, which have been actioned by crews and air support.

The last Incident Management Team active in the Cariboo Fire Centre, managing the Kappan Complex, is being demobilized, and management of the wildfires VA1456, VA1462, VA1167, VA1735, G41158, C51571, C11405, and C11892 will be returned to the Cariboo and Coastal Fire Centres.

All open fires remain prohibited throughout the Cariboo Fire Centre and the Tsilhqot’in (Xeni Gwet’in) Declared Title Area Centre to help prevent human-caused wildfires and protect public safety.

The following activities and equipment are also restricted:

Fireworks, sky lanterns, burn barrels or burn cages of any size or description, binary exploding targets, tiki and similar kinds of torches, chimineas and air curtain burners.

C12135 (Burgess Creek) is 270 hectares and classified as Under Control

G41560 started in the Prince George Fire Centre, and has moved south into the Quesnel Zone. It is 1,144 hectares and is Being Held.

G11293 started in the Prince George Fire Centre, and has moved south into the Quesnel Zone. It is being actioned by the Prince George Fire Centre.

Central Cariboo Zone: There are 10 active fires within the Central Cariboo Zone.

C30399, C31143, C31349, C31442, C31684, C32266, and C32539 are located in the Horsefly Lake-Quesnel Lake area, are classified as Being Held and are being handled with a modified response.

C30446 is located in the Horsefly Lake – Quesnel Lake area, is classified as Under Control and is being handled with a modified response.

C22544 is 1 hectare and is Under Control.

Chilcotin Zone: There are six active fires within the Chilcotin Zone.

C51562 (Satah Mountain) is 6,660 hectares and is classified as Under Control

C51571 (Anahim Peak) is 3350 hectares and is classified as Under Control

C51974 (Bull Canyon Park) is 1,306 hectares and classified as Under Control

C51981 is 1,400 hectares and classified as Under Control

C52978 is 1.1 hectares and Out of Control.

C53002, located on the Chilko River, is 1,120 hectares and Out of Control. It has been actioned by air tankers and heavy equipment, and has crews and air support assigned to the incident. The South side of the fire is contained with a control line. Patrol and mop-up are taking place on the East flank, and heavy equipment is now focusing on constructing guard on the North and West flanks.

"Out of Control": The fire is not contained, and still has potential to spread.

"Being Held": Under current fire conditions, such as wind and weather, the fire is not expected to grow.

"Under control": The fire is not expected to grow any larger.

Cariboo Fire Centre Update - August 24th, 2023 at 3:45pm

1) Overview

The Cariboo Fire Centre received generous amounts of precipitation, higher humidity and cooler temperatures over the past week, which has assisted ground crews with fire suppression efforts. Initial Attack crews have been successful in preventing the growth of newly ignited fires. Fires that have started over the past week were actioned and brought Under Control or extinguished quickly.

 

One Incident Management Team remains active in the Cariboo Fire Centre, managing the Kappan Complex. The Kappan Complex is made up of the following wildfires; VA1456, VA1462, VA1167, VA1735, G41158, C51571, C11405, and C11892.

Cloud and fog will linger this morning in many areas of the Fire Centre with clearing seen by the afternoon. Temperatures will show some recovery this burning period however RH values will remain humid. Light easterly winds are forecast in most zones as the low tracks well to the east. Generally poor drying conditions are expected today with excellent RH recoveries overnight.

Temperatures will continue to trend slightly higher Friday under moderate Relative Humidity values. Smoke and haze will likely affect the Fire Centre with only fair venting due to the light winds. A low risk of an isolated thundershower will linger over the eastern Quesnel and Central Cariboo zones

Isolated afternoon showers and thundershower activity are expected throughout most of the Cariboo Fire Centre. Winds are expected to remain light with some gusts picking up in the afternoon. Tuesday's forecast is expected to be similar.

Heavy equipment guards are now completed, with remaining inaccessible areas to be targeted by firefighters to tie into natural features. All guards continue to hold and are being actively monitored by firefighters and aircraft.
Ground crews have utilized planned ignitions to bring the fire to the guard. Extinguishing hotspots remains a priority, infrared drone scans are being used to detect heat within the fire perimeter and allow ground crews to pinpoint heat sources within the fire perimeter.

Infrared drone scans are being used to detect heat within the fire perimeter and allow ground crews to pinpoint and action remaining hot spots. Extinguishing hotspots will be a priority over the coming days and if conditions are favorable, ground crews may utilize planned ignitions to bring the fire to the guard.

1) Weather Update

An upper low continues to slowly approach the Fire Centre today. This will bring scattered shower and thundershower activity mainly to eastern zones while a weak southwesterly flow will bring stability to the lee of the Coastal Mountains. Some of these storms today will be capable of producing strong outflow winds and a risk of hail. Little change is expected on Monday as the upper low continues to affect the region. The most unstable conditions will shift northward to the northern 1/3 of the Fire Centre. Winds remain light westerly with moderate humidity values forecast. Stronger outflow winds possible in thundershower activity.

1) Weather Update

Isolated showers and afternoon thundershowers can be expected in the region today. Winds are expected to be light and variable and tend towards a northeasterly direction. On Saturday, scattered showers and isolated afternoon thundershowers are expected over the Chilcotin while isolated afternoon showers or thundershowers are forecast elsewhere. Some Buildup Index values in the Chilcotin are expected to trend lower as a result of this. High initial spread conditions are expected tomorrow afternoon in the 100 Mile House zone, as gusty southwesterly winds and humidity values in the low 20’s are forecast.

 Cloudier conditions are expected today, with northern areas already cloudy and increasing cloudiness expected through the south. Temperatures remain steady to a bit warmer than yesterday, with driest conditions expected to be found toward 100 Mile. Winds remain light.  Isolated thundershowers will develop today in the Coast range from west to southwestern areas of the Fire Centre, with a few strikes likely hitting the northeastern corner of the Fire Centre as well. Tomorrow, isolated storms should spread to all areas, with the potential for pockets of scattered showers to develop through central to northeastern regions. Rainfall amounts look light and go up to approximately 5mm. However, locally heavy downpours are possible and some strikes, particularly tomorrow, are possible with little to no precipitation
