WL Council Highlights - July 20th mtg

Present: Mayor W. Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll, Smith

Meeting called to order at 6pm

Mayor Cobb recognized that the meeting was being held on traditional Northern Secwepemc (Shuswap) territory

Meeting Agenda adopted
Minutes of the WL City Council meeting held July 6th, 2021 were received and adopted, as circulated

Delegation:

1) George Warr, Foundry Cariboo Chilcotin Project Lead appeared before Council to discuss their Community Mural Project

Following the presentation, A Question/Answer period ensued

Mayor Cobb thanked Mr. Warr for his time/information

Resolved:

That the presentation from the Foundry Cariboo Chilcotin Project be received and that Council seek feedback from the Mural Policy Working Group regarding the potential funding of the propose mural once a final design is provided

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated July 5, 8, 12 and 15, 2021

Councillor S. Nelson declared a conflict of interest on the next matter as he is the property owner and left Council Chambers at 6:18pm

2) Council rescinded second reading of Zoning Bylaw Amendment Bylaw No. 2345, 2021 from Broadway Landco Management Ltd., at 1704 Broadway Avenue South to address the change in project scope and that Bylaw No. 2345, 2021 be amended to a standalone beer and wine store with a loading zone located to the West of the building, re-read the Bylaw a 2nd time and a public hearing be scheduled on August 17, 2021, at 6pm and that the amended site plan be sent to Ministry of Transportation and Infrastructure (MoTI) for consultation

Councillor S. Nelson returned to Council Chambers at 6:20pm

3) Council ratified an email poll to provide letters of support to Williams Lake Cross Country Ski Club for their applications to secure additional funds for the purpose of constructing a visitors’ lodge at their site on Bull Mountain, located within Cariboo RD Area "D"

4) Council approved the BC Active Transportation Infrastructure Grant Program application in the amount of $350,000 (of which $105,000 will be the City’s contribution drawn from General Revenue) to establish a trail link between the RC Cotton Trail through a bridge and crosswalk to the Stampede Grounds connecting to Oliver Street

5) Council received a report of the Corporate Officer wherein that the Security Surveillance Policy be amended to clarify that the policy does not authorize audio surveillance and to add clarification to the list of areas where video surveillance is not permitted and thereafter be adopted as amended

6) Council approved the application for the Western Economic Diversification 2021 Canada Community Revitalization Fund (CCRF) and provide a resolution in support of the application and further; if awarded, provide 25% contribution for project funding

7) Council endorsed 3 Recommendations from its' July 13th, 2021 Committee of the Whole meeting as follows:

a) That pursuant to Committee of Whole Council Report #21-2021 and the presentation of Dr. Jensen and Kamal Singh regarding a request for a letter of support be received for information and that the City accept the offer from Halitra to test out the company's prototype sensor technology in City facilities to identify potential energy and cost efficiencies.

b) That pursuant to Committee of Whole Council Report #22-2021 and the report of the Executive Assistance dates July 6, 2021, Policy No. 193 as follows:

Compensation

 Council members shall receive $120.00 per day for in-person or virtual attendance at conferences, conventions and meetings, including travel days, as authorized by Council Resolution.

 Council members shall receive $60 for half-day in-person or virtual attendance at conference, conventions and meetings.

Transportation

 Vehicles – Mileage to be in accordance with Province of British Columbia’s mileage rate, adjusted annually on January 1 according to the current Provincial rate”


c) That pursuant to Committee of Whole Council Report #23-2021, in the spirit of reconciliation, Council enter into discussions with local First Nations about raising Indigenous flag(s) on City property at upcoming Council to Council meetings


8) Council reported out on an In-Camera Resolution from their Special Closed (In-Camera) Council Meeting held earlier today (July 20th) as follows:


Council begin the public consultation on the potential use for the Poplar Glade / Kinsmen Park area for housing development with letters to nearby residents seeking their feedback on the matter.


9) Late Item -- Council ratified an email poll wherein Council requested the Province of BC to declare a Provincial State of Emergency regarding the 2021 Wildfires


10) Council received the "Council Information Package" as of July 20th, as follows:


* June 2, 2021 - Letter from Minister Conroy re Modernizing Forest Policy; 

 * July 2, 2021 - District of Saanich to Prime Minister re Residential Schools and Federal Call to Action; 

 * July 5, 2021 - NCLGA June 25-26, 2021 Board Highlights. 

 * July 13, 2021 - City of Mississauga Resolutions re First Nations Reconciliation


Council received a Wildfire Activities update from Mayor Cobb


Members of Council and the CAO provided verbal reports on their recent activities
