Williams Lake Council Highlights - December 3rd, 2024 mtg

Present: Acting Mayor J. Flaspohler and Councillors Boehm, Moses and Nelson 

Meeting called to order at 6:00pm

Acting Mayor Flaspohler recognized that the meeting was taking place on the traditional unceded territory of Williams Lake First Nation within Secwepemculecw

A) Public Hearing

Public Hearing called to order at 6:01pm

The Corporate Officer explained the purpose and intent of OCP Amendment Bylaw No. 2382, 2024 and Zoning Amendment Bylaw No. 2383, 2024 for property at 1138 Lakeview Crescent

The Acting Mayor called 3 times for public input, either for or against the applications 

Following public input received -- Bylaws Nos. 2383/2384, 2024 were referred to the Open Meeting of Council for consideration of 3rd Reading

B) Regular Council Meeting 

Meeting commenced at 6:16pm

1) Following a Public Hearing held earlier -- Council gave 3rd Reading to OCP Amendment Bylaw No. 2382, 2024 and Zoning Amendment Bylaw No. 2383, 2024 for property at 1138 Lakeview Crescent

These bylaws will be held in abeyance at 3rd Reading stage until MoT (BC Ministry of Transportation) gives approval to Zoning Amendment Bylaw No. 2383, 2024 as per Section 52 of the Transportation Act

2) Council received for information the accounts payable computer cheque and EFT listings dated November 21, 22 and 28, 2024

3) Council approved its' 2025 Meeting Schedule

4) Council designated Councillors to act as Acting Mayors in 2025 (as per current practice, each Councillor serves as Acting Mayor in the absence of the Mayor twice a year) 

5) Council received for information the recommendations of Mayor Surinderpal Rathor for Council appointments to Committees, Ad Hoc/Select Committees and Community Committees for the 2024/2025 term be endorsed, and that the appointments to Standing Committees (no changes were recommended for 2025) 

6) Council re-appointed Mayor Surinderpal Rathor to the Cariboo Regional District Board as the City's Director for 2024/2025 and pursuant to Section 200 of the Local Government Act, Councillor Scott Nelson be appointed as the City's Alternate Director

7) Council re-appointed Councillor Sheila Boehm to the Northern Development Initiative Trust Regional Advisory Board as the City's Director for 2024/2025 and Councillor Michael Moses as the City's Alternate Director

8) Council re-appointed Councillor Scott Nelson as the City of Williams Lake delegate to the Municipal Insurance Association of BC for 2025 and Councillor Joan Flaspohler and Councillor Sheila Boehm be appointed as first and second alternates, respectively.

9) Council proclaimed January 2, 2025 as "Wrestling Day" in the City of Williams Lake, pursuant to Policy No. 115 

10) Council approved the City of Williams Lake Asset Management Policy and the Asset Management Strategy and Roadmap

11) Council approved an application to the UBCM Community to Community (C2C) Program for $10,000 to support engagement activities with local First Nations as part of the consultation process for the City’s new Official Community Plan and Zoning bylaws

12) Council endorsed recommendations from the November 27th, 2024 Central Cariboo Joint Committee meeting, as follows:

* the Interim Housing Needs Report for the City of Williams Lake and Central Cariboo Region dated November 2024 by CitySpaces Consulting Ltd., together with their presentation file, be received and the Interim Housing Needs Report be endorsed

* That Council approve the following recommendations for City of Williams Lake funding awards for 2025 Community Grants:

Cariboo Classic Society - $250
Chilcotin Rural Women in Business - $250

13) Council directed staff to prepare the required document and to pay the tax sale surplus funds into the Supreme Court

14) Council approved the following recommendations from the Indigenous Relations Working Group:

* That Councillor Michael Moses be appointed Chair and Corporate Officer Ross Coupé be appointed Vice-Chair of the Working Group;

* That the report of the CAO summarizing Indigenous relation building activities undertaken this year be received;

* That Council authorize a letter under the Mayor and Working Group’s Chair to all 16 First Nations seeking input and feedback on the updated draft Action Items the Working Group is reviewing; and

* That Council direct staff to establish a process to track events hosted by local First Nations and Indigenous groups to ensure that Council is aware, and further that the City’s Website be updated with links to as many of the 16 First Nations as possible

* That staff pursue opportunities for "Council-to-Council" meetings with Williams Lake First Nation and Tsilhqot'in National Government

15) Council endorsed recommendations from a previous Committee of the Whole meeting, as follows:

* That pursuant to Committee of Whole Council Report #30-2024 and the presentation of Mark Savard, Cariboo Disc Golf, Staff be directed to bring forward a report on temporary overnight sheltering options under the Parks and Public Lands Bylaw, and that Boitanio Park not be considered as a potential option in this report

* That pursuant to Committee of Whole Council Report #31-2024 and the report of the Manager of Economic Development dated November 26, 2024, Council receive and endorse the Williams Lake Regional Airport Utility Plan dated April 30, 2024 prepared by McElhanney, and the report be shared with the Cariboo Regional District, local First Nations, and the Cariboo Fire Centre; and further, that staff inform Transport Canada that the City intends to investigate a broad range of options for future development on the airport lands and will be seeking the removal of development limits placed by the Federal government

* That pursuant to Committee of Whole Report #32-2024 and the report of the Director of Human Resources dated November 26, 2024, the temporary clerk position, established on a trial basis in 2023, at the Williams Lake RCMP for the use of the General Investigation Section be made into a permanent position and receive early budget approval

* That pursuant to Committee of Whole Council Report #33-2024, staff be directed to prepare a quarterly cost report of providing services downloaded by senior levels of government, and that this information be sent to the Provincial and Federal Governments.

16) Council received the minutes of the November 27th, 2024 Central Cariboo Joint Committee meeting

17) Late Item -- Councillor Nelson reported on his concerns regarding a warming centre at the Cariboo Memorial Recreation Complex and brought forward the following Resolution for approval of Council and it was agreed to:

WHEREAS In light of recent changes in the Cariboo Memorial Recreation Complex and for the safety of our children, teenagers, seniors and the community; 

THEREFORE BE IT RESOLVED -- Effective immediately, the Warming Centre located at the Cariboo Memorial Recreation Complex be cancelled immediately; 

FURTHER Council request Staff to hire additional security to assist in safety and to assist in communicating that there is no longer a warming centre at the Cariboo Memorial Recreation Complex; 

FURTHER, the City of Williams Lake By-law and Communications Departments being engaged to assist in helping and encouraging and enforcing this message; 

FURTHER the RCMP and the other various organizations agencies be informed that the Cariboo Memorial Recreation Complex is closed as a warming centre, effective immediately, and request an increase in patrols from the RCMP 

AND FINALLY Council thank the Salvation Army, Canadian Mental Health Association, Northern Secwepemc Tribal Council, Interior Health, All Nations Health House for continuing on with their warming locations


CONTRARY TO THE MOTION: Councillor Flaspohler 

18) Council received the Council Information Package, as of December 3rd, 2024 and at the request of Councillor Boehm -- 

That Council write to the Hon. Josie Osborne, BC Minister of Health, advising that the City of Williams Lake supports the position of the Village of Nakusp regarding BC Alert-Ready Program to Include Health Services for Notification of Emergency Room Closures.

Council received verbal updates pertaining to Atlantic Power and the Water Treatment Plant and Councillor Nelson requested that best efforts are made to request a meeting between Council and the Hon Adrian Dix, BC Minister of Energy to discuss the Atlantic Power situation... 

Members of Council provided verbal reports as to their recent activities ...

Very much agree with item 17. Disappointing again, that community efforts to help people is met with disregard and no respect for the children of our community.

In complete agreement with #17. I rarely agree with Councillor Nelson but on this occasion I do.

The children of our community need to be protected as best as possible.
