2) Nicole Bryant, Northern Regional Construction Association appeared before Council to present on the State of Construction in Northern BC: Trends, Challenges and Opportunities. Presentation here

Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated October 23 and 30, 2025
2) Following a Public Input Opportunity -- Council approved Development Permit #3-2025 for property at 16 Broadway Avenue North
3) Council approved an application to the 2026 Northern Development Initiative Trust (NDIT) Business Façade Improvement Program in the amount of $20,000
4) Council approved a 2026 application to the Union of BC Municipalities (UBCM) Community Emergency Preparedness Fund ‘Emergency Support Services Equipment and Training’ Program for up to $30,000 to enhance the capacity of the local Emergency Support Services team
5) Council directed City Staff to pursue the establishment of a Fire Services mutual-aid agreement between the City of Williams Lake, the District of 100 Mile House and the City of Quesnel, specifically in response to large fire incidents that overwhelm existing services
6) Council agreed to enter into a three-year agreement with ICBC to formalize the use of the parking stalls for ICBC’s Class 1 and 3 truck testing at the Williams Lake Stampede Grounds
7) Council adopted "City of Williams Lake Highway Closure and Removal of Highway Dedication Bylaw No. 2431, 2025"
8) Council endorsed a Committee of the Whole recommendation, as follows:
That pursuant to Committee of Whole Council Report #31-2025, the presentation from Brian Hansen and Alexis Walch, Indoor Multisport Turf Facility Working Group regarding a request for an indoor multisport turf facility be received for information and Council support the project and further, that this matter be brought to Central Cariboo Joint Committee for discussion
9) Council authorized the raising of the national Metis flag in honour of Louis Riel on November 16, 2025 on the City of Williams Lake's flagpole at Williams Lake City Hall
10) Council authorized the Mayor to sign a joint letter from Northern BC municipalities to the Minister of Health collectively supporting and advocating for the provincial government to continue funding of the Hope Air medical travel support programs
11) Council proclaimed November 2025 as "Lung Cancer Awareness Month" in the City of Williams Lake
12) Council reported out on a Resolution from a previous In-Camera Meeting - as follows:
“That pursuant to Accessibility Advisory Committee Report #02-2025, Council appoint Sherry Yonkman as a member of the Accessibility Advisory Committee; and further, that this item be brought forward as a matter of public record once the applicant has been notified of the appointment.”
13) Late Item: Council authorized Members of Council to attend the 2026 BC Natural Resources Forum in Prince George, BC from January 20–22, 2026
14) Council received the "Council Information Package" as of November 4, 2025
The Chief Administrative Officer provided a verbal report to Council and responded to questions from Council
