WL Council Highlights - Dec 1st mtg

Present - Mayor Cobb; Councillors I. Bonnell, S. Nelson, J. Ryll, C. Smith, L. Walters and S. Zacharias

Meeting called to order at 6pm
Meeting Agenda adopted/Nov 17th, 2015 Council meeting minutes adopted

Business:

1) Council received for information the accounts payable computer cheque listings for the periods ending November 19 and 26, 2015

2) Council approved travel, registration and associated expenses for Mayor Cobb and Councillor Walters to attend the Premier's 'BC Natural Resource Forum' from January 19 to 20, 2016 in Prince George, BC

3) Council approved the 2016 Council meeting schedule as well as the 2016 Acting Mayor List

4) Council received for information the appointments of Mayor Walt Cobb for Council appointments to Committees, Standing Committees, Ad Hoc/Select Committees and Community Committees for the 2015/2016 term

5) Council re-appointed Mayor Walt Cobb to the Cariboo RD Board with Councillor Ivan Bonnell as the Alternate

6) Council re-appointed Mayor Walt Cobb to the CCBAC Board with Councillor Sue Zacharias as the Alternate

7) Council re-appointed Mayor Walt Cobb to the NDIT CCLRAC Board with Councillor Craig Smith as the Alternate

8) Council proclaimed Saturday, January 2, 2016 as "Wrestling Day" in the City of Williams Lake

9) After receiving no public input - Council approved DVP #09-2015 - Cariboo RD - Lot Line Setback Reduction - 525 Proctor Street (Cariboo Memorial Recreation Complex)

10) Council approved in principle the transfer of the Dutch Point Road encroachment agreement from the Ministry of Transportation and Infrastructure to the City of Williams Lake and City Staff were directed to refer the encroachment agreement to legal counsel for advice and review of the terms with CN Rail.

11) Council awarded the contract for the supply of unleaded gasoline and diesel fuel to Gary Young Agencies Ltd. for the tendered price of $0.8922 per litre of unleaded gasoline and $0.9678 per litre of Diesel fuel.

12) Council awarded the SCADA Upgrades 2015 contract to MPC Consulting Ltd. for a total tendered amount of $360,220, excluding GST; and further, that Staff recommend award of contract administration and construction review to UES Engineering Ltd. in an amount not to exceed $33,810.

13) Council adopted 3 recommendations from the Nov 25th CC Joint Committee meeting as follows:

a) The memo from the Central Cariboo Arts & Culture Society dated November 16, 2015 regarding the 2016 Central Cariboo Arts and Culture Fee for Service Management Committee be received and Director Sorley and the Manager of Community Services for the Cariboo Regional District, and Councillors Walters, Smith, the Director of Community Services for the City of Williams Lake be appointed to the Committee.

b) The agenda item summary of Darron Campbell, Manager of Community Services, Cariboo Regional District dated November 17, 2015 regarding a request from the Williams Lake Cycling Club for a letter supporting the BC Enduro Series competitive mountain biking event being held in Williams Lake in May 2016 be received; and further, that letters be provided by City Council and the Regional District Board to the Club in support of this event.

c) The agenda item summary of Darron Campbell, Manager of Community Services, Cariboo Regional District dated November 19, 2015 regarding the Sam Ketcham Pool Project Monthly Status Report #6 for October 31, 2015 and design detail cost estimate report summary from Tango Management be received.

The following recommendation from the Nov 25th Joint Committee meeting was referred to the Dec 8th Committee of Whole Council meeting:

The City of Williams Lake be requested to consider limiting the building permit fees and development cost charges for the Sam Ketcham Pool Upgrade Project to a maximum of $10,000, and that a process be established between the City of Williams Lake and Cariboo Regional District such that there will be no solid waste disposal charges for demolition or other waste provided all the waste sorting requirements are met.

14) Council adopted Good Neighbour Amendment Bylaw No. 2236 & Bylaw Notice Enforcement Amendment Bylaw No. 2239

15) Council received the Draft Minutes of the Nov 25th Central Cariboo/City of Williams Lake Joint Committee meeting

16) Council proclaimed January 25 to February 5, 2016 as "BC Aware 2016: Be Secure, Be Aware, Days" in the City of Williams Lake

17) Late Item - Council agreed to support application to the NDIT Façade Improvement Program for 2016

Council members reported on their recent activities

Meeting adjourned at 6:31pm and after a short recess, Council held an In-Camera meeting as per Section 90(1a - appointment) of the Community Charter
