WL Council Highlights - March 8th mtg

Meeting called to order at 6pm

Mayor Cobb recognized that the meeting was taking place on traditional Shuswap territory

Meeting Agenda, with 1 Late Item, was approved

Minutes of the City Council meeting held on February 22nd, 2022 were received/adopted

Delegations:

1) Court Smith from the Williams Lake Stampede Association appeared before Council to provide a 2022 Williams Lake Stampede Update

Following Mr. Smith's presentation - A Question and Answer period ensued

Mayor Cobb thanked Mr. Smith for his time/information

2) Willie Dye appeared before Council to discuss the 2022 Stampede Parade/Street Parade events

Following Mr. Dye's presentation to Council - A Question/Answer period ensued

Resolved - That the memorandum of Councillor Scott Nelson dated February 25, 2022 be received and Council support the efforts of the community group led by Willie Dye to organize the 2022 Stampede Parade, including providing one-time funding in the amount of up to $15,000 to assist with the parade, and that one-time funding of up to $10,000 to be provided to the community group led by Sunny Dyck to assist with organizing the Street Party, with funding for both events to be allocated from prior year general surpluses; and further, the Stampede Parade and Street Party be referred to the Community Services Committee and staff to provide direction and assistance with these events.

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated February 24, 28 and March 3, 2022

2) Council approved compensation, registration, and travel expenses for interested Council members to attend the Federation of Canadian Municipalities Annual Conference and Trade Show in Regina, Saskatchewan taking place June 1 to 5, 2022, either in-person or virtually

3) Council agreed to provide a letter of support to the Williams Lake Golf and Tennis Club for their application to the 2022 Northern Development Initiatives Trust (NDIT) ‘Recreation Infrastructure Grant’ Program.

4) Council agreed to provide a Letter of Support to the Williams Lake Golf and Tennis Club for their application to the 2022 Province of British Columbia ‘Community Gaming Grant’ Program

5) Council approved 2 recommendations from the Public Works Committee, as follows:

i) That pursuant to the report of the Senior Engineering Technologist dated February 25, 2022, together with Public Works Committee Report #02-2022, Council give early budget approval in the amount of $1,775,000 for asphalt rehabilitation in 2022 to take advantage of savings from early tenders and maximize available warm construction weather

ii) That pursuant to Public Works Committee Report #01-2022, the report of the Director of Municipal Services dated January 27, 2022 regarding costs for additional staff and sidewalk machine for snow removal be received for information; and further, this item be referred to a budget meeting for further discussion.

6) Council agreed to amend the River Valley Flood Remediation – Bridge 1-14 tender award of $2,115,872.50 to $2,132,772.50 to correct a clerical error

7) Council approved an increase of $86,749.00 ($17,349.80 city share) to the River Valley bridges S1-S3 engineering budget and $358,398.00 ($71,679.60 city share) to the River Valley bridges 1-14 engineering budget in advance of receiving DFA approval of these amendments due to the limited capacity of DFA to provide approvals at this time; and further, that Council authorize staff to increase the budgets of DFA-approved recovery projects in advance of receiving DFA approval of the amended budgets on condition that expenditures are of least cost and do not contribute to an increase in the recovery plan cost of $7,662,456

8) On the recommendation of Councillor J. Ryll - Council requested that the Cariboo Regional District Board work in partnership with the City of Williams Lake to investigate options for regional parks and trails cost sharing, to start in the 2023 budget cycle

9) On the recommendation of Councillor I. Bonnell - Council received an update on the meetings of the Cariboo Regional District and Cariboo Chilcotin Regional Hospital District Boards held February 25, 2022

10) Council endorsed 2 recommendations from the Indigenous Relations/Reconciliation Committee, as follows:

a) That pursuant to Indigenous Relations and Reconciliation Committee Report #01-2022, Councillor Marnie Brenner be appointed as the Chair of the Indigenous Relations and Reconciliation Committee.

b) That pursuant to Indigenous Relations and Reconciliation Committee Report #02-2022, Council invite representatives from the Tsilhqot’in National Government to a future meeting of the Indigenous Relations and Reconciliation Committee.

11) Council received a letter from the Town of Smithers dated February 24, 2022 advising of their Council's acceptance of the City of Williams Lake's offer to co-sponsor Smithers' North Central Local Government Association (NCLGA) and Union of BC Municipalities (UBCM) resolution "ICBC Rate Inequities"

12) Council received a letter from the Union of BC Municipalities (UBCM) dated February 24, 2022 advising of the UBCM Executives endorsement of the City's 2021 convention resolution NR46 "Health Record Sharing for Allied Health Professionals", as amended

13) Council received a letter from the School District No. 27 Board dated February 28, 2022 responding to the City's correspondence of December 8, 2021 expressing continued interest in acquiring both the Poplar Glade and Glendale school properties and providing an update on the District's intentions for the properties

14) Council approved the Realm of Toys Easter Festival Temporary Street Closure Request for their event of Sunday, April 17, 2022 from 10:00 AM to 4:00 PM

15) Council proclaimed April 2022 as Parkinson's Awareness Month" in the City of Williams Lake

16) Late Item - Council received a letter from the Union of BC Municipalities (UBCM) dated March 3, 2022 advising they have received the Province's Response to resolution NR3 "Stronger Sentencing/Monitoring for Prolific/Repeat Offenders"

17) Council received the "Council Information Package" of March 8th, 2022 

Mayor Cobb provided a verbal report concerning the COVID-19 pandemic 

Members of Council provided verbal reports on their activities 

Motion to proceed to Closed Council Meeting:

That Council now resolve into a Closed Meeting, following adjournment of the Open Council Meeting, according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality

Council agreed to adjourn to their In-Camera Meeting at 7:15pm
