Matters from Public Hearing:
1) Following a Public Hearing -- Council agreed to give 3rd Reading/Adoption to Zoning Amendment Bylaw #2372, 2022 (395A Mackenzie
Avenue North)
Delegation:
1) Willie Dye of the Williams Lake Stampede Parade Committee appeared before Council to discuss 2022 Williams Lake Stampede Parade Summary & Request for Early Approval of 2023 Funding
Following the delegation's presentation -- a Question/Answer period
Resolved -- That the presentation from Mr. Dye be received
Business:
1) Council received for information the computer cheque and Electronic Funds Transfer listings for the period of July 21, 22, 28, 29, August 2, 4, 11 and 12,
2022
2) Council approved compensation,
registration, and travel expenses for interested Council members to
attend the UBCM Annual Convention being held September 12 to
16, 2022 in Whistler, BC
3) Council approved meals, travel,
Council compensation and other associated expenses for Mayor
Cobb to attend the Council of Forest Industries 2022 COFI
Community Dinner in Prince George, BC on September 22, 2022.
4) Council approved renewal of
the Williams Lake & District Daycare Society Lease for the lands
legally described as Lot 2, District Lot 71, Cariboo District, Plan
21755, being the Williams Lake & District Daycare Centre located
at 660 Second Avenue North
5) Following a Public Input Period -- Council approved Development
Variance Permit No. 07-2022 for Loretta Lynn Nakatsu for property at 1240 Coxon Street
6) Following representations from the property owner -- Council agreed to support the recommendation
of the Building Official and directed the Corporate Officer to file a
Notice on Title with the Land Title and Survey Authority of British
Columbia under Section 57 of the Community Charter for the
property located at 134 Mayfield Avenue
7) Council approved free transit service (i.e.
conventional and HandyDART) for Municipal Election day taking
place on Saturday, October 15, 2022
8) Council ratified an email poll in respect of Cariboo GM's 9th Annual Soap Box Derby -
New Date August 11th
9) Council received an Zoning application from C.Q. Tax
Service Ltd. - Office and Wholesale Use & Parking Reduction -
262 Third Avenue South and agreed to give Zoning Amendment Bylaw No. 2371,
2022 1st/2nd Readings and that a Public Hearing be scheduled for
September 20, 2022 at 6:00 PM
10) Council received an Zoning application from Randy Tallen to amend City of Williams Lake Zoning Bylaw 1825,
2002 for property at 911 Proctor Street and agreed to give 1st/2nd Readings to Zoning Amendment Bylaw No. 2371, 2022 and that a Public Hearing be scheduled for September 20, 2022 at 6:00 PM
11) Council authorized entering
into a Amendment Agreement for the Licence of Occupation
between the City of Williams Lake and BC Hydro and Power
Authority for additional premises to expand the existing BC Hydro
Electric Vehicle Fast Charging Station located at City Hall
12) Council
awarded the contract for the supply of road crush to Peterson
Contracting Ltd. for the tendered price of $34.49 per metric tonne,
plus GST
13) Council
awarded the contract for the supply of dried bulk highway salt to
Lafarge Asphalt Technologies for the tendered price of $239.95 per
metric tonne, plus GST and PST
14) Council approved Hodgson
Road Water Main 2022 Repair Project cost overrun of $60,000 to be
covered by borrowing $15,000 from the General Fund and
redirecting $45,000 by deferral of the approved Works yard
Transformer Capital Project
15) Council rejected a request by Councillor Nelson to repeal Council Policy #186 ("Extension of City Services or Infrastructure Outside City Boundaries") but agreed to refer Council Policy #186 to Council's General Governance Committee for review and report back to Council
16) Council received a request from Thunder
Mountain Speedway for the City to perform asphalt repairs to their
racetrack located off of Bond Lake Road and directed Staff to proceed and work with Thunder Mountain Speedway and Council Policy be waived in this regard
17) Council received an update from the Director of Community Services regarding the Boitanio
Park Disc Golf Course project as well as an update on
the 2022 Boitanio Summer Daycamp and Adventure Camp
programs
18) Council adopted Financial Plan Amendment Bylaw No. 2369, 2022
19) Council received the Council Information Package as of August 16th, 2022
