WL Council Highlights - May 16th mtg

Present: Mayor SPS Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons, Moses and Nelson

Meeting called to order at 6:00pm

Mayor Rathor recognized that the meeting was taking place on the traditional, unceded territory of the Williams Lake First Nation within Secwepemculecw

Minutes of the City Council meeting held on May 2nd, 2023 were received/adopted

Presentation -- Williams Lake Fire Department, Introduction of New Recruits and Long Service Recognition 

On behalf of Council - Mayor Rathor thanked the members of the Williams Lake Fire Department for their service and dedication to the community of Williams Lake

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated April 28, May 4, 5 and 11, 2023

2) Council gave 1st, 2nd and 3rd Readings to Development Cost Charge Reserve Funds Expenditure Bylaw No. 2391, 2023

3) Council approved meals, travel, Council compensation and other associated expenses for Councillor Angie Delainey and Councillor Joan Flaspohler to attend the Northern Secwépemc te Qelmúcw (NStQ) Citizens Assembly in 100 Mile House, BC on May 24 and 25, 2023

4) Council received an OCP/Zoning amendment application for property at 1075 Prosperity Way; gave 1st Reading to Official Community Plan Amendment Bylaw No. 2376 and Zoning Amendment Bylaw No. 2377 and that second readings of the bylaws be withheld subject to provision of a Servicing Plan, Geotechnical Report, Wildfire Interface Report and Traffic Study by the applicant; and that City Staff be directed to schedule an OCP Public Consultation Open House with the applicant, and to initiate notice of the consultation period to the School District No. 27 Board, pursuant to Section 475 of the Local Government Act, as well as the Cariboo Regional District, Williams Lake First Nation and BC Ministry of Transportation and Infrastructure

5) Council ratified 2 Email Polls as follows:

i) Authorize the week of May 14 to 20, 2023 to be proclaimed “Canadian Royal Purple Week” in the City of Williams Lake, pursuant to City policy, and the lights at City Hall to be changed purple during this week

ii) Authorize submission of a joint application to the Farm Credit Capital – AgriSpirit Fund for $20,000 to support The Potato House Project’s “Pay What You Can” produce growing project

6) Council proclaimed as "National Public Works Week" in the City of Williams Lake, pursuant to City Policy, and Council and the community were encouraged to attend the Open House taking place on Saturday, May 27, 2023 from 10:00 AM to 1:00 PM at the City’s Public Works Yard

7) Council proclaimed the month of June 2023 as “Parks and Recreation Month” in the City of Williams Lake, pursuant to City policy, in support of “PaRX-A Prescription for Nature”; and further, that Council encourage residents to track their active minutes on the Participaction Fitness App for a chance to become “Canada’s Most Active Community” worth a grand prize of $100,000

8) Council adopted City of Williams Lake Permissive Tax Exemption Amendment Bylaw No. 2392, 2023

9) Council proclaimed the following, in relation to the 2023 Williams Lake Annual Stampede

WHEREAS 2023 is the 95th Anniversary of the Williams Lake Stampede;

 

AND WHEREAS the 2023 Stampede will be held June 29th to July 2nd 2023;

 

AND WHEREAS the Council of the City of Williams Lake wishes to encourage each and every resident, merchant and service organization to promote the 2023 Stampede festivities;

 

NOW THEREFORE the Council of the City of Williams Lake hereby proclaims JUNE 1ST to JULY 2ND, 2023 as STAMPEDE SEASON IN THE CITY OF WILLIAMS LAKE and requests all citizens observe this period by:

 

(a) Decorating their places of business in western décor during Stampede Season;

(b) Wearing western clothing during the above Season;

(c) Supporting the Stampede Association in their many endeavours whenever possible;

(d) Extending a friendly Cariboo smile and a hearty welcome to all visitors to the City.


Councillor Nelson provided a verbal "Notice of Motion", as follows:


"That Staff be requested to bring forward a bylaw amendment banning drug use in public spaces in response to the Provincial Government pilot program decrimalizing possession of 2.5 grams of illicit drugs in public spaces"


The above "notice of motion" will be considered formally at the June 6th, 2023 Regular Council Meeting


10) Council received the "Council Information Package" as of May 16th, 2023

Closed Council Meeting:


Resolved -- That Council resolve into a Closed Council Meeting (In-Camera), following the Open Session, pursuant to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality, (c) labour relations or other employee relations, and (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.
