WL Council Highlights - Oct 3rd mtg

Present: Mayor Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons, Moses and Nelson (via Zoom)

Meeting called to order at 6:00pm

Mayor Rathor recognized that the Council Meeting was being held on the traditional unceded territory of the Williams Lake First Nation within Secwepemculecw

Resolved -- That Section 9(4) of Council Procedure Bylaw No. 2343 be waived to permit a Council member who has exceeded the bylaw limit on electronic meetings to participate in this meeting electronically.

Meeting agenda adopted with 1 Late Item (ER Closure at CMH - Clr Nelson)

Minutes of the Council meeting held September 12th, 2023 were received and adopted

Delegations:

1) Darlene Doucette from Williams Lake Royal Purple appeared before Council to discuss "Purple Thursday" Proclamation & Lighting Requests.  Following her presentation - a Question/Answer period ensued

Mayor Rathor, on behalf of Council, thanked the delegation for their time information

Resolved -- 

October 19, 2023 was proclaimed "Purple Thursday" in the City of Williams Lake, pursuant to City policy, and the lights of City Hall be changed to Purple on this day in recognition of their national cause - brain injury and prevention awareness.

2) Denise Deschene & Ruth Lloyd, Go By Bike Williams Lake and Streets for All Williams Lake appeared before Council to discuss their "Fall Go By Bike Weeks" Proclamation Request

Following their presentation - a Question/Answer period ensued

Mayor Rathor, on behalf of Council, thanked the delegation for their time information

Resolved -- 

The weeks of October 16 to 29, 2023 was proclaimed "Fall Go By Bike Weeks" in the City of Williams Lake, pursuant to City policy; and further, Council, staff and the community were encouraged to attend a bicycle ride in the community during these weeks.

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated September 14, 15, 21, 25, 26 and 28, 2023

2) Council received for information the report of the Public Hearing for Zoning Amendment Bylaw No. 2381 held September 12, 2023

3) Council agreed to Year 1 of a MOU between the City of Williams Lake and BC Transit for additional transit hours and that Staff provide a future report on implications to implement Saturday/Sunday hours for City of Williams Lake Transit 

4) Council received for information the Accessibility Advisory Committee's annual downtown tour

5) Council approved the request from the Downtown Williams Lake Business Improvement Association (DWLBIA) for renewal of the Williams Lake Downtown Business Improvement Area Establishment Bylaw for a further five-year term effective January 1, 2024, subject to counter petition, and Bylaw No. 2397 was introduced and given three readings; and further, staff were directed to issue notice of the 30 day counter petition process, pursuant to Section 213 of the Community Charter.

6) Council received for information a report of the Director of Community Services dated September 12, 2023 regarding the final expression of interest report from the Williams Lake Stampede Parade Committee on the 2023 Parade event

7) Council adopted the following Bylaws:

a) Road Closure and Removal of Highway Dedication Bylaw No. 2395, 2023
b) "City of Williams Lake Zoning Amendment Bylaw No. 2381, 2023" (280E North 3rd Avenue)

8) Council endorsed 1 Committee of the Whole recommendation, as follows:

"That pursuant to Committee of Whole Council Report #34-2023, the presentation from the Thompson Rivers University Students' Union regarding TRU's governance model be received and Council support the efforts of the Thompson Rivers University Students' Union to have the BC Government update the Thompson Rivers University Act to improve community decision-making in the Senate; and further, a Resolution of Council be referred to the NCLGA for member information and support, and a letter of support be provided to the TRU Students' Union as requested"

9) Council authorized the following in regards to the 2023 Annual "Memory Tree"

* approve the placement of the 'In Memory' Book, signage and ornaments in the City Hall lobby from November 1 to 30, 2023, as well as a donation/draw box to be located at the reception counter during these dates;

* approve the use of the City Hall lobby and tree for displaying of the name ornaments from November 1 through to Christmas;

 * approve the use of Council Chambers for a small ceremony for the reading of the 'In Memory' Book names to be recorded and posted for public viewing online;

 * approve the barricading of the City Hall parking lot during the Memory Tree event taking place outside City Hall on December 3, 2023 for the lighting of the Hospice Tree, and Staff coordinate the placement of barricades as requested;

 * that the event be coordinated with City Staff and the Fire Department.

10) Council agreed to provide a letter of support for upcoming submissions for funding to complete works on their new cultural centre site located at 108 Mile Lake 

11) Council proclaimed the following:

a) "Lung Cancer Awareness Month" - November 2023
b) "Foster Family Month" - October 2023

12) Council reported the following In-Camera Resolution from a previous Closed Williams Lake City Council meeting as follows:

“That pursuant to Accessibility Advisory Committee Report #03-2023, Council appoint Kim
Herdman as a member of the Accessibility Advisory Committee; and further, that this item be
brought forward as a matter of public record once the applicant has been notified of the
appointment.

13) Late Item - At the request of Councillor Nelson, Council discussed the status of the Emergency Room at Cariboo Memorial Hospital and following discussion, Staff were requested to follow-up with Interior Health the following morning and report back to Council via email 

14) Council received the Council Information Package as of October 3rd, 2023

Resolved - That Council provide a letter of congratulations to Cariboo Regional District Electoral Area "G" Director Al Richmond for his 30 years of public service in local government 

Members of Council provided verbal reports on their recent activities 

Council adjourned at 7:36pm and following a recess, proceeded to a Closed (In-Camera) Council Meeting
