Quesnel Council Highlights - Nov 21st mtg
Delegation - North Cariboo Seniors' Council The North Cariboo Seniors' Council, together
with their host organization United Way Better at home provide services to
approximately 400 seniors in the City of Quesnel and Cariboo Regional
District. The services
include a meal program, snow removal, yard work, income tax referral and
transportation. As a non-profit Society,
NCSC relies on grant funding, sponsorships/donations from local businesses
and organizations. Council referred the
Society's request for an annual contribution of $30,000 to cover base
operating costs to the Financial Sustainability & Audit Committee for
review and consideration. |
Comprehensive Fees & Charges Council approved the
first three readings of Bylaw 1952 - City of Quesnel Comprehensive Fees and
Charges Amendment Bylaw, which will see the following fee
increases effective January 1, 2024:

SPCA Council approved the 2024 contract with the BC Society for Prevention of
Cruelty to Animals. |
Municipal Finance Authority
2023 Equipment Financing In the 2023 Capital
Plan, Council approved the purchase of $860,000 of mobile
equipment as required by the City’s Fleet Replacement Plan.
$630,000 will be funded using the MFA Equipment Financing Program at
5.62% interest, to be paid back within 5 years.

Apparatus Manufacturer Fort Garry meets and exceeds all RFP requirements, is
consistent with current fleet layout and design, while still maintaining
best value. They provide the shortest delivery date and have designated
Emergency Vehicle Technicians located in British Columbia for all warranty

During 2024 Winter Games The Lhtako Quesnel 2024
BC Winter Games will be held February 22 – 25, 2023. The Lhtako Quesnel 2024
BC Winter Games Society is responsible for organizing the event. Council
approved a request for up to $10,000 from the 2023 Council Initiatives fund
to support marketing that will maximize the economic impact of the Games. Tactics are aimed at making a lasting
impression on visitors, maximizing visitor spending during the Games and
encouraging visitors to return to our naturally vibrant community - Tourism
Quesnel. |
Housing Solutions Table Housing has been a key strategic initiative for Council for
several years. Although there has been success in stimulating some housing
developments more work is needed to increase the supply of housing in the
community. Council approved the formation of a new Housing Solutions Table as a “Select
Committee” and appointed Councillor Elliott as the Chair and Councillor
Roodenburg as Alternate Chair. |
Quesnel Lawn Bowling
Association After decades, the
Quesnel Lawn Bowling Association advised Council by letter that they
will be dissolving the organization and turning their clubhouse at West
Fraser Timber Park over to the City. |

CCSAR receives WL Community Forest Grant
A $7,000 grant from the Williams Lake Community Forest has funded training and new tools and equipment for Central Cariboo Search and Rescue (“CCSAR”). This has helped the organization maintain its critical public safety programs and maintain a high state of readiness.
The funds helped replace a variety of rescue equipment which was stolen during a vehicle theft in April 2022. This equipment included stretchers, rescue rope and harnesses, and life jackets. Two members of CCSAR also had the opportunity to obtain their certification in Technical Rope Rescue, a crucial component of CCSAR’s training for steep-slope rescues. Together, these investments will allow CCSAR to continue its crucial search and rescue and motor vehicle rescue operations.
The Williams Lake Community Forest is a 50/50 partnership established in 2014 between the Williams Lake First Nation and City of Williams Lake. Each year, the Community Forest provides grants to community organizations and schools to support services and programs benefitting communities in and around Williams Lake. For 2023, 18 different organizations submitted applications, all of which were eligible for consideration. These 18 projects were valued at over $240,000, with a combined total request of $91,285. The Standing Committee approved $68,067 in funding to 15 groups.

Cariboo-Chilcotin companies receiving financial help for Value-Added Manufacturing
More sustainable jobs are being created and protected for people in B.C. through value-added manufacturing as the Province supports projects in northern B.C.
“By empowering innovative ideas and investing in companies that value a clean, sustainable future, we are setting the stage for local economies to flourish,” said the Hon. Brenda Bailey, BC's Minister of Jobs, Economic Development and Innovation. “The projects we’re supporting through the BC Manufacturing Jobs Fund will create stability for workers and their families throughout the province by keeping good-paying jobs in the communities they call home.”
The Government of B.C. is investing more than $1.2 million in a variety of expansion projects to help manufacturing companies grow and create well-paying, sustainable jobs across northern B.C. as follows:
- 150 Mile House - OT Timber Frames Ltd. will receive as much as $235,000 to scale up the production of pre-fabricated homes and expand product offerings to include insulation components, with expansion of the production facility and addition of two CNC machines. The funds will help create five new positions and maintain year-round employment for current staff;
- 100 Mile House - New Wave Docks Ltd. will receive as much as $300,000 to double manufacturing capacity and provide space to diversify production. This entails the construction of a new 14,000-square-foot steel-engineered building to house a large-scale roto-oven and aluminum fabrication shop in the same facility, and will create as many as 15 new jobs;

Fire Truck Referendums successful in Miocene/Interlakes
The CRD’s Miocene Volunteer Fire Department will see its new pumper truck in 2024, replacing the current 2003 model which is aging out this year. Property taxes will increase by up to 18%, equal to $22.15 per $100,000 of property value. This will finance a loan of up to $800,000 and be paid off in 2033. The current 2023 residential tax rate for the Miocene Fire Protection Area is $120.47 per $100,000.
“I’d like to thank everyone who participated in the referendum to let us know their wishes on how to pay for this critical purchase,” said Maureen LeBourdais, Director for Electoral Area F (150 Mile-Horsefly-Likely). “This new purchase will allow the Miocene Volunteer Fire Department to maintain its community fire protection capabilities.”
The CRD’s Interlakes Volunteer Fire Department, on the other hand, will see three new water tender trucks arriving over the next five years, beginning in 2024. The CRD will borrow up to $1.9 million through three separate ten-year long loans to make this purchase. Taxes will increase as new trucks are purchased – by 16.52 per $100,000 in 2024, $34.57 in 2026, and $54.27 per $100,000 in 2028. Similarly, there will be a decline in the tax rate as loans are paid off, starting in 2034. The final loan will be paid of in 2038.
“I’m glad to see that voters have approved the ten-year borrowing option, which will significantly reduce the taxation impact to replace fire trucks for Interlake Volunteer Fire Department,” said Eric de Vries, Director of Electoral Area L (Interlakes).
The results of each vote will be reflected in in the requisition for the 2024-2028 financial plan which will be reviewed by the Board on November 8. Estimated tax rates provided are also subject to change depending on changes to property assessments in 2024.
