Quesnel City Council Highlights - September 16, 2025 mtg

Quesnel Ambassador Leadership Program

Council expressed their appreciation to the 2024/2025 Outgoing Ambassadors, Lacey Anderson and Jayla Wheeler, who were unable to attend as they have started post-secondary education out of town, and welcomed the 2025/2026 Incoming Ambassadors, Grace Cassidy and Ociah Woodruff.

Permissive Tax Exemptions (Non-profit)

The 2024-2027 Permissive Tax Exemption Amendment Bylaw 1974, 2025 received the first two readings, which included a 90% tax exemption for the Quesnel Lions Housing Society.  A request for exemption from Providence Health Care was not approved.

City of Quesnel & North Cariboo Childcare Inventory update

The City of Quesnel & North Cariboo 2025 Childcare Inventory Update Report is a follow up to the 2020 Childcare Inventory Needs Assessment and Action Plan. This report provides information on current childcare spaces and an assessment on progress towards goals set in 2020.

  • Preschool spaces have seen the largest loss across childcare types, decreasing by thirty-nine spaces, with the closure of New Beginnings Preschool and change to St. Ann’s configuration.
  • Group school-age childcare increased by thirty-six new spaces.
  • The new West Quesnel childcare centre added 57 spaces, ranging from birth to 36 months.  
  • The new Carson Elementary school is expected to host sixty-one childcare spots when it opens in 2026.

Forestry Initiatives

Council approved

Authorization to write-off uncollectible mobile home taxes

Council approved a request to the Ministry of Housing and Municipal Affairs to issue a ministerial order to authorize the City of Quesnel to write off property taxes at 23-313 and 24-313 Westland Road.

Development Services

Council approved:

Land use bylaw update: A Developable Lands Inventory has been completed and shows that there are adequate lands available for development to meet the Housing Needs Assessment targets.

The draft Official Community Plan and Zoning Bylaw will be presented for public consultation, with in-person open houses being planned for October 7-9.

2026 Council Meeting schedule

Council approved the 2026 meeting schedule.  The schedule will be advertised for the public in October.

  • a resolution of support for a psychiatric hospital in Northern B.C.

10th Annual Harvest Nutrition Run Coming Up Sunday, September 21, 2025

The City of Williams Lake is inviting residents to celebrate fall’s arrival for the 10th Annual Harvest Nutrition Run, scheduled for Sunday, September 21.

The free, family-friendly event beings at 11 a.m. at the Cariboo Memorial Recreation Complex (CMRC) front parking lot. Waivers will be available for signing starting at 10:30 a.m., followed by a brief warm-up led by CMRC fitness instructor Meagan Bruneski.

Open to all ages, the five-kilometre route winds through downtown Williams Lake is open to all forms of active transportation from walking and running to bikes, scooters, skateboards, strollers and wheelchairs.

“This event is all about staying active and heathy while enjoying the fall season with friends, family and even pets,” said Maria McKee, Adult Recreation Program Coordinator.

Along the course, families can take part in a ‘True or False’ nutrition-themed trivia game and children can search for scarecrows to enter a draw for a chance to win a prize basket. Healthy snacks and refreshments will be served at noon.

The run is supported by Interior Health, GoByBike BC and the Cariboo Chilcotin Conservation Society, who will be in attendance sharing resources on food security, local farming, composting and active transportation. The Williams Lake Farmers Market has also donated local produce prizes, with FreshCo and Save-On-Foods supplying fruit for participants.

Community Policing volunteers will be on site to help ensure safety along the route.

Join us on Sunday, September 21 for the 10th Annual Harvest Nutrition Run, starting at 10:30 a.m. for waiver pickup at the CMRC parking lot, with the warm-up at 10:50 a.m. and the run beginning at 11 a.m. The event is completely free and open to all ages and abilities.

4) Tie in the hundred stamped as a community catalyst
5) An action plan to continue to enhance and grow the stampede
6) To maintain the importance of the stampede is a cultural key, and tourist attraction

Business:

1) Council approved the request of the Williams Lake Stampede Association to waive the City's costs of the sewer plug work on the WLSA leased area in the Williams Lake Stampede Grounds during Stampede weekend 2025.

2) Council received for information the accounts payable computer cheque and EFT listings dated August 28, September 4 and 11, 2025

3) Council ratified an email poll regarding the application of Councillor Sheila Boehm to be appointed to a FCM Committee(s) 

4) Council received for information a report entitled "Downloading of Costs Q3 2025 Update" and that those Members of Council attending the 2025 UBCM Convention raise the report with the Premier of BC and his Ministers at the 2025 Union of BC Municipalities/UBCM Convention in Victoria, BC

5) Council approved the purchase of 54 Rife Road from the Williams Lake Golf and Tennis Club for the purchase price of $1, plus legal fees related to the purchase

6) Council approved the 2025-2028 Fire Protection Services Agreement between the Cariboo Regional District and the City of Williams Lake, and authorized the Mayor and Corporate Officer to sign the agreement on behalf of the City

7) Council endorsed recommendations from a previous Committee of Whole Council meeting, as follows: 

a) That pursuant to Committee of Whole Council Report #26-2025, the report of the Procurement & Asset Coordinator dated September 4, 2025 regarding an update on the breach of contract for the purchase of a mechanical shop hoist be received for information

b) That pursuant to Committee of Whole Council Report #27-2025, the report of the Chief Financial Officer and Manager of Finance dated September 4, 2025 regarding next term permissive tax exemption bylaw development be received and the following recommendations of Committee of Whole Council be endorsed:

*That staff be directed to develop a permissive tax exemption bylaw with a three year term;

*That staff be directed to report back on options for capping the 2026 permissive tax exemptions at 100% for 1 year only;

* That those late applicants who have inquired about 2026 Property Tax Exemption be permitted to apply before Friday, September 19, 2025 at 12:00pm

d) That pursuant to Committee of Whole Council Report #29-2025, during the up and coming budget process for 2026 staff present selected action items and associated costs from the Active Transportation Plan; and further, that staff have this presentation for both Council and the community engagement stages for budgetary consideration

e) That pursuant to Committee of Whole Council Report #30-2025, staff be directed to prepare a budget that focuses on maintaining existing service levels with no new services added and no new staff positions

8) Council received a letter from Katie Hilborn dated September 10, 2025 regarding safety concerns at Kiwanis Park due to drug paraphernalia being left in the park and the risks to families/children playing, and requesting a higher fence be installed around the perimeter of Kiwanis Park with gates locked overnight and directed Staff to post signage at Kiwanis Park 

9) Council proclaimed the following: 

* Week of October 5-11, 2025 be proclaimed "KidSport BC Powered by Sport BC Week" in the City of Williams Lake

* Week of October 12-18, 2025 be proclaimed "Purple Thursday X 7" in the City of Williams Lake, pursuant to City policy, and the lights of City Hall be changed to purple during this week in recognition of Purple Thursday.

10) Council received the Council Information Package as of September 16, 2025 

The Chief Administrative Officer provided a general update as well as progress on the Water Treatment Plant and responded to questions of Council 

Closed Council Meeting Motion at 8:32pm:

That Council now resolve into a Closed Meeting, following adjournment of the Open Council Meeting, according to Section 92 of the Community Charter for discussion of items identified under Sections 90 

1(e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interest of the municipality, 

1(g) litigation or potential litigation affecting the municipality, 

1(j) information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure, under Section 21 of the Freedom of Information and Protection of Privacy Act, and 

1(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interest of the municipality if they were held in public

New curbside collection begins in 103 and 105 Mile Communities

The Cariboo Regional District (CRD) will launch curbside garbage and recycling collection in the communities of 103 Mile and 105 Mile starting Friday, October 10, 2025. Curbside totes will begin arriving to 103/105 Mile residential properties after September 22, 2025.

This curbside service is one of the first actions coming out of the CRD’s recently approved Solid Waste Management Plan (SWMP) and complements other service rollouts across the region.

“Introducing curbside service supports residents in several ways. It cuts down on driving and fuel costs, reduces wear and tear on vehicles, and provides a dependable system for handling household waste. Just as importantly, it helps keep our communities cleaner and promotes stronger recycling practices. This is a practical improvement that will benefit families, seniors, and the community as a whole.” said Al Richmond, CRD Director for Area G.

103/105 Mile residents are encouraged to check their mail beginning September 16th for important information regarding the new service. The CRD’s website www.cariboord.ca/103-105curbside  includes all relevant information about the service including a map, collection days, FAQs and resources for where to recycle hazardous items that don’t belong in the garbage.

Costs & billing

  • Annual fee: $99.96, first billed in April 2026.
  • Early payment discount: Pay by May 31 to receive 10% off, working out to about $7.50/month.
  • Tote ownership: Curbside totes were purchased with grant funding and remain CRD property. Totes must stay with the property if sold.
  • Additional totes: Properties zoned for a secondary suite, carriage home, or secondary dwelling may request additional totes.

The SWMP was developed with two rounds of public consultation and guidance from the Solid Waste Advisory Committee, which included residents, First Nations representatives, environmental organizations, industry, and local government staff. Learn more at cariboord.ca/swmp
