Tŝilhqot’in announce historic agreement with B.C. & Taseko Mines for Teẑtan Biny / Fish Lake

Courtesy of the Tsilhqot'in National Government:

The Tŝilhqot’in Nation has reached a historic agreement with the Province and Taseko Mines Limited (Taseko) that resolves the long-standing conflict at Teẑtan Biny (Fish Lake) by requiring the consent of the Tŝilhqot’in Nation for any mining activity in the area.

The Teẑtan Biny Gagaghut’i (Teẑtan Biny Agreement) establishes binding legal commitments to undertake consent-based decision-making processes for any mining activity at Teẑtan Biny.

In particular, the Tŝilhqot’in Nation and Taseko have reached an agreement under which no mineral exploration or mine development can occur on the New Prosperity mineral tenures without the free, prior informed consent of the Tŝilhqot’in Nation. Additionally, the Province and the Tŝilhqot’in Nation have entered an agreement that requires the consent of the Tŝilhqot’in Nation for any mine in the Teẑtan Area that is a reviewable project under the Environmental Assessment Act (EAA) to proceed. The Province is seeking Orders in Council to prescribe this agreement under s. 7 of the EAA and to authorize negotiations with the Tŝilhqot’in Nation to set out the process for how this requirement for Tŝilhqot’in Nation consent would be addressed in any potential environmental assessment process.

Teẑtan Biny and Nabas (the surrounding area) is a place of profound spiritual and cultural importance for the Tŝilhqot’in people. This historic agreement is the culmination of three decades of resistance by Tŝilhqot’in leaders, elders, members and allies to protect Teẑtan Biny and Nabas from a massive open-pit copper-gold mine proposed by Taseko. Unwavering Tŝilhqot’in opposition contributed to the rejection of both the Prosperity and New Prosperity Mine proposals by the Government of Canada in 2010 and 2014, respectively, and a court injunction preventing Taseko from carrying out an extensive drilling program as approved by the Province in 2017.

The Agreement also establishes a land use planning process for the area declared by the Tŝilhqot’in Nation as Dasiqox Nexwagwezʔan (“There for Us”) on Oct. 4, 2014. The process will aim to establish clear land use direction that reflects the Tŝilhqot’in Nation’s vision and goals for Dasiqox Nexwagwezʔan, protects the ecological, cultural and economic sustainability of the area, and balances other interests of the Province, non-Tŝilhqot’in residents, neighbours, stakeholders and others in a positive way. A shared goal of Dasiqox Nexwagwezʔan is to express Tŝilhqot’in Aboriginal rights and empower Tŝilhqot’in laws, governance, and management systems.

The path forward also includes the termination of all litigation related to the proposed New Prosperity mine. Taseko has agreed not to undertake any further exploration or mine development on the New Prosperity mineral tenures. Any further mineral exploration and development undertaken by other proponents in the future will require Tŝilhqot’in consent, consistent with the agreement between Taseko Mines Limited and Tŝilhqot’in Nation.

The Tŝilhqot’in National Government is the governing body for the Tŝilhqot’in people. The Tŝilhqot’in Nation is comprised of six communities located throughout the Tŝilhqot’in (Chilcotin) territory and is the only Nation in Canada with a court declaration of Aboriginal title (Tsilhqot’in Nation v. British Columbia).

We fought for decades to protect the Teẑtan Biny area from mining proposals that threatened our Tŝilhqot’in values and way of life. The Teẑtan Biny Gagaghut’i is something that we can all be proud of. Our rights of free, prior informed consent are protected at Teẑtan Biny. To our members, our elders, our past leadership, our allies, First Nations across BC and Canada, and everyone that has supported us over the years, nexwechanalhyagh (we thank you).”

— Nits’ilʔin (Chief) Otis Guichon, Tribal Chief, Tŝilhqot’in National Government

Taseko Releases Economic Impact Study for Gibraltar Copper Mine

Courtesy of Taseko Mines:

Taseko Mines Limited (TSX: TKO; NYSE American: TGB; LSE: TKO) (“Taseko” or the "Company") today released the findings of a comprehensive study (the “Study”) of the economic contributions of its Gibraltar copper mine, located in central British Columbia.

The Study examines Gibraltar’s significant contribution to the economies of the Cariboo Region, BC and Canada since Taseko restarted the open-pit copper mining operation in late 2004. In addition, the Study forecasts Gibraltar’s economic impacts for the next 20 years, through its current remaining reserve life to 2044.

Prepared by MNP, a leading Canadian accounting and consulting firm, the Study employs an input-output model with multipliers published by Statistics Canada to quantify Gibraltar’s direct, indirect and induced economic effects for the periods 2005 – 2023 and 2024 – 2044.

Study highlights include:

An Economic Driver: Since 2004, Gibraltar has generated total economic output in Canada of $16.3 billion and value-added GDP of $8.3 billion. More than half of this economic activity occurred in BC’s Cariboo region ($10.1 billion and $5.0 billion respectively).
When combined with the next 20 years of operations, Gibraltar’s cumulative projected economic impact in Canada through 2044 is forecast to be $41.9 billion in output and $21.2 billion in value-added GDP, including $26.7 billion and $13.1 billion respectively in the Cariboo region.

Cornerstone of Regional Employment: Currently, the Gibraltar mine employs approximately 700 workers and supports a total of 2,860 full-time jobs (including indirect and induced employment). Over the past 20 years, BC’s Cariboo region has benefitted most from Gibraltar-supported jobs, hosting almost all of the direct jobs and about half of total employment.
Mining jobs in Canada are well paid; the Mining Association of BC estimates an annual average salary for BC mine workers of nearly $139,000. Gibraltar employees represent about 2.7% of total employment in the Cariboo region but 15.5% of the region’s employment income. Since 2005, economic activity from Gibraltar has generated cumulative employment income of more than $4 billion.

Revenues for governments: Since 2004, Gibraltar has been an important direct contributor and catalyst for government revenues at the local, provincial and national levels, supporting vital programs and services that benefit all Canadians. Total government revenues generated by the mine for all three levels of government were $2.0 billion for the period 2005 - 2023.
Over the coming 20 years, Gibraltar is forecast to generate an additional $3.1 billion in taxes in Canada, for a cumulative total of more than $5 billion.

Critical Minerals Production in Canada: Gibraltar is the second-largest open pit copper mine in Canada, with average annual life-of-mine production of 129 million pounds of copper. Copper is a key element in a wide range of energy technologies and is designated as a Critical Mineral by the governments of BC, Canada and the United States.
Since Taseko re-started operations at Gibraltar in 2004, the mine has produced 1.9 billion pounds of copper in concentrate, and is forecast to produce an additional 2.7 billion pounds through 2044. The cumulative total of 4.6billion pounds of copper forecast to be produced at Gibraltar from 2004 – 2044 is equivalent to the copper required to manufacture approximately 25 million electric vehicles (EV).

Stuart McDonald, Taseko’s President & CEO, commented, “The Gibraltar Mine has been a cornerstone of economic growth, prosperity, and community development in the Cariboo for more than two decades, and will continue to provide career opportunities and family-supporting employment for years to come. We are very proud of the economic contributions our business activities support in the Cariboo region and throughout British Columbia.”

“Our North American copper business is poised for significant near-term growth. In late 2025, we expect to complete construction and initiate production at the Florence Copper project in Arizona, and our Yellowhead copper project in south-central BC represents another major mine development opportunity.  We look forward to building on the tremendous economic legacy that Gibraltar has established over the past 20 years.”

Taseko Mines Receives Shareholder Meeting Requisition

Courtesy of Taseko Mines:

January 13, 2016, Vancouver, BC

Taseko (TSX: TKO; NYSE MKT: TGB) (the "Company") today announced that it has been provided with a shareholder meeting requisition notice (the "Requisition") dated January 13, 2016 from Raging River Capital LP ("Raging River"), a holder of 5.1% of Taseko's shares which has declared itself to be an activist investor.

The Requisition demands the convening of a meeting of shareholders within four months at which shareholders will be asked to vote on a special resolution to remove three incumbent Taseko directors and replace them with four Raging River nominees, while also increasing the number of Taseko directors to nine from eight. The special resolution would require approval by a 2/3 majority of votes represented. Alternatively, if the special resolution is not passed, Raging River would ask shareholders to pass an ordinary resolution (50%+1 of votes represented) to set the number of Taseko directors at 12 and elect four Raging River nominees.

The Company is reviewing the Requisition and will provide a detailed response in the near future. Taseko's Board of Directors has formed a special committee of three independent directors who have not been targeted by Raging River to assist the Board in its response to the Requisition. Shareholders will receive information by way of a Management Information Circular well in advance of the meeting once the date has been set. Shareholders should read the circular carefully before reaching a decision with regard to their votes. In the meantime, there is no need for shareholders to take any action.

Taseko Mines on upcoming environmental review (2nd Prosperity Mine proposal)

From the Rush:

Brian Battison, V-P of corporate affairs with Taseko Mines, says he’s disappointed first nations leaders continue to oppose the latest prosperity mine project.

In fact Battison says Taseko has reached out to first nations leaders, albeit unsuccessfully. He does point out however that many people in the First Nations community don’t agree with their leadership.

Battison says for example that “many First Nations people come to our (Taseko’s) office, talk about the need for this project out in their community, the kinds of opportunities it will bring and mean for their people.”

He says the new mine would create thousands of jobs, new opportunities for business and new revenues for government all of which he says will boost the economy and help fund essential public services.
Ottawa has indicated an environmental assessment of the latest Prosperity Mine proposal will start on or before November 7th.

First Nations leaders are in Ottawa this week in an effort to lobby politicians to scrap the environmental assessment.

2nd Public Environmental Public Review for New Prosperity Mine proposal by October??

On Taseko Mines website, I noticed the following:

With the revised project description in hand, we expecte that the Canadian Environmental Assessment Agency (CEAA) will confirm its adequacy. The Federal Government then has up to 90 days to: coordinate with the Province of British Columbia, prepare a detailed background document, including project scope, and launch the Environmental Assessment review. The Company expects the Environmental Assessment review to commence by October 2011.

It seems the above suggests a possible Joint Environmental Review (Provincial/Federal) for the "New Prosperity" mine project.  If this can be done with local First Nations, then I believe it would be a huge step forward.  If not - then we may see a repeat of the public input brought forward in 2009/2010 for the original Prosperity Mine proposal.

For the record - I still support this mine being allowed to move forward past the environmental review stage and being allowed to commence operations
