The City of Williams Lake is looking at replacing the chiller at the Arena. They are using the Fernie tragedy as background for replacement, yet the successful bid (the only bid!) is for another chiller system utilizing ammonia. Fernie awarded its contract to Calgary's Startec Refrigeration Services and opted to construct a Freon refrigeration unit, turning away from an ammonia-based system and using a synthetic at a similar cost to the current bid. Freon is recognized as non-toxic and non-corrosive, with no public safety issues or employee safety issued associated with its use. The lower ammonia charge touted in CAO Milo MacDonald's report does not diminish the risk of using ammonia. Any unprotected human contact with ammonia gas will result in death or serious permanent impairment. MacDonald is trying to soft-sell an equally lethal "upgrade" that does not remove the inherent risk to our families.
What is the end-of-life time frame for our current chillers? "... nearing end of life and require replacement" is vague and manipulative, as are many of the other alarmist "comments" in the CAO's report: "putting it off will likely result in further cost increases" and "the time window for this project to be approved and completed is extremely narrow." Is it?? We have no way of knowing because the facts are not included in MacDonald's council report. Has the City even looked at different refrigeration systems available, like Fernie did? Has the city looked outside of BC for replacement bids, like Fernie did? Is it enough for the City to pass the buck by saying it's fully funded by the CRD, thereby putting the burden on CRD taxpayers? Or should the CAO and Council members look at and put ALL the options on the table before a decision as important and expensive as this is finalized, without alarmist rhetoric and self-imposed deadlines. Council is already floating a trial balloon of a 1% tax increase for 2019. They need to take responsibility for every tax payer cent they spend. Williams Lake City Council: stop ignoring incompetence and do your due diligence!

What a disservice to our community that City Council is not even looking at alternatives to the current system/kudos to Political Gadfly for proving such important background information
