Ahhh, the Strategic Plan. It looks so good on paper. The CAO must cringe when it rears its ugly head, with expectations of accountability, especially when it comes to Pillar Five: Healthy and Inclusive Workplace, point 3: Decrease in staff turnover. The number of job postings in 2018 was more than 60. The number of employees working for the city is in the 120 range. Stop and think about that. Studies say it costs anywhere from $15,000 to $60,000 to replace someone who leaves. Times 60. That is a staggering expense, even at the lowest level.
'
Who is responsible for this turnover? Where is the leadership on this one area of the Strategic Plan? Is it a problem in Human Resources? Is it the City's inability to attract the best and the brightest because of its undesirable reputation? Or do we put the blame where it belongs, at the top of the food chain, with the CAO's lack of leadership, and Council's tolerance of it? The lofty goals of the Strategic Plan are unachievable with the current management structure. Change will not happen by maintaining the status quo.
