WL Council HIghlights - July 14th mtg

Present: Mayor Cobb; Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith

Meeting called to order at 6pm
Meeting Agenda adopted
Minutes of the WL City Council meeting held on June 30th, 2020 were received/adopted

Delegations:

1) Rosanna McGregor, Executive Director - Cariboo Friendship Society & Matthew Camirand (via phone), BC Housing appeared before Council to discuss a proposal for Use of Longhouse for COVID Housing

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked the delegation for their time/information

Resolved - That the concept of the COVID Housing Pod at the Longhouse be endorsed in principle 

2) Kane Fraser, MNP Chartered Professional Accountants appeared before Council to discuss the City of Williams Lake 2019 Audited Financial Statements & Auditor's Report 

A Question/Answer period ensued

Mayor Cobb, on behalf of Council, thanked Mr. Fraser for his time/information

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated June 26, 29 and July 6 2020

2) Council accepted the 2019 annual financial statements as presented, received and accepted the auditor's report; authorized the Mayor and the Chief Financial Officer to sign the management letter and the final financial statements on behalf of the City and Council authorized the Chief Financial Officer to make the submission of the audited financial statements and any other financial information to the inspector and other relevant financial information submissions as required.

3) Council accepted the 2019 Statement of Financial Information (SOFI) report for submission to the Province; and that the appropriate City signatories be authorized to sign the report on behalf of the City

4) Council directed Staff to refund all South Lakeside specific parcel tax amounts collected in 2020 to property owners as they have met their obligations to the City when they joined the City sewer system in 1999

5) Council gave 1st, 2nd and 3rd Readings to Williams Lake Permissive Tax Exemption Amendment Bylaw No. 2340, 2020 and the required Notice be published in accordance with Sections 227(2) and 94 of the Community Charter

6) Council agreed to proceed with the 2020 Tax Sale

7) Council approved the proposed Airport Lease Agreement #CWL2900 with Arduini Helicopters Ltd. for a 15-year term, effective May 1, 2021 with options for two additional 5-year renewals, at a lease rate of $2379.41, plus applicable taxes, in the first year, and with annual increases based on the BC Consumer Price Index and a rate review every five years and that the Mayor and Corporate Officer be authorized to sign the agreement on behalf of the City

8) After hearing from no members of the public -- Council approved DVP #03-2020 - Zacharias - Accessory Buildings to Front of Principal Building & Setback Variances - 1601 Wood Road

9) Council received for information a report of the Executive Assistant regarding the opportunity to increase the City's exposure on Shaw Spotlight

10) Council awarded the contract for the supply of winter sand to Peterson Contracting for the tendered price of $27.25 per cubic metre, excluding applicable taxes

11) Council received the June 24th, 2020 meeting minutes of the Central Cariboo Joint Committee 

12) Council received 

a) CRD Board Highlights - June 19th meeting
b) Community Energy Association - Local Government Survey

And that a letter be forwarded to the Provincial Government in regards to Bill 17 (Clean Energy Amendment Act) to maintain the requirement for self sufficiency and that Clean Energy BC & BC Hydro appear before Council to make a presentation

Members of Council provided oral reports on their recent activities in the community 

Council adjourned at 7:37pm and a 5 minute recess, Council then resumed its' In-Camera Meeting

In Camera Meeting?No mention of what section of the Municipal act it was being held under..

Thank you for your comment. The In-Camera Meeting commenced prior to the Regular Council Meeting. Also - the City does not post In-Camera Meeting Notices on their meeting website or as part of their meeting agendas. Unlike the City of Williams Lake, the Cariboo Regional District Board posts which part of the Community Charter that the Board will be proceeding to an In-Camera Session...

Thanks Steve,not surprising that it is a secret,this is the time of year Council likes to slip things past the taxpayers who are distracted with summer!
