WL Council Highlights - April 5th mtg

Present: Mayor W. Cobb; Councillors Boehm (via teleconference), Bonnell, Brenner, Nelson, and Ryll

Meeting Agenda adopted
Minutes of the Council meeting held on March 22nd, 2022 (Special Closed and Regular Council) were received and adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated March 24, 31 and April 1, 2022

2) Council authorized 2022 early budget approval for a cybersecurity audit of up to $20,000 to secure a qualified external consultant to perform the audit and provide recommendations to make any necessary improvements

3) Council ratified email polls covering the following 3 topics:

a) Authorizing travel and associated expenses for Mayor Cobb to participate in a meeting in Victoria with the City of Terrace, the BC Solicitor General, Attorney General, Minister of Municipal Affairs and Minister of Mental Health and Addictions to discuss the prolific offender issue

b) Rescheduling the date for the Parcel Tax Roll Reviews to be held in Williams Lake Council Chambers as follows: 

 Water and Sewer - Friday, April 29, 2022 at 9:00 AM
 Downtown Parking and Business Improvement Area - Friday, April 29, 2022

c) amendment to the April 17th Easter Festival street closure request to include the addition of the intersection at Second Avenue and Oliver Street between the hours of 10:00 AM to 4:00 PM

4) Council approved compensation, registration, and travel expenses for interested Council members to attend the North Central Local Government Association AGM & Convention in Fort St. John, held from May 3 to 6, 2022

5) Following no public input -- Council approved DVP/Development Variance Permit #3-2022 for property at 254 First Avenue North (Cariboo Friendship Society)

6) Council authorized letters' of support, as follows:

a) Potato House Society -- Purpose: Application to the Northern Development Community Places fund for their application to complete the restoration project on the Potato House

b) Station House Gallery Society -- Purpose: Gaming Grant Application to support their Exhibition and Children’s Art Class Programs

7) Council awarded the Pavement Marking 2022 contract to Andesite Holdings DBA Yellowhead Pavement Marking Inc. for the tendered price of $139,921.24, excluding GST, and direct the increase of the contracted line painting budget for 2022 to $140,000

8) Council received a letter from Sonja Vernon-Wood regarding a request for a sidewalk upgrade and referred the letter to the Public Works Committee for further discussion

9) Council proclaimed the following in the month of May 2022, as follows:

a) Melanoma and Skin Cancer Awareness Month
b) GBS and CIPD Awareness Month

10) Council received the "Council Information Package" as of April 5th, 2022

Mayor Cobb provided a verbal report as to the COVID-19 pandemic

Members of Council and the Administrator provided verbal reports as to their recent activities...
