Minutes of Williams Lake City Council Meetings held on October 25th (Regular) and November 1st (Inaugural) were received/adopted
Delegations/Presentations/Matters from Public Hearing(s)
1) Following a Public Hearing held earlier in the meeting - Council gave 3rd Reading to Zoning Amendment Bylaw No. 2375 for property at 318 Broadway Avenue North and referred the Bylaw to the BC Ministry of Transportation for approval, as per the Transportation Act
2) Esk'etemc (Alkali Lake) First Nation Chief (Kukpi7) Fred Robbins appeared before Council to discuss the upcoming 10th Anniversary of the Truth and Reconciliation project
Following Kukpi7's presentation -- a Question/Answer period ensued

Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated October 20, 27, 28, November 1 and 3, 2022
2) Council directed City Staff to apply for the 2022/2023 Northern Development Initiative Trust (NDIT) Business Façade Improvement program in the amount of $20,000
3) Council awarded the Geotechnical Hazard Area Assessment and Mapping contract to Palmer Environmental Group Inc. for a total quoted amount of $54,840, excluding GST, for a total project value of $60,000 with contingency
4) Council received a request from David Sky Law Corporation, on behalf of 1243789 B.C. Ltd. (Cariboo Dental Clinic), to enter into an encroachment agreement for a portion of the existing building stairwell encroaching into the City boulevard located at 121 First Avenue North and directed City Staff to issue public notice of the proposed encroachment based on a 20-year agreement for a one-time contribution of $1,000 with all costs associated with the execution of the agreement being the responsibility of the property owner and finally - Council authorized entering into a License of Occupation Agreement with 1243789 B.C. Ltd. (Cariboo Dental Clinic) for an awning sign encroaching over the City Boulevard located at 121 First Avenue North
5) Council approved meals, travel, Council compensation and other associated expenses for Mayor Rathor to attend the announcement for Canada Community Revitalization Funding by the Honourable Harjit S. Sajjan, Minister of International Development and Minister Responsible for the Pacific Economic Development Agency of Canada (PacifiCan), in Prince George, BC on November 17, 2022.
6) Council agreed to waive the Purchasing Policy and authorize donation of a 45’ L-75 “Forestry Bridge” previously situated at the bottom of Frizzi Road to the Cariboo Regional District for Central Cariboo Transfer Station (CCTS) Landfill Operations located on Frizzi Road
7) Council received for information Central Cariboo Joint Committee Report #02-2022, together with the Central Cariboo Arts & Culture Society's 'Fee for Service Management Committee 2023-2025 Recommendations Report', regarding approval of the Arts and Culture Fee for Service agreements for three-year terms, effective January 1, 2023 to December 31, 2025
Editor's Note -- The Cariboo Regional District Board at its' meeting of November 10th, 2022 endorsed this recommendation from the Central Cariboo Joint Committee as the funding comes from the Cariboo RD's "Central Cariboo Arts/Culture Service" and the Cariboo RD Board alone is solely authorized to approve any funding from this RD Service, upon a recommendation from the Central Cariboo Joint Committee - as per the Terms of Reference of the Central Cariboo Joint Committee
8) Council received an update from the City's Director of Community Services regarding remaining items to complete the Boitanio Disc Golf Course Project
9) Council endorsed 2 Recommendations from its' Committee of the Whole meeting held Tuesday, November 8th, 2022 - as follows:
a) That pursuant to Committee of Whole Council Report #20-2022, the letter from the Cariboo Chilcotin Metis Association dated November 1, 2022 be received and Council authorize the raising of the national Metis flag in honour of Louis Riel at 10:45 am on November 16, 2022 on the City's flag pole, pursuant to City policy
b) That pursuant to Committee of Whole Council Report #21-2022, Council communicate its' intent to rescind the COVID-19 Mandatory Vaccination Policy #223 pending a report from staff on the operational impacts and changes required.
10) Council received a letter from John Pickford regarding signage in the new disc golf course in Boitanio Park (previously addressed earlier in the meeting - Item #8)
11) Council approved the Winter Lights Parade taking place at 5:00 PM on Saturday, December 3, 2022
12) Council agreed to provide a letter of support for their grant applications, including a Community Workforce Response Grant, toward their upcoming Primary Care Paramedic program being offered in Williams Lake starting in February 2023
13) Council received for information the Minutes of the Central Cariboo Joint Committee Meeting held October 19, 2022
14) Council received a letter from the North Central Local Government Association (NCLGA) dated October 28, 2022 advising of the nomination process for the two vacant Director at Large positions on the NCLGA Board
15) Council received a letter from the Cariboo Disc Golf Club dated October 28, 2022 requesting Council to consider opening the outdoor public washrooms in Boitanio Park on a year-round basis and was referred to Staff for a report back to Council
16) Council received the "Council Information Package" as of November 15th, 2022
