WL Council Highlights - Feb 7th mtg

Present: Mayor SPS Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons, Moses and Nelson (via Zoom)

Meeting called to order at 6:00pm (Meeting Agenda here/Meeting Video here)

Mayor Rathor recognized that the meeting was taking place on the traditional, unceded territory of the Williams Lake First Nation within Secwepemculecw

Meeting Agenda adopted

Minutes of the Regular Council Meeting held January 24th, 2023 were both received and adopted

Delegations/Presentations/Items from Public Hearing(s): - None

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated January 26, 2023

2) Council received a Staff report regarding the proposed Third Renewal Term Agreement for the Senior’s Activity Centre Society Lease for the lands situate at 176 Fourth Avenue North.  Once the required public notice is completed, the matter will return to the March 7, 2023 Regular Council Meeting for consideration of formal approval

3) Council gave 1st, 2nd and 3rd Readings to "City of Williams Lake Bylaw Notice Enforcement Amendment Bylaw No. 2384, 2023" 

4) Council adopted recommendations from a previous Committee of the Whole meeting, as follows:

a) That pursuant to Committee of Whole Council Report #03-2023, the report of the Director of Community Services dated January 25, 2023 be received and Council approve renewal of the Williams Lake Hospice Society's Fee for Service Agreement for a three-year term effective 2023 to 2025 in the amount of $20,000 per year.

b)  That pursuant to Committee of Whole Council Report #04-2023 and the report of the Director of Community Services dated January 24, 2023, Council approve renewal of the Scout Island Nature Centre's Fee for Service Agreement for a three-year term effective 2023 to 2025 in the amount of $20,000 per year.

Councillor Moses declared a conflict on the next item as he is a member of the Cariboo-Chilcotin Conservation Society's Board of Directors' and left Council Chambers

c) That pursuant to Committee of Whole Council Report #05-2023 and the report of the Manager of Public Works dated November 30, 2022, Council approve renewal of the Cariboo Chilcotin Conservation Society’s ‘Waste Wise’ Program Fee for Service Agreement for a three-year term effective 2023 to 2025 in the amount of $37,000 per year.

Councillor Moses returned to Council Chambers

Councillor Lyons declared a conflict on the next item as she is a member of the Potato House Sustainable Community Society and left Council Chambers

d) That pursuant to Committee of Whole Council Report #06-2023, the report of the Manager of Economic Development dated January 30, 2023 be received and Council approve renewal of the Potato House Sustainable Community Society's Fee for Service Agreement for a three-year term effective 2023 to 2025 in the amount of $15,000 per year.

Councillor Lyons returned to Council Chambers

e) That pursuant to Committee of Whole Council Report #07-2023 and Council Resolution No. 20/23, Committee of Whole Council Report #01-2023 be received and Council approve renewal of the Williams Lake & District Chamber of Commerce Fee for Service Agreement for a three-year term effective 2023 to 2025 in the amount of $160,000 per year.

f) That pursuant to Committee of Whole Council Report #08-2023 and the report of the Director of Community Services dated January 25, 2023, Council deny the Stampede Parade Committee's 2023 to 2025 Fee for Service application.

Council divided -- Approved by the following vote

Affirmative -- Mayor Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons and Moses

Negative -- Councillor S. Nelson

g) That pursuant to Committee of Whole Council Report #09-2023, Council approve a budget of $10,000 to support a Stampede Parade and staff be directed to put out an expression of interest to solicit interest from community groups for hosting the event, and bring back a report to Council on the results.

Council divided -- Approved by the following vote

Affirmative -- Mayor Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons and Moses

Negative -- Councillor S. Nelson

5)  Council received a letter from the Cariboo Regional District dated February 1, 2023 advising of the nomination period for appointments of Regional District representatives to the NCLGA Executive Board

6) Council received a letter from Museum of the Cariboo Chilcotin requesting a one-time increase to their City of Williams Lake Fee for Service of $80,000 for 2023, being an increase from $24,000 to $104,000 and referred it to Staff for follow-up and arranging a meeting with the Board of the Museum of the Cariboo Chilcotin Society to further discuss their request

7) Council proclaimed the week of February 20 to 26, 2023 as "Heritage Week" in the City of Williams Lake

8) Council received for information In-Camera Report #1-2023 to which the following In-Camera Resolution was reported:

"That pursuant to Accessibility Advisory Committee Report #03-2022, Council appoint Katie Crews as a member of the Accessibility Advisory Committee.”  

9) Council received the "Council Information Package" dated February 7th, 2023
