WL Council Highlights - March 7th mtg

Present: Mayor SPS Rathor; Councillors Boehm, Delainey, Flaspohler, Lyons, Nelson and Moses

Mayor Rathor recognized that the meeting was taking place on the traditional, unceded territory of the Williams Lake First Nation within Secwepemculecw

Meeting Agenda adopted with Addition of the 3 Late Items

Minutes of the Regular Council Meetings held February 21, 2023 and the Special Meeting of Council held February 28, 2023 were both received/adopted

Business:

1)  Late Item #1 - Council awarded the Expression of Interest for the 2023 Stampede Parade Funding to the Williams Lake Stampede Parade Committee with Willie Dye as Chairman.

2) Council received for information the accounts payable computer cheque and EFT listings dated February 23 and March 2, 2023

3) Council received a report of the Manager of Economic Development concerning how to proceed with the committed funds to the School District No. 27 Childcare Space Development Project and directed that the City increase its' contribution to this project to $140,242.64 to help offset the City's permit fees in connection with this project with funding provided from the WL Community Forest Grant budget

4) Council agreed to support an application to the UBCM Poverty Reduction Planning and Action Stream 2, for project activities in the amount of $50,000.00

5) Council approved registration, travel, accommodations and compensation for 2 members of Council to attend the Federation of Canadian Municipalities (FCM) Annual Conference and Trade Show in Toronto, ON from May 25 to 28, 2023, pursuant to Council policy

CONTRARY TO THE MOTION: Councillor J. Flaspohler 

6) Council approved the Third Renewal Term Agreement for the Senior’s Activity Centre Society Lease for the lands legally described as Part of Lot 1, District Lot 71, Cariboo District, Plan PGP43638, being the Senior’s Activity Centre situate at 176 Fourth Avenue North, for a five-year term effective May 1, 2023 to April 30, 2028, pursuant to the Renewal Option contained in the Lease Agreement

7) Council awarded the contract for the supply of unleaded gasoline and diesel to Star West Petroleum Ltd. for the tendered price of $1.4327 per litre of Unleaded Gasoline and $1.5656 per litre of Diesel, including all applicable taxes

8) Council endorsed recommendations from a previous Committee of the Whole meeting as follows:

That pursuant to Committee of Whole Council Report #10-2023, the presentation from Abigail Symes requesting a letter of support and funding for an additional women's shelter be received, Council provide a letter of support for the concept, and a meeting be set up between the Women's Contact Society and the City to discuss the matter.

That pursuant to Committee of Whole Council Report #11-2023, the report of the Well-Being and Safety Coordinator dated February 14, 2023 regarding the Hamilton Inn temporary shelter update be received, and Council request that BC Housing provide funding for regular clean-up around the Hamilton Inn and that the BC Minister of Housing (Hon. Ravi Kahlon) be invited to come to Williams Lake to observe personally the housing situation

That pursuant to Committee of Whole Council Report #12-2023, a Special Committee of the Whole Council Budget Meeting be scheduled for March 14th following Council's March 8th strategic planning session to provide direction on capital projects and taxation levels.

That pursuant to Committee of Whole Council Report #13-2023, the letter from the NCLGA dated February 23, 2023 regarding the 2023 Resolutions submission deadline reminder be received for information, and the matter be considered at the next Council Meeting.

That pursuant to Committee of Whole Council Report #14-2023, the City apply to the Union of BC Municipalities Urban Communities Partnering for Reconciliation program for up to $10,000 for reconciliation activities; and further, that the City confirm its willingness to administer the grant

9) Council proclaimed the month of May 2023 be proclaimed as "GBS and CIPD Awareness Month" in the City of Williams Lake, pursuant to City policy

10) Late Item #2 - Council approved entering into a License of Occupation with Interior Health Authority for a portion of the proposed retaining wall and servicing infrastructure encroaching into City boulevard for the Cariboo Memorial Hospital Expansion Project at 517 Sixth Avenue North, legally described as Lot A, District Lot 588, Cariboo District, Plan EPP14319

11) Late Item #3 - Councillor Nelson provided an verbal update on his concerns about the Doctor situation at CMH in Williams Lake and the need to have a WL Council-Interior Health meeting as urgently as possible with the local Cariboo-Chilcotin MLA in attendance... 

11) Council received the "Council Information Package" as of March 7th, 2023
