Williams Lake Council Highlights - Oct 7, 2025 mtg

Meeting called to order at 6pm

Presentation:

Mayor Rathor/Councillor Boehm presented a UBCM Long Service Award to Councillor Scott Nelson

Delegations:

1) Michael Franklin & Gregg Gaylord, Foundry Cariboo Chilcotin re General Update and Statistics on Youth Attending Foundry -- presentation here

2) Andrew Sandberg, Williams Lake Daybreak Rotary re New Project for Kiwanis Park and Request for Consideration of Name Change to Rotary Park -- presentation here

Following each presentation -- A Question/Answer period ensued and the Mayor thanked the delegations for their time/information...

Response to Delegations:

1) That the presentation of Michael Franklin and Gregg Gaylord, Foundry Cariboo Chilcotin regarding a general update and statistics on youth attending the Foundry be received for information

2) That the presentation and information from Andrew Sandberg on behalf of the Williams Lake Daybreak Rotary proposing a new musical playground installation in Kiwanis Park be endorsed in principle

The request to rename Kiwanis Park to "Rotary Park" was referred to City Staff for further investigation and provide a report back to Committee of Whole Council and a copy of the Staff report, when available, be provided to the Central Cariboo Joint Committee for their information.... 

Business:

1) The accounts payable computer cheque and EFT listings dated September 18, 25, October 1 and 2, 2025 were received for information... 

2) Council gave 1st, 2nd and 3rd Readings to "City of Williams Lake Permissive Tax Exemptions Bylaw No. 2432, 2025" (as amended) and directed that the length of term of Bylaw 2432, 2025 be for a period of 2 years... 

CONTRARY TO THE MOTION: Councillors S. Boehm and A. Delainey

3) Council ratified an email poll proclaiming October 2, 2025 as "Wrongful Conviction Day" in the City of Williams Lake, pursuant to City Policy, and authorized the lights of City Hall be changed to yellow on this day

4) Council approved compensation, travel, meals and registration costs for Councillor Boehm and Councillor Lyons to attend the NCLGA Mental Health and Addictions Symposium being held in Prince George, BC on October 15, 2025

5) A report of the Manager of Finance dated October 2, 2025 regarding a third quarter 2025 budget status update was received for information

6) Council accepted the offer to permanently close and remove road dedication for a 3,040 m² (0.751 acre) portion of Sixth Avenue South, identified on Plan 7977, abutting Lot 2, 4, 18 and 19, all in Block C, District Lot 71, Cariboo District; and that “City of Williams Lake Highway Closure and Removal of Roadway Dedication Bylaw No. 2431, 2025” was introduced and read three times; And Staff were directed to issue notice of the proposed bylaw to adjacent property owners and forward the bylaw to the Ministry of Transportation and Transit and local utility agencies for comments and Ministry approval

7) Council gave approval for the late 2025 Community Grant application from Williams Lake Kitty Spay, in accordance with Council policy in the amount of $499

8) A report of the Manager of Fire Prevention & Education dated October 1, 2025 regarding an update on the Williams Lake Fire Department fire prevention and education division and information on the 2026 Fire Prevention Week campaign was received for information

9) Council approved updated Council Resolutions regarding UBCM Strategic Priorities Fund 2025 Capital Building Stream Grant for Reservoir Feasibility Study as well as UBCM Strategic Priorities Fund 2025 Capital Infrastructure Grant for Tower Crescent Reservoir to confirm willingness to provide overall grant management, and indicates its support to cover any potential cost overruns associated with the project

10) Council endorsed a recommendation from a previous meeting of Central Cariboo Joint Committee, as follows:

That the memo of the Corporate Officer dated September 12, 2025 regarding a request from the City’s Indigenous Relations Working Group for the Central Cariboo Joint Committee to consider a resolution to begin planning a project of a mural at the Cariboo Memorial Recreation Complex arena for Phyllis Webstad and the orange jersey project, including seeking grant funding for the project, be received and (the Central Cariboo) Joint Committee endorse the proposal in principle and direct staff to proceed with project planning.

11) Council received for information the letter from the Williams Lake Youth Soccer Association dated September 11, 2025 regarding the Williams Lake Official Community Plan

12) In respect of the 2025 Annual "Memory Tree" Celebration -- Council authorized: 

* approval of the placement of the 'In Memory' book, signage and ornaments in the City Hall lobby from November 2025 leading up to the event, as well as a donation/draw box to be located at the reception counter during these dates;

* approval of the use of the City Hall lobby and a tree for displaying of the name ornaments from November through to Christmas;

* approval of the use of Williams Lake Council Chambers for a small ceremony for the reading of the 'In Memory' book names to be recorded and posted for public viewing online;

* approval to barricade the Williams Lake City Hall parking lot during the Memory Tree event taking place outside City Hall on Sunday, December 7, 2025 for the lighting of the Hospice Tree, and Staff coordinate the placement of barricades as requested

13) Minutes of the Central Cariboo Joint Committee Meeting held September 17, 2025 was received

14) The month of October 2025 was proclaimed "Foster Family Month" in the City of Williams Lake

15) Council Information Package for Oct 7, 2025 was received 

Late Item: At the request of Councillor Nelson -- Council directed Staff to report back on the situation of the CN Rail Line closure between 100 Mile House to Squamish and report back to Council.... 

Mayor Rathor informed Council regarding the recent closure of the Emergency Room at Cariboo Memorial Hospital and reported on a conversation he had with Interior Health on this subject

And then Council adjourned at 7:55pm
