2017 Statement of Financial Information Reports/Cariboo-Chilcotin Local Gov'ts

Recently, quite a number of people have been looking for the 2017 Statement of Financial Information or SOFI Reports for a number of local governments in the Cariboo-Chilcotin so as a public service, I will list those in a chart below in a moment

The SOFI Report is a requirement for all local governments/Boards of Education under the provisions of BC's Financial Information Act.  The SOFI Report must list all pay/expenses for local government or Board of Education Staff above $75,000 and a summary of staff pay/expenses below $75,000 as well as pay/expenses for all elected officials (Mayors, Councillors, Electoral Area Directors and School Trustees)

Local Governments (Cities of Quesnel/Williams Lake & Districts of Wells/100 Mile House plus the Cariboo Regional District) must file theirs no later than June 30th in each year for the previous fiscal year which runs on a January to December financial calendar

Boards of Education (School Districts 27/28) must file theirs no later than December 31st in each year for the previous fiscal year which runs on a July 1st - June 30th financial calendar

2018 SOFI Reports will be available by June 30th, 2019 for the Cities of Quesnel/Williams Lake, the Districts of Wells/100 Mile House and the Cariboo Regional District and December 31st, 2019 for the Boards of Education for School Districts #28 (Quesnel) and #27 (Cariboo-Chilcotin)

City of Quesnel 2017 SOFI Report

At the City of Quesnel Council meeting on Tuesday - the City's Director of Financial/Corporate Services (K. Bolton) will report out on the City's 2017 Statement of Financial Information or SOFI Report, a requirement under Section 2(3) of the Financial Information Act; BC Regulation #371/93 and Section 168 of the Community Charter

The report has 3 components:

1) Elected Officials Remuneration/Expenses & Staff Renumeration (if above $75,000) and Expenses
2) Supplier Payments above $25,000
3) Severance Agreements

Insofar as Elected Official Remuneration/Expenses go in 2017:

Mayor Bob Simpson - Salary of $43,633.30 and Expenses of $6,713.68

City Councillors Brisco, Coleman, Elliott, Paull, Roodenburg and Thapar -- Salary of $14,901.95 each and expenses submitted in 2017 ranging from $0 (Brisco/Coleman) to $3,635.26 (Paull)

The other local governments in the Cariboo-Chilcotin (Wells, Williams Lake, 100 Mile House and the Cariboo Regional District) will be publishing their 2017 SOFI Reports in the next 60 days or so.  Deadline to file SOFI Reports with the Province is Friday, June 29th

Meanwhile - the Boards' of Education for School Districts #28 (Quesnel) and #27 (Cariboo-Chilcotin) don't have to file their 2017 SOFI Reports until Dec 31st, 2018 as their financial calendar runs from July 1st to June 30th and the Financial Information Act says a corporate body (local government/board of education) must file their SOFI Report 6 months after the close of their fiscal year while local governments (Wells, Quesnel, Williams Lake, 100 Mile House and the Cariboo RD) run on a standard January - December financial calendar

SD27 2014/15 SOFI Report

At its' meeting  tonight at 6:30pm - the Board of Education for School District #27 (Cariboo-Chilcotin) will receive its' latest version of the SOFI or Statement of Financial Information Report to cover the previous fiscal year (July 1st, 2014 - June 30th, 2015)

This is a requirement on all School Boards + Local Governments' 6 months after their fiscal year ends as per the Financial Information Act.  Schools Boards use the July - June financial calendar while local governments (Regional Boards/Municipal Councils') use the standard January - December financial calendar.

As to the current School Board (2014-2018) - the top 3 Trustees in remuneration/expenses are:

1) Tanya Guenter (SD27 Board Chair/Zone 2 - 108/Lac La Hache SD27 Trustee) who earned $23,580.98 in remuneration with $10,251.80 in expenses

2) Sheila Boehm (Zone 5 - WL Fringe SD27 Trustee) who earned $16,031.60 in remuneration with $4,140.94 in expenses

3) Chris Pettman (Zone 3 - 100 Mile House SD27 Trustee) $15,184.94 in remuneration with $2,698.77 in expenses

2014 Quesnel SOFI Report

At their meeting on Monday - Quesnel Council will receive their 2014 SOFI or Statement of Financial Information Report, as per Section 2(3) of the Financial Information Act, Section 168 of the Community Charter and BC Regulation #371/1993, which includes how much the 7 elected officials of Quesnel Municipal Council made in 2014 plus individual Staff who made over $75,000 in salary plus collective Staff making below $75,000 in salary, also in 2014

For the financial year ending December 31st, 2014

As for the infamous "$100,000" Club - it stands at 4 in 2014.  Those making over $100,000 were:

1) Byron Johnson (City Manager/CAO) - $160,436.17 in salary with $5,836.91 in expenses
2) Kari Bolton (Dir of Corp/Fin Services) - $124,103.71 in salary with $11,436.08 in expenses
3) Jeff Norburn (Dir of Community Services) - $110,261.99 in salary with $2,197.42 in expenses

4) Sylvain Gauthier (Dir of Emergency Services) - $105,251.44 in salary with $3,874.91 in expenses

Total Staff Salaries paid for those making over $75,000 = $2,346,724.00 with expenses being $60,645.91 being submitted in 2014.  For the 2013 Financial Year - it was $1,997,993.92 in salary over $75,000 with expenses in 2013 being submitted of $26,974.89

Total Staff Salaries paid for those making under $75,000 = $6,959,214.72.  The previous year (2013), this was $7,070,974.64

The SOFI Report, in addition to reporting salaries/expenses for elected/appointed officials/regular Staff, also includes purchase of goods/services valued over $25,000 and any severance agreements paid out in 2014.  The City of Quesnel reports that 1 severance agreement was paid out in 2014 representing 3 months of compensation, based on value of salary & payment in lieu of benefits

All local governments (Quesnel, Wells, Williams Lake, 100 Mile House and Cariboo Regional District) are required to file their 2014 SOFI Report prior to Tuesday, June 30th as their financial year runs January to December and the SOFI Report is due 6 months after the close of the financial year while School Districts #27/28 do not have to have their SOFI Reports published until December 31st in each year because School Districts' financial year runs July 1st - June 30th
