WL Council Highlights - Sept 1st mtg

Present: Mayor W. Cobb; Councillors I. Bonnell, S. Nelson, J. Ryll, C. Smith, L. Walters and S. Zacharias

Meeting called to order at 6pm
Meeting Agenda approved/Mins of the Aug 18th Council meeting adopted

Delegations:

1) Richard Tremblay, Mine Manager and Ben Pierce, Geotech Engineer - Gibraltar Mines Ltd. appeared before Council to discuss their Water Discharge Process/Application

A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked Mssrs Tremblay/Pierce for their time/information

Resolved - That Council write a letter of support for Gibraltar Mines' Temporary Water Discharge Permit application

2) Martin Littlejohn, Ken MacInnis & Beth Holden appeared before Council to give an update on the BC Mountain Bike Symposium being held October 2 to 4, 2015 in Williams Lake

A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked the delegation for their time/information

3) Laura Klassen, Self Advocate Advisor, Williams Lake Association for Community Living appeared before Council to request approval of the Community Living Month Proclamation

A Question/Answer period ensued
Mayor Cobb, on behalf of Council, thanked Ms. Klassen for their time/information

Resolved - That the month of October 2015 be proclaimed as "Community Living Month" in the City of Williams Lake

Business:

1) Council received for information the cheque run for the periods of August 20 and 27

2) Council deferred to the next Council meeting consideration of 1st/2nd Readings to Zoning Amendment Bylaw No. 2237 (Joe Hamel - 1908 Hamel Rd/1999 Broadway Avenue South for a carriage home).  Council divided on the motion - Motion approved as follows:

Affirmative - Mayor Cobb; Councillors Nelson, Ryll, Smith, Walters and Zacharias
Negative - Councillor Ivan Bonnell

3) Council received an amended DVP Application from MacPine Developments Ltd for 18 Woodland Drive. The matter will be considered at the October 6, 2015 Regular City Council Meeting

4) Council gave approval for the 1st annual Fall Harvest Run and Event taking place at the Cariboo Memorial Recreation Complex on Sunday, October 18, 2015

5) Council adopted two Committee of the Whole recommendations as follows:

a) Council receive the letter from the Cariboo Regional District (CRD) dated July 29, 2015 regarding the joint grants for assistance process and the CRD be advised that in the absence of a valid Memorandum of Understanding with the CRD, the City will be reviewing and approving applications for Grants-in-Aid independently.

b) Council support in principle the redevelopment of the ball field beside the Cariboo Memorial Recreation Complex and Staff be directed to develop a proposed agreement with the CRD around use and maintenance of the space; and further, that Staff investigate options for the Fifth Avenue North and Proctor Street intersection redevelopment and funding options for said project.

6) Council gave approval for a Special Occasion Liquor License to the WL Daybreak Rotary for an event to be held from 5:00 PM to 11:00 PM on Saturday, September 19, 2015 at the Williams Lake Stampede Grounds in the beer garden area

7) Council proclaimed September 9, 2015 as "Fetal Alcohol Spectrum Disorders Awareness Day" in the City of Williams Lake as well as proclaiming October 1st as International Day of Older Persons" in the City of Williams Lake

8) Council received the September 1st "Council Information Package" as follows:

• July 23, 2015 - Just Alive Consulting 'End of Life Guide';
• August 21, 2015 - CRD Board Highlights.

Members of Council gave oral reports on their recent activities within the City

Resolved - That a letter of support be provided for Mt Polley's Short Term Water Discharge Permit application
