Quesnel Council Highlights - January 8th mtg

Cannabis Retail Sales and Production Facility - Land Use Policy
Council has given first reading to the City of Quesnel Zoning Amendment Bylaw 1863 that develops land use policy around Cannabis Retail Sales Outlets and Cannabis Production Facilities. Highlights of the proposed land use policies for Cannabis Retail Sales are:
  • Prohibits outlets to be located within 100 meters of separation from schools, parks and playgrounds
  • Prohibits outlets to be located within 50 meters of a residential zoned property
  • Does not regulate the distances between Cannabis Retail Sales Outlets
  • Does not regulate the number of Cannabis Retail Sales Outlets
Cannabit Retail Sales Outlets would be permitted in the following zones:
  • Central Business District Commercial
  • West Quesnel Business District
  • Highway Commercial Zones
  • Regional Shopping Centre Zones
Cannabis Production Facilities would be permitted in the Light Industrial zone.

  • February 5, 2019 – 6 pm, Tuesday, City Hall Council Chambers – Public Hearing
  • February 5, 2019 – Regular Council Meeting (After Public Hearing has Adjourned) - Second/Third Bylaw Readings
  • February 6 - 8, 2019 – Notices Issued for Any Application(s) in Progress
  • February 19, 2019 – License Review of Any Application(s) Received by the Liquor Cannabis Regulation Branch by January 15, 2019
  • February 19, 2019 - Final Adoption of Bylaw

Financial Plan Amendment
Council approved the first three bylaw readings of the City of Quesnel 2018 to 2022 Financial Plan Amendment Bylaw 1861. The 2018 to 2022 Financial Plan amendments include the following:
  • Gas Tax Reserve - Increase budget for the Solid Waste Review from $50,000 to $102,000;
  • Equipment Reserve Fund – Purchase of New Snow Blower $175,000, plus taxes;
  • Snow Removal Reserve – Snow Removal Operations to Continue as Normal; $250,000 from Snow Reserve to cover up to $250,000 budget overrun
  • Tax Stabilization Reserve – $180,000 to be Returned to West Fraser for MDF Plant Assessment Appeal




Bylaws
Council approved the first three bylaw readings of the City of Quesnel 2018 to 2022 Financial Plan Amendment Bylaw 1861. The 2018 to 2022 Financial Plan amendments include the following:
  • 1859 – City of Quesnel Council Procedure – Second and Third Readings
  • 1861 – 2018 Financial Plan Amendment – First, Second, Third Readings
  • 1862 – West Quesnel Business Association – Local Service Area – First and Second Readings
  • 1863 – Cannabis Zoning Amendment – Retail Outlets and Production Facilities – First Reading AND Set Public Hearing for 6pm, Tuesday, February 5, 2019 at City Hall Council Chambers
