WL Council Highlights - Aug 11th, 2020

Present - Mayor Cobb; Councillors Bonnell, Brenner, Nelson, Ryll, Smith and Boehm (via teleconference)

Meeting Agenda adopted

Minutes of Regular Meeting of Council held July 14, 2020 and Special Meeting of Council held July 28, 2020 were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated July 14, 16, 20, 22, 23, 27, 28, 30, and 31 2020

2) Council gave 1st, 2nd and 3rd Readings to “City of Williams Lake Financial Plan Amendment Bylaw No. 2330, 2020”

3) After receiving input from one member of the public -- Council received/approved the 2019 Annual Report in accordance with Section 98 of the Community Charter

4) Council ratified email polls as follows:

a)  Setting of Public Hearing Date for Official Community Plan and Zoning Amendment Bylaws No. 2333 & 2334 - 600 Eleventh Avenue North (Grassland Equipment Ltd.)

b) Temporary Road Closure for 2020 Pride Parade on July 25th, 2020 

c) Lake Harvester Purchase

5) Council appointed Councillor Nelson as the City of Williams Lake delegate to the Municipal Insurance Association of BC, and Councillors Smith and Mayor Cobb be appointed as first and second alternates, respectively

6) Council adopted City of Williams Lake Permissive Property Tax Exemption Amendment Bylaw No. 2340, 2020

7) Council agreed to provide a letter of support for the Northern Secwepemc Cultural Society's application to the Community, Culture and Recreation Infrastructure stream of the Canada - British Columbia Investing in Canada Infrastructure Program for funding toward the development of a new Cultural Centre at 108 Mile House

Council recessed at 6:58pm for Public Hearing on Bylaws 2333/2334

Meeting resumed at 7:02pm

Business, cont:

8) Following the Public Hearing, Council gave 3rd Reading to Official Community Plan Amendment Bylaw No. 2333, 2020 and Zoning Amendment Bylaw No. 2334, 2020 and directed Bylaw #2334, 2020 be forwarded to the Ministry of Transportation for approval, pursuant to Section 52 of the Transportation Act

9) Late Item - Council received for information a report from City Staff regarding an update on the City's 2020 Pavement Rehabilitation program

10) Council received the 'Council Information Package' as of August 11th, 2020

Members of Council provided verbal reports on their recent activities

The CAO provided a update on City Operations/COVID-19 

Media Question Period -- the Mayor responded to questions (Boitanio Mall 2nd Floor re-development & Dog Creek Road (City portion) sloughing)
