WL Council Highlights - Dec 7th mtg

Present: Mayor W. Cobb; Councillors Boehm, Bonnell, Brenner, Nelson, Ryll, Smith

Meeting called to order at 6:00pm and Mayor Cobb recognized that the meeting was taking place on traditional Shuswap territory 

Meeting Agenda adopted

Minutes of the Council meeting held November 23rd, 2021 were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated November 18, 19, 25, December 2 and 3, 2021

2) Council approved compensation and registration expenses for interested Council members to attend the virtual BC Natural Resources Forum from January 18 to 20, 2022

3) Council directed the use of the remaining funds from previously allocated COVID Safe Restart Grant for the following uses: 

To provide a 50% Business License Fee Relief in 2022 (estimated at $80,000), to be funded from remaining funds from allocations to COVID Business Support - $67,385 and COVID Community Events - $12,615; 

To provide up to 20 hardship grants for non-profit organizations serving the Williams Lake Community in the amount of $1,250 each (total $25,000), with staff being delegated the authority to allocate these grants on a first come, first serve basis where COVID-19 related hardship is demonstrated, to be funded from remaining funds allocated to COVID Community Events - $25,000;  

Remodelling of the Kiwanis Park tennis court to provide pickleball courts, to be funded by all remaining funds from COVID Friendly Recreation allocation - $39,759, supplemented by funds from allocation to COVID Community Events - $8,241; and 

Adding the remaining $4,414 from COVID Community Events allocation to the Pandemic Fund.

4) Council approved their meeting schedule for 2022 and staff were directed to update committee procedures/practices to enhance the use of standing committees in 2022 and that Committee of Whole Council meetings be scheduled less frequently and no longer live-streamed starting in to 2022

5) Council approved the 2022 Acting Mayor roster until October 2022.  The November 2022 Acting Mayor will be determined upon the new Williams Lake Municipal Council being sworn in - in early November 2022

6) Council received the 2022 Council Appointments List, as determined by Mayor Cobb

7) Council appointed Councillor Craig Smith to the Northern Development Initiative Trust Regional Advisory Committee as the City's Director for 2021/2022 and Mayor Walt Cobb as the City's Alternate Director

8) Council appointed Councillor Scott Nelson as the City of Williams Lake delegate to the Municipal Insurance Association of BC for 2022 and Councillor Craig Smith and Mayor Walt Cobb be appointed as first and second alternates, respectively

9) Council proclaimed January 2, 2022 as "Wrestling Day" in the City of Williams Lake, pursuant to Policy No. 115.

10) At the request of Councillor S. Nelson -- Council agreed to request a meeting with the School District #27 Board and the Williams Lake First Nation Council regarding the Poplar Glade School site for redevelopment

11) Following a Public Input Period -- Council approved Development Permit No. 06-2021 for Read Jones Christoffersen Ltd. / CBRE Ltd., on behalf the Ministry of Citizens’ Services, for construction of an outdoor boat storage addition to the existing building located at 1010 Mackenzie Avenue South

12) Council ratified an email poll resolution as follows:

Council authorize a letter be sent to BC Housing endorsing the Emergency Cold Weather Action Plan, submitted by Canadian Mental Health Association, which establishes the temporary opening of a warming shelter from December 2021 to March 31, 2022, located at the Hamilton Hotel, and further, allocating $20,000 from the City’s UBCM Strengthening Communities Fund allotment to support this project

13) Council ratified an email poll resolution as follows:

Council authorize the 2021 Annual Winter Lights Festival and tree lighting to be held in the BIA parking lot at 327 Oliver Street on Saturday, December 4, 2021 from 4:00 to 5:00 PM, subject to approval of the public health authority, be ratified; and further, Council and the community be encouraged to attend

14) Council agreed to provide a letter of support to the City of Kamloops in regards to the notice of motion passed at their November 30, 2021 Council meeting regarding RCMP contract policing municipal cost increases and joining the Federation of Canadian Municipalities in calling on the federal government to absorb all retroactive costs associated with the implementation of the new RCMP labour relations regime and to ensure municipalities are properly consulted with prior to any future implementation of measures impacting municipal budgets.

15) Late Item #1 - Council authorized the Museum of the Cariboo-Chilcotin Last Chance Craft Fair/horse drawn wagon rides, along the route as outlined, from 12:00 PM and 3:00 PM on Saturday, December 18th

16) Late Item #2 - Council authorized the following:

 approve extension to 2022 the agency agreement with HUB International to allow more time for comparison of insurance options between HUB’s and Municipal Insurance Association of BC proposals and the CFO report back to Council on the next steps... 

17) Council received the 'Council Information Package' as of December 7th, 2021

Motion to proceed to a Closed (In-Camera) Council Meeting:

Council now resolve into a Closed Meeting, following adjournment of the Open Council Meeting, according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interest of the municipality if they were held in public
