WL Council Highlights - July 19th meeting

Present: Mayor W. Cobb; Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith

Meeting called to order at 6:00pm

The Mayor recognized that the meeting was taking place on the original homeland of Northern Secwepemc (Shuswap) peoples within Secwepemculecw

Meeting agenda adopted
Minutes of the previous City Council meeting held on July 5th, 2022 were received/adopted

Business:

1) Late Item #1 -- Council received the submission from the Williams Lake Public Art Committee and approved the selected project for the matching annual allocation of $5000.00 

2) Council received for information the accounts payable computer cheque and EFT listings dated July 7, 14 and 15, 2022

3) Council gave City of Williams Lake Financial Plan Amendment Bylaw No. 2369, 2022 first three readings

4) Council received for information the report of the Executive Assistant regarding FCM/Federation of Canadian Municipalities travel costs for Councillor Brenner, if selected to serve on FCM Committees' 

5) Council received for information the report of the Public Hearing for Zoning Amendment Bylaw No. 2368 held July 5, 2022

6) Council accepted a Zoning Bylaw Amendment application from Amanda Bermingham, Sella Arts Tattoo Studio, on behalf of Gerald William Pike., requesting to amend the City of Williams Lake Zoning Bylaw No. 1825, 2002 for property at 395A Mackenzie Avenue; First and Second reading be given to Zoning Amendment Bylaw No. 2372, 2022 and a public hearing be scheduled on August 16th

7) , Council authorized the City of Williams Lake to enter into a Memorandum of Understanding (MOU) with the Ministry of Transportation and Infrastructure (MoTI) and the Cariboo Regional District (CRD) with the intent of sharing information, collaboration, and coordination related to the investigation and assessment of the Hodgson Landslide Complex (HLC)

8) Council ratified an email poll authorizing an application to the Age Friendly Communities program for a planning project to assesses the viability of a Senior’s Homesharing program as an option to address the need for safe affordable and accessible housing for Seniors in the community

9) Council received a request to renew the Williams Lake Daycare Society Lease, that the matter return to Council for formal consideration of approval at its' August 16, 2022 Regular Council Meeting, and Council agreed to waive historical uncollected rent for this lease totalling $5,000

10) Council received for information the memorandum from Councillor Ivan Bonnell regarding a summary of the July 8, 2022 Cariboo Regional District Board Meeting

11) Council authorized City Staff to work with the Northern Shuswap Tribal Council for installing banners on an annual basis from July 31-October 7, in recognition and support of Indigenous reconciliation and Orange Shirt Day

12) Council received for information the report of the Director of Community Services regarding aquatic lesson program changes

13) Council approved the direct award of the Williams Lake Disc Golf Course project to Indesign Disc Golf with a cost for services outlined in the attached documents to not exceed $77,361.00; and further that Council authorize the Director of Municipal Services and the Director of Community Services to work with the Indesign Disc Golf team on all required paperwork, permits and agreements to ensure the project is completed on time and within the allocated funds

14) Council adopted "City of Williams Lake Fee Amendment Bylaw No. 2370, 2022"

15) Council received a letter from the Williams Lake Old Age Pensioners Organization Branch #93 dated June 28, 2022 thanking the City for the Event Hosting Grant and staff support

16) Council gave approval for the BGC Williams Lake Club temporary street closure of the alley connecting Third Avenue South and Fourth Avenue South (1/2 of the alleyway that borders BGC property only) and a small portion of Fourth Avenue South for the BGC of Williams Lake and District’s 20th Annual Family Street Party taking place on Wednesday, August 31, 2022

17) Council endorsed the following Resolution in relation to In-Camera Report #07-2022:

That, pursuant to the July 11th report of the Procurement & Asset Management Coordinator together with In-Camera Report #07-2022 the poll of Council conducted on July 13, 2022 regarding the award of the new aviation fuel tank project at the Williams Lake Regional Airport to Williams Petroleum Ltd for the tendered price of $150,304.00 excluding all applicable taxes, be ratified.

18) Late Item #2 -- Council approved the proposed fire service agreement between the City of Williams Lake and the Williams Lake First Nation for the IR #6 property (Unity, Sugar Cane Cannabis, and the Osprey Nest)

19) Late Item #3 -- Council was informed of the additional streets proposed to be added to the Asphalt Rehabilitation 2022 paving project in order to make full use of budget; And further, pursuant to Public Works Committee Report 03-222, Council review the request for updated sidewalks along 4th Avenue North as part of the broader paving project when the street is scheduled for upgrades and the inquirer be so notified

20) Council received the Council Information Package as of July 19th, 2022

Council received updates regarding the COVID-19 pandemic as well as an update from the Williams Lake Emergency Operations Centre

Council adjourned at 6:27pm
