WL Council Highlights - July 5th mtg

Present: Mayor W. Cobb; Councillors Boehm, Bonnell, Brenner, Nelson, Ryll, Smith

Meeting called to order - 6:03pm following adjournment of the Public Hearing respecting Zoning Amendment Bylaw #2368, 2022 (2012 Mackenzie Avenue North - Glendale area)

The Mayor recognized that the meeting was taking place on the traditional, unceded and ancestral homelands of the Williams Lake First Nation within Secwepemculecw 

The Mayor also reflected on the successes of the 94th Williams Lake Stampede and the unfortunate incident of the afternoon of Sunday, July 3rd at the WL Stampede Grounds

Minutes of the previous City Council meeting held on June 21st, 2022 were received/adopted

Report from Public Hearing:

Following a Statutory Public Hearing -- Council gave 3rd Reading and Adoption to Zoning Amendment Bylaw No. 2368, 2022 for property at 2012 Mackenzie Avenue North

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated June 23 and 30, 2022

2) Council gave 1st, 2nd and 3rd Readings to "City of Williams Lake Fee Amendment Bylaw No. 2370, 2022 (Section 58 Removal of Notice on Title Fee)

3) Council endorsed a recommendation from its' Public Works Committee (Councillor Jason Ryll, Chair) as follows:

That Public Works Committee Report #04-2022 and the letter from Katie Galliazzo dated June 2, 2022 regarding Cataline Elementary and Blair Street crosswalks be received and the electronic speed tracking sign be installed in the area in September; and further, that a letter be sent to the inquirer (and copied to the RCMP and School District No. 27) reporting on this plan for the speed sign and noting that line painting in the area will be completed soon and that City signage in the area has been reviewed and deemed adequate

4) Council authorized staff to allocate up to $700,000 to review options and construct a suitable replacement for the power line to the sewage treatment plant that was destroyed by a landslide

5) Council approved the proposed Recreation Facilities Allocation Policy upon receiving a positive recommendation from the Central Cariboo Joint Committee to proceed

6) Council received for information an update from City Staff regarding City of Williams Lake park, facility and green space bookings and summer program opportunities

7) Council endorsed a recommendation from its' Executive Committee (Mayor Walt Cobb, Chair) as follows:

That the report of the Director of Municipal Services dated June 13, 2022, together with Public Works Committee Report #05-2022 and the letter from David Ireland and Lyle Connatty dated June 9, 2022, regarding lease rates for noncommercial airport hangars be received and Council maintain its existing policy of a uniform $1.86/m2 plus a CPI increase for any airport hangar lease at the Williams Lake Regional Airport, and that a letter explaining this decision be sent to the inquiring lease holders

8) Council approved the date change of the 9th Annual Soap Box Derby held by Cariboo GM to be held now on Thursday, August 4, 2022 from 4:00 PM to 9:00 PM on Fourth Avenue from the top of the Barnard Street intersection to Mackenzie Avenue South

9) Council received the minutes of the Central Cariboo Joint Committee meeting held on June 22nd, 2022

10) Council proclaimed the following events:

a) "Special Olympics Global Week of Inclusion" -- July 18 to 24, 2022
b) "Williams Lake LGBTQ2+ Pride Week" -- August 15 to 21, 2022

11) Council dealt with Late Items, as follows:

a) Council approved the proposed amendments to Fee for Service Policy No. 152 re annual reporting and deadlines

b) Council received a letter from the Ministry of Forests - Cariboo Natural Resource Region dated June 30, 2022, together with and in response to the City's letter dated June 22, 2022 requesting the Province to initiate ongoing monitoring and permanent risk reduction measures for the beaver dam above Juniper Street in the South Lakeside neighbourhood of Williams Lake and the Province be requested to trap the beaver and re-locate it elsewhere

12) Council received the Council Information Package (2 items) as of July 5th, 2022

Council received the following updates:

Members of Council provided verbal reports on their recent activities.  Mayor Cobb advised that this will be the last time that this 2018-2022 Williams Lake City Council will have a "Roundtable Session" until after the October 15th, 2022 City of Williams Lake Local General Election. as per Section 18(3) of Council Procedure Bylaw #2343, 2021 (click here)

At 7:03pm -- Council agreed to a Resolution to proceed to a Special Closed (In-Camera) Council Meeting, as follows:

That Council now resolve into a Closed Meeting according to Section 92 of the Community Charter for discussion of items identified under Section 90 (1) (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose; (j) information that is prohibited, or information that if it were presented in a document would be prohibited, from disclosure, under Section 21 of the Freedom of Information and Protection of Privacy Act; and (k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interest of the municipality if they were held in public.
