WL Council Highlights - July 2nd mtg

Council Present:

Mayor Cook and Councillors Bonnell, Bourdon, Hughes, Rathor, Walters and Zacharias

Meeting called to order at 6pm
Agenda adopted and Minutes of June 18th (Regular) and June 25th (Special) Council meetings adopted

Delegation:

1) Tatjana Bates and Cody Slinn from the Williams Lake Food Policy Council appeared before Council to give an update on the Food Council's activities

Business:

1) Council received for information the cheque runs for the weeks of June 20th and 27th

2) Council received for information Mayor Cook's Bi-Weekly activity report

3) After 3 people spoke and an attempt by Councillor Rathor to defer the approval of the DVP pending discussions with Staff/applicant for 2 weeks as per public submissions failed, Council rejected DVP #4-2013 (Eagle Crescent extension - Luigi Mandarino) by the following vote:

Negative - Mayor Cook and Councillors Zacharias and Walters
Affirmative - Councillors Bonnell, Bourdon, Hughes and Rathor

4) Council approved DP #3-2013 (1148 South Broadway Avenue) by the following vote:

Affirmative - Mayor Cook and Councillors Bonnell, Bourdon, Rathor, Walters and Zacharias
Negative - Councillor Hughes

5) Council gave 2nd Reading to Bylaws #2187/2188 (1148 Broadway Avenue South) by the following vote:

Affirmative - Mayor Cook and Councillors Bonnell, Bourdon, Rathor, Walters and Zacharias
Negative - Councillor Hughes

Mayor Cook declared a conflict of interest, given she resides on Woodland Drive and left the meeting.  Acting Mayor Ivan Bonnell assumed the Chair

6) Council authorized entering into an easement agreement with Mr. Troy Weil to allow the hydro service to enter the Woodland Drive reservoir site from a pole belonging to BC Hydro that is located on Mr. Weil’s property (244 Woodland Dr) at a cost not to exceed $18,000 with funds for this project to be taken from the Water Operating Fund by the following vote:

Affirmative - Councillors Bonnell, Rathor, Walters and Zacharias
Negative - Councillors Bourdon and Hughes

Mayor Cook returned to the meeting and reassumed the Chair

7) Council received the Traffic Control Review report dated January 2013 by McElhanney Consulting Services Ltd. and authorized City Staff to make the necessary changes to both traffic signage and line markings as per the recommendations in the Traffic Control Review report.

8) Council awarded the Stormwater Management Phase 5 tender to Peterson Contracting Ltd. for a total of $850,279.50, excluding applicable taxes, and the engineering construction services contract to TRUE Consulting Group for a total of $30,000.00, excluding applicable taxes

9) Council received an application for DP #4-2013 (25 Old Hodgson Road - Chevon Commercial Station) and directed that it be formally considered at the July 16th Council meeting

Councillor Hughes declared a conflict of interest on the next item and left the meeting 

10) Council gave 1st reading to Bylaws #2185/2186 (907 Proctor St - Shirley Cameron)

Councillor Hughes returned to the meeting

11) Council authorized Mayor Cook and the Corporate Officer to sign the Project Comeback contract with the Fraser Basin Council

12) Council adopted 3 Committee of the Whole Recommendations as follows:

a) Council waive the minimum surplus balance for the Airport Operating Reserve fund and transfer $20,000 from this fund to support the Pay Parking Controller Upgrade for the Williams Lake Regional Airport

b) Council waive the minimum surplus balance for the Airport Operating Reserve fund and transfer $22,030 from this fund
for increased hours for the Airport Operator III position for the Williams Lake Regional Airport

Above recommendation adopted by following vote:

Affirmative - Mayor Cook and Councillors Bourdon, Hughes, Rathor, Walters and Zacharias
Negative - Councillor Bonnell

c) Council authorize Staff to investigate the opportunity to acquire for the City's strategic interests the purchase or long term lease of the following School District No. 27 owned properties:
• Glencoe (old Soda Creek Road) - Lot A, West Fraser Road, Williams Lake;
• Glendale School - 4100 N. Mackenzie Avenue, Williams Lake;
• Kwaleen School - 1727 South Lakeside Drive, Williams Lake;
• Poplar Glade School - 11th Avenue, Williams Lake.

13) Council received a letter from Neil Mason in regards to traffic safety concerns around the intersection of Frizzi Road and Soda Creek Road and Council authorized Staff to consult with the Saw Mills, Log Truckers Association and CN Rail and proceed with the installation of stop signs on the Soda Creek approaches to the Frizzi Road connector as recommended in the January 2013 Traffic Control Review report by McElhanney Consulting Services Ltd.

14) Mayor Cook or her alternate was authorized to attend Quesnel's Billy Barker Days Festival on July 20, 2013

15) Council received a letter from BC Transit regarding Williams Lakenot been identified for expansion for the Annual Operating Agreement periods of 2014-2015 through 2016-2017

16) Council received the 'Council Information Package' as follows:

That the Council Information Package for July 2, 2013 containing the following be received for information:
• June 2013 - NCLGA Connector No. 118;
• June 13, 2013 - City of North Vancouver re Support of Genetically Engineered Free Zone;
• June 20, 2013 - Taseko News Release re New Prosperity Project Advances to Final Stage in Public Process;
• June 26, 2013 - UBCM The Compass - Registration Now Open for 2013 UBCM Convention;
• June 27, 2013 - CRD Board Highlights.

Editor's Notes : 

1) Mayor Cook, on reply to Councillor Rathor, said the 'Roundtable' portion of Williams Lake City Council meetings' was 'being abused' and hence why it is not currently used at Council meetings.  I'd like to see her provide evidence of this because I'm not aware of it being abused, although I would agree with her that any Councillor(s) running against her in the next election should not use 'Roundtable' to attack her political record during an election period.  All Council Members are supposed to be equal, not 1 rule for the Mayor and 1 rule for Councillors

2) Council defeating DVP #4-2013 -- this was disappointing, given the fact Staff supported the DVP.  I understand the applicant (L. Mandarino) has been in contact with former Mayor Scott Nelson who in turn was in contact with Councillor Rathor who voted against the issuance of the DVP.  I've encouraged Councillor Rathor, who has agreed to my request, to meet with Mr. Mandarino tomorrow to explain his decision to him - face to face

Tomorrow - I'll have a blog post about business tax rates vs the residential tax rate and Williams Lake does very well compared to its' counterparts in the Cariboo-Chilcotin
