COW Mtg (WL Council) - May 6th

Present - Mayor Cook and Councillors Bonnell, Bourdon, Hughes, Rathor, and Walters

Staff - D. Garceau, City Manager; M. Stewart, Director of Finance; C. Bouchard, Mgr of Legislative Services/Corporate Officer; G. Goodall, GM of Planning/Ops; B. Foote, Bylaw Officer; G. Martin, Senior Bylaw Officer and D. Radolla, Mgr of Active Living

Meeting called to order at 6pm
Meeting agenda approved
Minutes from the Regular COW Meeting of April 15th and Special COW Meetings of April 22nd and 28th were adopted

Delegations:


1) Roger Solly from PMT Chartered Accountants appeared before the Committee to present the 2013 City of Williams Lake Audited Financial Statements

A Question/Answer period ensued

Mayor Cook, on behalf of the Committee, thanked Mr. Solly for his presentation

Committee Actions --

a) That the Auditor's Letter be received and referred to Staff for follow-up.

b) That it be recommended to Council --

The 2013 Audited Financial Statements be approved

c) That a letter of appreciation be forwarded to the Finance Department for their hard work for the 2013 Financial Statements

2) Inspector Warren Brown from the Williams Lake RCMP Detachment appeared before the Committee to present his Detachment's 2014-2015 Annual Performance Plan

A Question/Answer period ensued

Mayor Cook, on behalf of the Committee, thanked Inspector Brown for his presentation

Committee Action - That the delegation be received

Business:

1) Second Hand Business Bylaw

The Bylaw Officer presented the draft Bylaw to the Committee - read the presentation here
Discussion ensued thereon

Committee Action -- Refer item back to Planning/Operations Committee to review comments on Draft 2nd Hand Business Bylaw at this meeting and report back to a future Committee of the Whole meeting

2) On-Street Disabled Parking Recommendations

The Manager of Active Living presented her report to the Committee
Discussion ensued thereon

Committee Action -- That Staff report back on consultation and an analysis of total parking spots vs number of disabled parking spots required.  Approved by the following vote:

Affirmative - Mayor Cook and Councillors Bonnell, Bourdon, Hughes
Negative - Councillors Rathor and Walters

3) Zoning Amendment re Disabled Off-Street Parking Requirements

Committee Action -- That this matter be deferred to a future Committee of the Whole meeting

The Committee adjourned at 8:31pm
