WL Council Highlights - Aug 19th mtg

Meeting called to order at 6pm
Agenda approved/Mins of July 22nd WL Council mtg approved

Delegation:

Greg Van Soest and Darren Getz appeared before Council to discuss Boat Launch Water Access and Parking Restrictions along Dutch Point Road

A Question Period ensued

Mayor Cook, on behalf of Council, thanked Mssrs Van Soest/Getz for their time/information

Resolved -- That the delegation be received and further, the letter from Ryan Van Soest dated July 17, 2014 containing the petition with 319 signatures regarding boat launch access and parking restrictions on Dutch Point Road be received.

Business:

1) Council received the accounts payable cheque listing for the periods of July 24 and 31 & August 7 and 14, 2014

2) After receiving no public input - Council approved Development Permit #3/14 (800-1185 Prosperity Way)

3) Council approved renewal of Airport Lease #CWL1900 between the City of Williams Lake and Canadian Helicopters Ltd. for a two-year term effective July 1, 2014 at an annual fee of $3,455.88, excluding applicable taxes

4) After receiving no public input - Council approved Development Permit #12-2014 (199 Eagle Crescent) by the following vote:

Affirmative - Mayor Cook and Councillors Rathor, Walters and Zacharias
Negative - Councillor Hughes

5) Council gave 1st/2nd Reading to Zoning Amendment Bylaw #2220, 2014 (Mark Chipman, 533 Gibbon St)

6) Council approved additional budget amounts of $70,360 from the Water Reserve Fund and $93,000 from the Sewer Reserve Fund in order to complete capital projects started in 2013.

7) Council approved the Terry Fox Run event being held on Sunday, September 14th

Council recessed its' meeting at 6:55pm to conduct Public Hearing on Bylaw #2217
Council resumed its' meeting at 7:04pm

8) After a public hearing - Council gave 3rd reading to Zoning Amendment Bylaw #2217, 2014 (3020 Airport Rd).  Bylaw #2217 will now be forwarded to the Ministry of Transportation, pursuant to Section 52 of the Transportation Act

9) Council approved 2 Committee of the Whole recommendations as follows:

a) That Committee of Whole Council Report #25-2014 and the report of the Purchasing Agent dated August 12, 2014 be received and pursuant to the report of the Director of Protective Services dated August 14, 2014, Council award the Request for Proposals to purchase a fire pumper truck to Rocky Mountain Phoenix for the bid price of $514,068 plus applicable taxes, for the 2015 budget with the down payment of approximately 10% being approved from the equipment reserve.

b) That pursuant to Committee of Whole Council Report #26-2014, the report of the Planner dated July 25, 2014 be received and Staff be directed to implement Dutch Point mitigation measures as amended as follows:

• Discuss with CN Rail and investigate costs to widen Dutch Point Road where possible to allow for some parking and provision of a turn-around;
• Work with Scout Island operators to extend gate hours;
• Bylaw Department to continue increased enforcement of City bylaws in the area, and work with RCMP to enforce parking, disorderly, drunkenness and noise violations;
• Develop improved signage;
• Develop a communication plan to the City residents regarding available lake accesses and boat launch areas;
• Investigate limiting Dutch Point Road access to pedestrians only;
• and further, Staff investigate a secondary boat launch area on the lake.

10) Council received a letter from the Green Communities Committee congratulating the City's successful efforts to measure and reduce our corporate greenhouse gas emissions in 2013 be received with appreciation.

11) Council proclaimed the month of Sept 2014 as "Prostate Cancer Awareness Month"

12) Council received the 'Council Information Package' as follows:

• BC Assessment Authority Property Photo Update Initiative Information;
• Northern Development Initiative Trust Quarterly Update - Summer 2014

13) Council received the monthly activities report of Mayor Cook for the period ending August 15, 2014 - read here.  Mayor Cook noted that this will be her final activity report prior to the November 15th civic election
