Williams Lake Council Highlights - March 24th mtg

Present via Teleconference - Councillors S. Nelson, C. Smith, M. Brenner and J. Ryll

Meeting called to order at 6pm

Meeting Agenda approved
Minutes of the March 10th, 2020 Council meeting were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated March 9, 11, 12 and 19, 2020

2) Council endorsed an application to the Airports Capital Assistance Program (ACAP) for up to $438,000, at 89.5% funding, for the purchase of a new 2500 Tonne Self-Propelled Snowblower; and further, $51,500 be allocated from Airport reserves toward the project

3) Council approved Development Permit #4-2020 (BC Hydro/835 2nd Avenue North)

4) Council approved Development Permit #6-2020 (Ministry of Citizens Services/280A 3rd Avenue North). Council divided - Approved by the following vote:

Affirmative - Councillors Bonnell, Brenner, Boehm, Nelson, Smith, and Ryll
Negative - Mayor W. Cobb

5) Council ratified a email poll authorizing award of the contract for the supply of one (1) Aerial, Rear Mount, 78’ Ladder Truck to Associated Fire Safety, the bidder offering the “best value” for the tendered price of $1,176,678.49, excluding applicable taxes

6) Council approved the purchase of a 2020 1/2 Ton four door 4X4 pick-up truck from Metro Motors for the purchase price of $47,294.00, including PST only

7) Council received the Child Care Needs Assessment and Action Plan dated March 2020 prepared for the City of Williams Lake by the Social Planning Council of Williams Lake and Area, and endorsed submission of the plan to UBCM

8) Council approved 2 Committee of the Whole recommendations, as follows:

a) That pursuant to Community Services Committee Report #01-2020 and City of Williams Lake Street & Park Naming Policy No. 157, Council approve the Street Naming application for Kayla Moleschi and add the name “Moleschi” to the list of approved names for consideration in future street naming processes; and further, Policy No. 157 be amended to include a new category under Section 3 for this and future name submissions for the time-frame of 2001 to 2030.

b) That pursuant to Community Services Committee Report #02-2020, the City of Williams Lake’s current budgeted park maintenance costs be referred to Staff for further investigation and a report back to Council for consideration to submit a request to the Cariboo Regional District to enter into a cost-sharing agreement for the municipal parks/recreation facilities that provide mutual benefit to both the residents of the City and the surrounding areas.

9) Council reconsidered and adopted 2020-2024 Financial Plan Bylaw No. 2326, 2020

10) Council proclaimed April 28th, 2020 as "Day of Mourning" in the City of Williams Lake

11) Council reported out on an In-Camera Resolution, as follows:

a) Council appoint Margaret Doering, Alisa Watts and Monique Goward as members of the Accessibility Advisory Committee for the 2020-2021 term
