Meeting Agenda, as amended (3 late items), adopted
Minutes of the WL City Council meeting held on April 21st were received/adopted
Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated April 17, 20, 23, 27 and 30, 2020
2) Council ratified an email poll authorizing the month of May 2020 to be proclaimed "Hospice Palliative Care Awareness Month" in the City of Williams Lake
Councillor Nelson declared a conflict of interest on the next item and left the meeting
3) Council approved the Downtown Revitalization Tax Exemption application from 1190201 BC Ltd. for façade improvements to the multi-tenant commercial property located at 665 Oliver Street, issuing a certificate for the 2020 property value increase; and that Council authorization be given to enter into a Revitalization Tax Exemption Agreement
Councillor Nelson returned to the meeting. Councillor Smith declared a conflict of interest on the next item and left the meeting
4) Council ratified an email poll authorizing the use of the City logo on signage to be displayed in participating Williams Lake businesses, promoting the use of non-medical masks while shopping during the COVID-19 pandemic

5) Council ratified an email poll authorizing award of the Pavement Rehabilitation 2020 contract to Key-West Asphalt Ltd. for a total construction tender amount of $579,936, excluding GST, for a total paving project value of $706,896 with contingency and engineering
6) Upon recommendation from the Public Works Committee --
a) Council authorized Staff to refund the owners of 752 Pearkes Drive for one year of sewer charges, being $181.32
b) Council denied a request from Ms. Christa Champagne requesting reimbursement of expenses incurred due to vehicular damages associated with an incident involving a pothole on a municipal road
7) Council ratified a recommendation from Central Cariboo Joint Committee as follows:
That pursuant to Joint Committee Report #01- 2020, the agenda item summary of Lore Schick, Deputy Corporate Officer/Executive Assistant, Cariboo Regional District dated February 19, 2020 regarding the Central Cariboo Joint Committee Terms of Reference be received and the following amendments be made:
a) Remove Directors for Electoral Areas J and K from the
membership;
b) Amend Williams Lake City Council membership to include 3
Council members, with Quorum being set at 2;
c) Amend Co-Chairs section to read that the Co-Chair from the City
will be appointed by Council; and
d) Change meeting start time to 5:30 PM
And that Councillors Boehm, Bonnell and Ryll serve as Council appointees to the Central Cariboo/City of WL Joint Committee with all other members of Council to serve as Alternates
8) Council adopted 2020 Municipal Tax Rate Bylaw No. 2327, 2020
9) Council proclaimed the month of May 2020 be proclaimed "National Missing Children's Month" and May 25,2020 be proclaimed "Missing Children's Day" in the City of
Williams Lake
Councillor Smith declared a conflict of interest on the next item and left the meeting
10) Council brought forward, for public information, a In-Camera Resolution/Letter to WL Indian Band Chief/Council in respect of Indigenous Bloom on Mackenzie Avenue South
11) Council considered Late Items as follows:
a) Council endorsed Potato House Sustainable Community Society 's application to Heritage BC's 'Heritage Legacy Fund' for up to $20,000 toward their project for the restoration and preservation of the interior heritage components of the Potato House.
Councillor Smith returned to the meeting
b) Council authorize the raising of the Royal Purple flag during the week of May 10 to 16, 2020 for "Canadian Royal Purple Week"
c) Council agreed to provide a letter of support to Community Futures Cariboo Chilcotin for their
application to the NDIT Regional Business Liaison Program
12) Council received the 'Council Information Package' as of May 5th, 2020
The CAO provided a "COV-19 Community Update" to Council
Members of Council provided an verbal update on their recent activities
