CRD Committee of the Whole Session Highlights - March 4th mtg

Procedural Motion -- Close Meeting to Public Attendance:

RESOLVED -- That members of the public are not permitted to physically attend the March 4, 2021 meeting of the Finance/Budget Committee due to the COVID-19 pandemic. As per Ministerial Order from the Minister of Public Safety and Solicitor General the Regional District cannot, at this time, ensure the safety of staff, Committee members, and members of the public in such circumstances.  Despite this, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public.

Openness, transparency, accessibility, and accountability, in respect of this meeting, will be achieved by the open publishing of the minutes.

Minutes of the Committee meeting held on January 14th, 2021 were received/adopted

Delegation: 

Dave Zirnhelt, Chair of the Cariboo Agricultural Research Alliance (CARA) and Serena Black, CARA Coordinator, appeared before the Committee, via electronic means, to discuss CARA's initiatives, its long-term vision to support an economically thriving agriculture sector and the opportunity to collaborate. 

A Question/Answer period ensued

The Chair thanked the delegation for their time/information

The Committee recessed at 11:20am

The Committee resumed at 1:00pm

Pursuant to Sections 92 (close meeting in open session) and 90(1m) and 90(2d) - Matters, under another enactment, which the public may/must be excluded from the meeting - of the Community Charter -- the Committee convened a Closed Session at 1:00pm and resumed its' open session at 3:48pm

Business:

1) Discussion Paper - Agriculture Planning in the Regional District

The Manager of Planning Services presented the Discussion Paper to the Committee

Discussion ensued thereon... 

By Consensus -- Committee authorized Staff to proceed as per the direction in the Discussion Paper

The Committee agreed to adjourn at 4:15pm
