WL Council Highlights - March 23rd mtg

Present: Mayor W. Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith (via Zoom)

Meeting called to order at 6:00pm

Mayor Cobb recognized that the meeting was being held on traditional Shuswap territory

Procedural Motion - Close Meeting to Public Attendance:

Resolved -- That members of the public are not permitted to physically attend the March 23, 2021 Council meeting due to the COVID-19 pandemic and the December 2nd Gathering and Events Public Health Officer Order. As per Ministerial Order No. M192 from the Minister of Public Safety and Solicitor General, and, for the purposes of Division 3 of Part 4 of the Community Charter, the meeting is not to be considered closed to the public and will be livestreamed on the City’s YouTube Channel to ensure openness and transparency.

Minutes of the previous City Council meeting held on March 9th, 2021 were received/adopted

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated March 10, 11, 15 and 18, 2021

2) Council endorsed recommendations from its' Finance Committee, as follows:

* Recommendation #1 here and 
* Recommendation #2 here

3) Council approved Temporary Use Permit #1-2021 (Horsefly Nursery - 1122 South Lakeside Drive)

Councillor Nelson declared a conflict on the next item and left Council Chambers at 6:05pm

4) Council received an update regarding the zoning amendment application from Broadway Landco Management Ltd. for the property located at 1704 Broadway Avenue South and directed that the Public Hearing for Zoning Amendment Bylaw No. 2345 be rescheduled by Council upon receipt of further direction from the Ministry of Transportation & Infrastructure regarding the traffic impact study.

Councillor Nelson returned to Council Chambers at 6:06pm

5) Council gave 1st/2nd Readings to Zoning Amendment Bylaw #2344, 2021 with respect to property at 27 7th Avenue (old Slumber Lodge site) and directed a virtual Public Hearing be scheduled for April 13, 2021 at 6:00 PM in accordance with active Public Health Orders, and City staff be directed to issue notice of the application to property owners and tenants within a 100 metre radius of the subject property advising of the time and date and the application be sent to the Ministry of Transportation and Infrastructure (MOTI) for initial consultation, and adoption of the bylaw be withheld pending the required subdivision approval

6) Council authorized an amendment to its' NCLGA Resolution respecting Health Records Sharing for Allied Health Professionals", at the request of the NCLGA.  This amended resolution will be considered at the 2021 NCLGA Virtual Convention/AGM in early May

7) Council awarded the Lakeview Avenue Reconstruction project contract to Peterson Contracting Ltd. for the total construction tender amount of $951,310.13, excluding GST, for a total project value of $1,142,000 with contingency and engineering and Council directed staff to utilize the remaining budget of $241,000 for additional paving and street works in 2021 or 2022

8) Council received and/or took actions on the following "Correspondence" Items:

a) Minutes of the Special Meeting of the Central Cariboo Joint Committee held on March 10th, 2021

b) Letter of Cariboo-PG MP Todd Doherty re: Support for National 3-Digit Suicide Prevention Hotline and agreed to endorse same and notify the local MLA/MP, CRTC and other local governments of Williams Lake City Council's support of MP Doherty's initiative... 

c) Letter from The Centre for Epilepsy and Seizure Education in BC re: March 26th National Purple Day virtual purple day fundraising walk and Council agreed to support this initiative 

d) Council endorsed Mayor Cobb signing a regional letter to Barkerville Heritage Trust in support of their funding request to the Province for the 2021 operating season on behalf of Williams Lake City Council.

9) Council proclaimed May 2021 as "Melanoma and Skin Cancer Awareness Month" in the City of Williams Lake

10) Council received the "Council Information Package" as follows:

March 5, 2021 - Letters from City of New Westminster to Minister of Labour and Minister of Tourism re Support for Laid-Off Hotel and Tourism Industry Workers

* March 5, 2021 - CRD Board Highlights
* March 5, 2021 - BC Association of Farmers Markets re 2020 Williams Lake Nutrition Coupon Program Results

* March 11, 2021 - City of Pitt Meadows re Fair Taxation from Rail Operations & Industrial Parks.

Late Item -- At the request of Councillor Nelson, Council directed Staff to set up a meeting with the Minister of Education in respect of the former Poplar Glade and Glendale Elementary school sites

Members of Council provided an verbal update on their recent activities 

Council agreed to adjourn at 6:40pm
