June 15, 2021 Regular Council Meeting

 

Memorial Pavilion

The City of Quesnel is in dialogue with local First Nations regarding a project adjacent to GR Baker Memorial Hospital, to serve as a gathering place and memorial to Lhtako Dene Nation and, the six Tsilhqot’in Chiefs hanged by the colonial government, who in 2018 were exonerated by Prime Minister Trudeau, with a formal apology to the Tsilhqot’in Nation.

Statement of Financial Information - 2020

Council approved the City of Quesnel 2020 Statement of Financial Information, which includes Schedule B - Council and Employee Remuneration, Schedule C - Goods and Services equal to and over $25,000 and Schedule D - Severance Payments.

 

Annual Report

Council approved the City of Quesnel Annual Report - A snapshot of 2020:  Council and organizational information, City statistics, highlights from various departments and initiatives, the Strategic Plan and consolidated Financial Statements. This report is available to view on the City’s website, or in the lobby at City Hall.

BC Transit Electronic Fare Collection System

Council committed to the City’s participation in the BC Transit Electronic Fare Collection System Program. The new fare collection technology will introduce new forms of payment for transit users, including a mobile app and contactless credit card payments. The program is estimated to commence in 2024.

 

BC Transit Annual Operating Agreement

Council approved the 2021/2022 Annual Operating Agreement with BC Transit for the provision of conventional and custom service.

Central Mountain Air Passenger Fees

The City of Quesnel applied for funding through the Regional Airport Transporation Initiative. This funding is intended to provide support to airports to allow them to re-establish or expand air service that was discontinued or reduced as a result of COVID-19 and to ensure that essential travel services are available during the COVID-19 pandemic. The City is waiting for confirmation regarding its application. In the interim, Council:

  • Agreed to waive passenger fees for Central Mountain Air at the Quesnel Regional Airport from June 28, 2021 through December 28, 2021; and
  • Extended Central Mountain Air’s lease fee waiver for their space in the terminal building of the Quesnel Regional Airport until December 28, 2021.

 

City of Quesnel RV Park Project

The old City utilities' site has been remediated and site clearance is pending for the proposed Municipal Campground and RV Park project. The first phase includes twenty-one (21) camping spots, with a combination of RV and tenting spots. Twelve (12) of the RV sites will have hydro hook-up, and all sites will have water hook-up. Council approved, in principal, the use of a contracted operator for the Municipal Campground, as well as reallocation of the budgeted $195,000 from the demolition of the Public Works Site to the construction of the RV Park, the use of $200,000 from the Gas Tax reserve and, the relocation of the antique bulldozer to a location that will still provide for public access.

Community Forest Invitation Letter

The City of Quesnel, Lhtako Dene Nation, Lhoosk'uz Dene Nation, ?Esdilagh First Nation and Nazko First Nation have received an invitation to submit a Community Forest Agreement application, from the Ministry of Forests, Lands, Natural Resource Operations and Rural Development.

 

Outhouse at Airport Trails

Council reviewed and approved the installation of an outhouse to be installed at the new Fuel Management Trail System, "Airport trails".  3 kilometers, 4 loops, 7 minutes from town.  Enjoy all four trails, including a low-mobility loop:  https://www.youtube.com/watch?v=_xWzd-oH3JI&t=4s
