WL Council Highlights - June 22nd mtg

Present: Mayor W. Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith

Meeting called to order at 6pm 

Mayor Cobb recognized that the meeting was being held on traditional Northern Secwépemc (Shuswap) territory

Meeting Agenda, with 1 Late Item, was adopted

Minutes of meetings held on June 8th (Regular Council) and June 15th (Special Closed Council) were received/adopted

Delegation:

Eric Sannes from the Northern Secwepemc (Shuswap) Tribal Council appeared before Council in support of the request for the installation of orange banners in recognition and support of Indigenous reconciliation and Orange Shirt Day (see Item #7 below)... 

A Question/Answer period ensued

Mayor Cobb thanked Mr. Sannes for his time/information 

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated June 10, 11, 17 and 18, 2021

2) Council received a report from the CFO as well as a letter from the Ministry of Forests, Lands, Natural Resource Operations and Rural Development – Recreation Sites and Trails Branch dated June 8, 2021 requesting the City to consider the donation of a surplus railcar bridge from the Williams Lake River Valley Trail to the Gold Rush Snowmobile Trail and Council approved the request from FLNRORD 

3) After receiving 1 written/verbal comment from the public (J. Pickford) -- Council approved the 2020 Annual Report of the City of Williams Lake

4) Council considered the list of potential meeting requests with Provincial Ministries for the 2021 UBCM Convention, to be held virtually September 14 to 17, 2021, for submission prior to the deadline of June 30, 2021, as contained in the report of the Executive Assistant (click here) and directed Staff to submit same and the request of Councillor S. Nelson -- Staff were directed to set up a meeting with Interior Health in respect of lack of doctors in Williams Lake

5)  Council directed City Staff to initiate public consultation to seek community feedback to inform possible future housing development projects in and around the former Popular Glade site and Kinsmen Park (as identified within the recent Housing Needs Assessment); and that staff were further directed to investigate options for the potential disposition of Kinsman Park to allow the site to be used for housing development

6) Council agreed to amend the resolution submitted to the Union of British Columbia Municipalities titled “Health Records Sharing for Allied Health Professionals” to read as follows:

 

WHEREAS there is lack of reasonable online access to health records such as x-rays and other

diagnostics to allied health professionals, which includes physiotherapists, occupational

therapists, medical imaging, psychologists, recreational therapists, respiratory therapists,

social workers, speech language pathologists and audiologists, dietitians and perfusionists;

 

AND WHEREAS access to health history is important in providing quality health care for British

Columbians:

 

THEREFORE BE IT RESOLVED that UBCM lobby the provincial government to urge all the health

authorities in the province to grant online access to health records for allied health

professionals in BC.


7) Council authorized staff to install banners on 27 streetlight standards on the following streets, in recognition and support of Indigenous reconciliation and Orange Shirt Day:

         Oliver Street between the 'Y' Intersection and Mart Street - 25 poles; and

         Oliver Street and First Avenue - 2 poles


8)  Council approved the purchase of a 2021 F90STi Scania self-propelled snowblower from Fresia S.P.A. for the purchase price of $448,000.00, plus applicable taxes

9) Council consider options related to the use of unused paving budget, and agreed to dedicate the funds to expand the road rehabilitation program in 2022.

10) Upon a recommendation from the Public Works Committee -- Council directed Staff to buy out the existing leased loader and purchase a loader snowblade for a total cost not to exceed $200,000 to be drawn from the wheel loader replacement capital budget, with the remaining funds in this budget being held as carry over funds for the 2022 budget for future loader replacements

11) Upon a recommendation from Councillor I. Bonnell -- Council agreed to endorse the Terms of Reference for the Williams Lake Air Quality Roundtable as presented; the Williams Lake Air Quality Roundtable be established as a Select Committee of Council to provide in-kind administrative support and that Councillor Ivan Bonnell be appointed as the City's representative

12) Council received a letter from the Rotary Club of the Williams Lake Daybreak dated June 15, 2021 requesting the pedestrian/mountain bike bridge in the Williams Lake River Valley replaced through funding initiatives spearheaded by the Daybreak Rotary's past President Sheila Mortensen be named the "Sheila Mortensen Memorial Bridge" and Council agreed to the request

13) Council received the "Council Information Package" as follows:

June 3, 2021 - School District No. 27 Board re SD27 First Nations Role Model Program;
* June 14, 2021 - City of Pitt Meadows re Truth and Reconciliation Commission's Call to Action 75;
 June 14, 2021 - Ministry of Forests, Lands, Natural Resource Operations and Rural Development re Update on 2021 Planting Program in the Cariboo-Chilcotin District

Council reported on an adopted Resolution from its' Closed Meeting held earlier in the day, as follows:

That the City partner with the Women’s Contact Society for an application to the BC New Childcare Spaces Fund Grant to create childcare spaces in a facility adjacent to the Society’s existing facility on Western Avenue

Mayor Cobb provided a COVID-19 Community Update

At the request of Councillor S. Nelson - It was Resolved:

That City Staff review and report back to Council on City initiatives in respect of proactive measures to establish water/sewer services in the Woodland Drive area including over-expansion of the required infrastructure, by use of previous studies on this subject for Council's further consideration 

Members of Council provided verbal reports on their recent activities
