Williams Lake Council Highlights - Aug 31st mtg

Present:

Mayor W. Cobb and Councillors Boehm, Bonnell, Brenner, Nelson, Ryll and Smith

Meeting called to order at 6:00pm

Mayor Cobb recognized that this meeting was taking place on traditional Northern Secwépemc (Shuswap) territory

Meeting Agenda approved
Minutes of the Williams Lake City Council meeting held August 17th, 2021 were received and adopted, as circulated

Business:

1) Council received for information the accounts payable computer cheque and EFT listings dated August 12, 19, 20, 26 and 27, 2021 

2) Council approved entering into an encroachment agreement with 0728823 BC Ltd. (Williams Lake Smiles) for a twenty year term for two parking spaces encroaching on the dedicated City lane off Barnard Street, at 249 Barnard Street, legally described as Parcel A (Plan B7109) of Lot 11, Block 17, District Lot 71, Cariboo District, Plan 1553 for a one-time contribution of $1,000, with all costs associated with registration being the responsibility of the property owner

Councillor S. Nelson declared a conflict of interest on the next item and left  Council Chambers at 6:02pm

3) Council received for information the report of the Public Hearing for Zoning Amendment Bylaw No. 2345 (1704 Broadway Avenue South) held August 17, 2021

Councillor S. Nelson returned to Council Chambers at 6:03pm

4) Council awarded the contract for the design of an Emergency Booster Station at Fairview Drive to True Consulting for the quoted price of $53,000.00, excluding applicable taxes

Councillor C. Smith declared a conflict of interest on the next item and left Council Chambers at 6:05pm

5) Council approved the design of the Downtown Williams Lake new wayfinding signage for both the downtown business improvement area and updated signage for areas outside of this zone

Councillor Smith returned to Council Chambers at 6:08pm

6) Council authorized the proposed exterior insulation and siding repair works on the end of the Downtown Williams Lake BIA office building located at 327 Oliver Street and approve their proposed mural design for this section of wall, pursuant to Good Neighbour Bylaw No. 2194

7) Council approved a two-year continuation amendment to the existing Ice Arena Concession Lease Agreement, due to the COVID health restrictions, to expire July 30, 2023.

8) Council endorsed recommendations from its' August 24th Committee of the Whole meeting, as follows:

a) That pursuant to Committee of Whole Council Council Report #28-2021, the letter from Kevin Bourdon, Williams Lake Pickleball Club President, dated August 20, 2021 requesting Council consideration be given to the Club's proposal for permanent pickleball courts at Kiwanis Park be received and endorsed; and further, that $20,000 be allocated in the 2022 budget to support this project including grant funding, if available

b) That pursuant to Committee of Whole Council Report #29-2021, the City include a more prominent tool or link on the City's webpage to provide contact information for Provincial agencies that should be contacted with regards to remediation work required on Dog Creek Road.

c) That pursuant to Committee of Whole Council Report #30-2021, Council offer the Province of British Columbia the City's portion of Dog Creek Road to become part of the Provincial network

d)  That pursuant to the report of the Corporate Officer dated August 27, 2021 together with Committee of Whole Council Report #31-2021, the report of the Corporate Officer dated August 20, 2021 regarding next steps for Dog Creek Road operation be received and Road Closure Bylaw No. 2352, 2021 authorizing the closure of the City's portion of Dog Creek Road be introduced and given first and second readings, and Bylaw No. 2352 be brought back for third reading subject to: 

* The Provincial Government's rejection (or non-response) of the City's offer to transfer the road to the Province, 

* Additional consultation with the Cariboo Regional District, local First Nations, community members and other impacted parties, and 

* Council review of updated geotechnical and other landslide information in the area

e) That pursuant to Committee of Whole Council Report #32-2021 and the report of the Director of Municipal Services dated August 17, 2021, Council approve the addition of the Central Cariboo Arts Centre building efficiency upgrades project (including LED lighting, door and window replacements and HVAC system upgrades) to the City’s 2021 capital plan on condition that the project is fully funded in the amount of $150,000 by the funds allocated from the Cariboo Regional District’s Community Works Funding.

9) Council received information from the Orange Shirt Day Society and the Northern Shuswap Tribal Council dated August 20, 2021 seeking volunteers and donations for their inaugural National Day of Truth and Reconciliation event being held on September 30, 2021 at the Williams Lake Stampede Grounds and Council encouraged the community to participate 

10) Council approved the proposed book signing flow-through event of Natalie Easthope to be held on Saturday, September 18, 2021 from 11:00 AM to 3:00 PM on the pedestrian sidewalk fronting the Open Book storefront and including the alley off of Oliver Street directly adjacent to the Open Book , subject to approval of the Public Health Office; and further, the event organizers be requested to coordinate this event with City Staff, provide proof of $3 million in liability insurance saving the City harmless and Emergency Services be so advised, pursuant to City policy.

11) Council received a letter from the Minister of Transportation & Infrastructure dated August 27, 2021 responding to the Mayor Cobb's correspondence dated July 22, 2021 and February 5, 2021 requesting a speed review of the Toop Road / Highway 97 intersection in Williams Lake

12) Council proclaimed the following:

a) Fetal Alcohol Spectrum Disorders Awareness Day -  September 9, 2021
b) National Forests Week - September 19 to 25, 2021
c) Rail Safety Week - September 20 to 26, 2021

13) Council received the "Council Information Package" as follows:

* June 22, 2021 - Letter from Jude Kirkham re Practicality of Rewilding Local Parks; 
* August 24, 2021 - Stillwater Consulting's NexGen Program for Youth Entrepreneurship Training;

BC State of Emergency (BC Wildfires 2021) extended to Sept 14th, 2021

The Government of British Columbia has extended the provincial state of emergency through the end of the day on Sept. 14, 2021, to support the ongoing co-ordinated response to the wildfire situation and to ensure public safety.

“Things are trending in the right direction, but we must remain alert and aware of the fires still burning and the potential for others to start,” said the Hon. Mike Farnworth, BC's Minister of Public Safety and Solicitor General. “Extending this state of emergency recognizes that the potential for significant wildfire activity persists, even as the nights get longer and the days cool down a bit, so I urge British Columbians to continue to be vigilant.”

As of the morning of Tuesday, Aug. 31, 233 wildfires were burning in B.C., with 21 evacuation orders affecting approximately 3,754 properties. There are 77 evacuation alerts affecting approximately 6,073 properties.

"It’s been a long and challenging summer for our crews on the front lines of this fire, and it’s not over yet," said the Hon. Katrine Conroy, BC's Minister of Forests, Lands, Natural Resource Operations and Rural Development. “Let’s help fire crews by doing our part to be fire safe and report fire activity, so we can get through the remainder of this season without any more human caused fires."

Current fire conditions may lead to continued severe fire behaviour and the potential for more evacuations. While extraordinary powers under the Emergency Program Act are not needed at this time, the declaration gives the Province the ability to move quickly, if the need arises.

  • The provincial state of emergency supporting B.C.'s wildfire response remains in effect until Sept. 15, 2021, at 12:01 a.m. (Pacific time).
  • The provincial government can extend the period of a declaration made by the minister responsible as necessary.

August 31st, 2021 BC COVID-19 Pandemic Update

As of Tuesday, Aug. 31, 2021, 84.3% (3,908,860) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 76.5% (3,547,751) received their second dose.

In addition, 85.0% (3,676,744) of all eligible adults in B.C. have received their first dose and 77.6% (3,355,134) received their second dose.

B.C. is reporting 655 new cases of COVID-19, including 15 epi-linked cases, for a total of 166,068 cases in the province.

There are 6,045 active cases of COVID-19 in the province and 157,941 people who tested positive have recovered. Of the active cases, 187 individuals are in hospital and 103 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 186 new cases in Fraser Health
    • Total active cases: 1,418
  • 99 new cases in Vancouver Coastal Health
    • Total active cases: 1,026
  • 242 new cases in Interior Health
    • Total active cases: 2,495
  • 60 new cases in Northern Health
    • Total active cases: 479
  • 68 new cases in Island Health
    • Total active cases: 620
  • no new cases of people who reside outside of Canada
    • Total active cases: seven

In the past 24 hours, two new deaths (Island Health) have been reported, for an overall total of 1,816.

There has been one new health-care facility outbreak at Kamloops Seniors Village (Interior Health). There are 19 active outbreaks, including:

  • long-term care: Heritage Village (Fraser Health), Brock Fahrni (Vancouver Coastal Health), Village at Mill Creek – second floor, Nelson Jubilee Manor, Kootenay Street Village, Cottonwoods Care Centre, Brookhaven Care Centre, Spring Valley Care Centre, Kamloops Seniors Village (Interior Health) and Sunset Lodge (Island Health)

EV Charging Station comes to Hanceville!

British Columbia’s provincewide electric vehicle (EV) charging network will get four new sites in the coming months.

The number of EV charging stations throughout the province is growing rapidly. B.C. now has over 2,000 public Level 2 charging stations and 200 public fast-charging sites, with over 480 fast-charging stations.

“Our growing EV charging network is making it easier and safer for people who own electric vehicles to travel around the province,” said the Hon. Rob Fleming, BC's Minister of Transportation and Infrastructure. “Now, British Columbians can choose greener transportation options, which is part of our commitment to a cleaner, stronger economy.”

This fall, the ministry is installing four new electric vehicle charging station sites. Each site will host two fast chargers and one Level 2 charger (total of 12 charging stations).

  • Hanceville Lookout rest area: near Hanceville, about 85 kilometres west of Williams Lake on Highway 20

“People in B.C. continue to lead when it comes to making the right transportation choices, and we continue to support that positive change,” said the Hon. George Heyman, BC's Minister of Environment and Climate Change Strategy. “These stations are part of the next stage in an expanded network to accelerate action on climate change and reduce air pollution while increasing economic opportunities.”

Westcana Electric Inc. will build the new EV charging stations. The project is expected to be completed by late December 2021. All four charging sites are expected to be open to the public beginning in 2022.

Since 2018, the Ministry of Transportation and Infrastructure has installed EV charging stations at 22 locations along B.C. highways. These four new projects will bring that total to 26.

Six of the existing charging stations serve residents and businesses in B.C.’s northern region. The addition of the Motz Road and Mount Terry Fox rest area stations bring this total to eight. The ministry is also exploring charging options along Highways 20 and 97 to further support electric vehicle owners in rural and northern B.C.

Making electric vehicles more affordable, investing in charging stations, and ensuring a greater availability of zero-emission vehicles in B.C. are all part of the Province’s CleanBC Plan.

August 30th, 2021 BC #COVID-19 Pandemic Update

As of Monday, Aug. 30, 2021, 84.2% (3,904,121) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 76.4% (3,541,731) received their second dose.

In addition, 84.9% (3,672,685) of all eligible adults in B.C. have received their first dose and 77.5% (3,350,149) received their second dose.

Over a three-day period, B.C. is reporting 1,853 new cases of COVID-19, including four epi-linked cases, for a total of 165,413 cases in the province:

  • Aug. 27-28: 769 new cases
  • Aug. 28-29: 581 new cases
  • Aug. 29-30: 503 new cases

There are 5,918 active cases of COVID-19 in the province and 157,419 people who tested positive have recovered. Of the active cases, 176 individuals are in hospital and 91 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 531 new cases in Fraser Health
    • Total active cases: 1,371
  • 295 new cases in Vancouver Coastal Health
    • Total active cases: 1,076
  • 707 new cases in Interior Health
    • Total active cases: 2,424
  • 142 new cases in Northern Health

As of Friday, Aug. 27, 2021, 83.9% (3,886,952) of eligible people 12 and older in B.C. have received their first dose of COVID-19 vaccine and 75.8% (3,514,485) received their second dose.

In addition, 84.6% (3,657,914) of all eligible adults in B.C. have received their first dose and 76.9% (3,326,997) received their second dose.

B.C. is reporting 867 new cases of COVID-19, including four epi-linked cases, for a total of 163,560 cases in the province.

There are 5,657 active cases of COVID-19 in the province and 155,928 people who tested positive have recovered. Of the active cases, 159 individuals are in hospital and 84 are in intensive care. The remaining people are recovering at home in self-isolation.

The new/active cases include:

  • 228 new cases in Fraser Health
    • Total active cases: 1,377
  • 165 new cases in Vancouver Coastal Health

Moose Valley South Area Alert Lifted

The Evacuation Alert issued on Tuesday, August 24, 2021 at 4 pm  for Moose Valley South Area has been lifted to all clear.

An Evacuation Alert may need to be reissued: however, if that is deemed necessary the process will re-commence.

Residents must be prepared in the event that the area receives a future evacuation order or alert on short notice. Local governments may not have time to go door to door should a new evacuation order be issued.

To ensure public safety, stay out of fire affected areas and obey all warning and hazard signs.

For rural properties that have been impacted by wildfire, residents should be aware there may be danger trees in wildfire affected areas. Home owners and private land owners are recommended to work with an insurance agency to have an assessment done by a qualified arborist on their private property.

New fund launched for community events

The Province will begin accepting applications on Friday, Aug. 27, 2021, to support B.C.-based events through the new Fairs, Festivals and Events Recovery Fund.

“We know that people have been missing community fairs, festivals and events, and organizers have made tremendous sacrifices to keep us all safe,” said the Hon. Melanie Mark, BC's Minister of Tourism, Arts, Culture and Sport. “We’re proud to support local events, so people can gather safely with family and friends, in groups and close to home as we continue to navigate our way through this pandemic.”

The Government of B.C. is providing up to $12.9 million in one-time grants to eligible event organizers to support their efforts to resume safely. Grant amounts for each event will be up to 20% of the total event budget, to a maximum of $250,000 per application.

Eligible events include sport, arts and culture events, community celebrations, agricultural fairs, rodeos and exhibitions. Applications submitted by organizations will be required to demonstrate local or regional support and show the economic and social benefits for the community.

“We thank the Province for its continued recognition of the significant challenges our sector is facing through ongoing financial support,” said Shelley Frost, CEO, Pacific National Exhibition in Vancouver. “For communities large and small across this province, the local fair is a part of the social fabric. It’s a place to come together and celebrate, and this assistance will help ensure it continues on an ongoing basis.”

Applications are being accepted until Oct. 1, 2021, for eligible events that take place between July 1, 2021 to Sept. 30, 2022. Organizations are encouraged to submit their applications as soon as possible. Eligible expenses include operational costs, health and safety measures, venue rental, marketing, wages and promotion.

“We can’t wait to see all the smiling faces at our next concert and event,” said Mike Hann, festival director, Lake Town Events. “It’s been a long 18 months since we’ve been able to gather, and this support from government will help festival organizers hit the ground running to get back to the normal we miss so much.”

Adoption of Minutes

The minutes of the July 9, 2021 CCRHD Board meeting were received and adopted.

Reports and Correspondence

Twenty-two items were received to the Hospital Board Consent Calendar.

An Information Bulletin from Interior Health, dated July 14, 2021, advising that Interior Health is responding to the potential for fire-related impacts to health facilities and clients in the community of 100 Mile House, was received.

The Interior Health Capital Projects and Planning Status Report, for June 2021, was received.

An Information Bulletin from Interior Health, dated August 8, 2021, announcing the return of care home residents to the District of 100 Mile House, was received.

A request for funding from Northern Health, in the amount of $252,779, representing the CCRHD’s share (40%) of the cost for the Dunrovin Park Lodge boiler renewal, was received with a recommendation for approval and that the necessary bylaw be brought forward to the Board at its September 10, 2021 meeting for three readings and adoption.

The agenda item summary regarding renewal of the Memorandum of Understanding between Northern Health and the Northern Regional Hospital Districts, was received, with a recommendation that the appropriate signatories be authorized to enter into the Memorandum of Understanding in October 2021.

The minutes of the Cariboo Regional District Board meeting held July 9, 2021, were received and adopted.

Delegations

The Delegations Memorandum of Business was received.

Neal Kandola, President & CEO, Paul Kandola, Owner, and Jim Klimek, VP of Marketing and Sales, Kandola Forest Products joined the meeting to talk about the reopening of the specialty sawmill formerly known as C & C Wood Products in Quesnel.

Stephanie Masun, Manager of Emergency Programs & Disaster Resilience, provided a verbal update on current activities of the Emergency Operations Centre.

Planning Bylaws

South Cariboo Area Official Community Plan Amendment Bylaws No. 5321 and 5322, 2021  -- Telqua Drive Lot 1, District Lot 3552, Lillooet District, Plan 33858 (Area G) were read a first and second time..

Quesnel Fringe Area Official Community Plan Amendment Bylaws No. 5335 and 5336 -- 3288 Red Bluff Road (Area A) were read a first and second time.

Quesnel Fringe Area Official Communiy Plan Amendment Bylaws BL 5329 and 5330 (Area A) were given first and second readings.

Williams Lake Fringe Area Official Community Plan Amendment Bylaws No. 5294 and 5295 -- 2163 Dog Creek Road (Area E) were amended and given third reading.

Development Variance Permit Applications

The application for a Development Variance Permit pertaining to 7569 McCarthy Road (Area L) reducing the minimum required Exterior Side Yard Setback from 7.6 m (24.93 ft.) to 4.57 m (15 ft.) to allow for the proposed garage was approved.

Temporary Use Permit Applications

An application pertaining to 4842 Hamilton Road requesting the issuance of a Temporary Permit to allow the subject land and buildings thereon to be used for retail sale of cannabis, was approved, in principle, subject to the applicant providing proof of application for a commercial access permit to the Ministry of Transportation and Infrastructure. Further, that a public meeting be scheduled.

Development Services – Other Business

A request to the CRD to make an Agricultural Land Reserve (ALR) exclusion application to the Provincial Agricultural Land Commission, pertaining to 6850 Fawn Lake Access Road #1 was rejected as it constitutes assistance to business. The applicant will be encouraged to apply for an ALR Non-Farm Use application.

The Board declined a request to provide concurrence for a ROGERS proposal to allow a wireless telecommunications facility at 3252/3258 Hinsche Road, 140 Mile House, BC and directed that a letter be forwarded to Transport Canada advising that their public consultation process regarding proposals to allow wireless telecommunications facilities in rural communities is inadequate and should be increased for rural areas. Further, that priority should be given to those areas not serviced or insufficiently serviced and that the CRD be consulted as to which areas are of highest priority.

Community Services

A proposal from the Kersley Community Association to upgrade to energy efficient appliances and, if possible, complete any other related, minor services at the Kersley Community Hall  was received and up to $6,000 for the project approved from the 2021 Community Hall Improvements envelope of the Community Works Fund.

A proposal from the Quesnel and District Heritage Association to perform lighting and washroom upgrades at the Quesnel and District Antique Machinery Park was deferred to the next meeting to allow staff time to consult with the City of Quesnel.

Finance

The Monthly Expenditures Board Summary Report and Mastercard Summary Report for the month of July 2021, in the amount of $3,112,707.26, consisting of $61,326.47 paid by cheque, $2,957,684.42 paid through electronic funds, and $93,696.37 paid by Mastercard, was received and ratified.

A Grant for Assistance application from the Wildwood Community & Recreation Association, requesting $1,000 for an open house on August 7, was approved.

A Grant for Assistance application from the Forest Grove Quilting Club, requesting $500 to purchase materials to make quilts to have on hand to donate to people who are in need of such due to fire or other disaster, was approved.

Administration

The results of Special Voting conducted on July 16, 2021, which resulted in the endorsement of the following resolution: “That due to the existing Local States of Emergency and wildfires burning in multiple regions in British Columbia, the Board of the Cariboo Regional District hereby requests that the Province of BC declare a Provincial State of Emergency.” was received.

A request to support the Let’s Ride Campaign by submitting a resolution to UBCM, lobbying the government to fund and make province-wide inter-community public transit a priority, was received.

Seven consent calendar items, as of August 20, 2021, were received.

Committee/Commission Minutes and Recommendations

The minutes of the North Cariboo Rural Directors Caucus meeting, held July 26, 2021, were received.

A request from the Quesnel & District Heritage Association, dated July 14, 2021, requesting support for installation of a storage container at the Antique Machinery Park, was received and a contribution of $10,000 from the North Cariboo Economic Development budget approved

West Fraser Fire Protection Service Boundary Amendment Bylaw No. 5339, 2021 was given three readings.
