Minutes of the City Council meeting held on March 21st, 2023 were received/adopted
Delegation:
1) Jane Wellburn & Desiree Casler from the Chilcotin Road Elementary Parent Advisory Council appeared before Council to discuss their Active School Transportation Event on April 27th at the Gibraltar Room
Following their presentation - a Question/Answer period ensued

Resolved: That Council receive the presentation of Jane Wellburn and Desiree Casler from the Chilcotin Road Elementary School Parent Advisory Council regarding their upcoming event on Active School Transportation taking place on April 27, 2023 at 5:30 PM in the Gibraltar Room, the event information be shared on the City's social medial channels & Council and the community be encouraged to attend
Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated March 23 and 30, 2023
2) Following representations of the property owner -- Council deferred for 30 days consideration of the placing of a Notice on Title at 3018 Edwards Drive
3) Council received for information the report of the Public Hearing for Official Community Plan Amendment Bylaw No. 2378 and Zoning Amendment Bylaw No. 2379 held March 21, 2023
4) Council awarded the Pavement Marking contract to Andesite Holdings DBA Yellowhead Pavement Marking Inc. for a three-year term for the tendered price of $166,195.80, excluding GST, per year
5) Council awarded the request for proposal for the purchase of one 2023 wheel loader mounted snow blower to Inland Kenworth Ltd. for the purchase price of $225,575.84, including all applicable taxes.
6) Council awarded the request for proposal for the purchase of a 2023 one-ton extended cab 4x4 pick-up with combination service body and crane to Lake City Ford Sales for the purchase price of $219,784.26, including all applicable taxes.
7) Council approved the use of City staff and equipment for the hauling of material for the 2023 Indoor Rodeo event
8) Council reconsidered/adopted "Williams Lake Building Bylaw Amendment Bylaw No. 2387, 2023"
9) Council endorsed 2 Recommendations from the March 28th, 2023 Committee of the Whole meeting as follows:
a) That pursuant to Committee of Whole Council Report #17-2023, the report of the Chief Administrative Officer dated March 16, 2023 regarding a request for additional resources to enhance Indigenous relations and reconciliation be received and that staff be directed to prepare a subsequent report providing additional detail on the position proposed in Option 3 of the report
b) That pursuant to Committee of Whole Council Report #18-2023, Council support receiving anti-racism training for Council and senior management and that staff be directed to provide a report on potential options for this training, including an open proposal process.
10) Council received a letter from George Atamanenko dated March 25, 2023 requesting Council to consider taking steps toward the establishment of a sister city in Ukraine and referred it to the Community Services Committee for an initial review before coming to Committee of the Whole for discussion of Mr. Atamanenko's request to establish a sister city in Ukraine
11) Council for information a memorandum from Councillor A. Delainey regarding a summary of Local Government Leadership Academy's (LGLA) Elected Officials Seminar held March 15 to 17, 2023 in Prince George, BC
12) Council proclaimed the week of May 1 to 7, 2023 be proclaimed "Youth Week" in the City of Williams Lake
13) Late Item -- At the request of Councillor Nelson:
That Council request Interior Health to immediately implement an UPCC (Urgent Primary Care Clinic) Walk-in Clinic in Williams Lake, to assist in the short term, with the estimated 12-15,000 people with no primary care physician in the Cariboo-Chilcotin catchment area of Interior Health and further, that Council request letters of support from Indigenous Nations in the Cariboo-Chilcotin Region as well as from the Cariboo Regional District
14) Council received the "Council Information Package" as of April 4th, 2023
