The Mayor advised Council of the passing of Sue Zacharias, a former member of Williams Lake City Council from 2008 to 2018. As a sign of respect, Council held a moment of silence to honour her contributions to the City of Williams Lake as a Williams Lake City Councillor

Matters from Public Hearing:
Following a Public Hearing held earlier in the meeting -- Council gave 3rd Reading to Zoning Amendment Bylaw No. 2381 (280E 3rd Avenue North) and forwarded it to the Ministry of Transportation for approval, as per Section 52 of the Transportation Act

Business:
1) Council received for information the accounts payable computer cheque and EFT listings dated August 31, September 1 and 7, 2023
2) Following a Public Input Opportunity - Council approved Development Permit #1-2023 for property at 270 Broadway Avenue North
3) Council agreed to a Remedial Action Resolution for property at 84 Oliver Street - click here
CONTRARY TO THE MOTION: Mayor Rathor and Councillor Nelson
4) Council agreed to continue with their UBCM Resolution regarding Rural Approval for Ride-Hailing Services and to be considered at next week's UBCM Convention in Vancouver
Councillor Delainey joined the meeting electronically via Zoom at 7:10pm
5) Council awarded the Williams Lake Regional Airport Utility Study project to McElhanney for amount of $89,300.00, excluding applicable taxes
6) Council received for information a report of the Director of Protective Services regarding a year-to-date summary of Protective Services operations
7) Council agreed to encourage the Williams Lake Seniors Activity Centre to submit a Fee for Service application for the provision of snow-clearing services on sidewalks/driveways as well as proceeding with an Expression of Interest from community groups for the same...
8) Council adopted 4 recommendations from the Community Services Committee (Councillor Moses, Committee Chair), as follows:
a) That pursuant to Community Services Committee Report #09-2023, staff be directed to begin tracking the City's progress on the Truth and Reconciliation Commission's calls to actions specific to municipalities and that the development of a tracking list be discussed at a future meeting with the Williams Lake First Nation.
b) That pursuant to Community Services Committee Report #06-2023, Council members be encouraged to complete the Municipality of Jasper's "reconciliaction calendar" and share their progress on their social media platforms; and further, that staff be directed to prepare a report of potential reconciliation actions for future years in advance of subsequent Truth and Reconciliation Days.
c) That pursuant to Community Services Committee Report #07-2023, staff be directed to provide a report to update the Street Naming Policy with options on having indigenous names included as a second line on street signs.
d) That pursuant to Community Services Committee Report #08-2023, the City not engage in a sister city arrangement for Ukraine at this time.
9) Council adopted the following Bylaws:
a) Soil Removal and Deposit Bylaw No. 2393, 2023
b) Bylaw Notice Enforcement Amendment Bylaw No. 2394, 2023
10) Council proclaimed the month of October 2023 be proclaimed as "Circular Economy Month" in the City of Williams Lake
11) Late Item -- Council approved the installation of the proposed orange Every Child Matters concept for the western crosswalk at the intersection of Yorston Street and Third Avenue South and directed staff to include maintenance costs in the annual operating plan and staff were also directed to apply to the Orange Shirt Society crosswalk program for an amount of $10,000 and provide a letter of support and approval identifying that MMA road-marking product will be used.
12) Council received the Council Information Package as of September 12th, 2023

Closed Council Session:
